In order of the current energy paradigm is based on fossil fuels and about 75% of the European population lives in cities, urge the adoption of policies to municipalities to reverse the current unsustainable trend. In this sense the EU has created the Covenant of Mayors which aims to adopt a compromise in which the parties aim to reduce by 20% its CO2 emissions by 2020. Thus, the Municipality of Aveiro in partnership with the University of Aveiro has produced a Sustainable Energy Action Plan that is reflected in this work. From the energy matrix produced, taking into account the reference year of 2005, it was inventoried the energy consumption of 2616GWh and the CO2 emissions of 712304tCO2. Taking in account a study between 2000 and 2005, is projected consumption and emissions by 2020 aimed at values of around 4850GWh and 1069558tCO2. Based on the diagnosis given, it was proposed a set of actions based on mobility, buildings, energy efficiency, renewable energy, governance, sensitizing and training aimed at reducing 20% consumption and CO2 emissions in 2020, for values in order 3880GWh and 855646tCO2 respectively. We conclude that the energy planning in a municipality is very important, going beyond simple environmental protection, since by increasing the energy efficiency of the municipality, also increases the economic competitiveness and, therefore, becomes more attractive to foreign investment, increasing as employment and social welfare

Global, Regional, And National Cancer Incidence, Mortality, Years Of Life Lost, Years Lived With Disability, And Disability-Adjusted Life-Years For 29 Cancer Groups, 1990 To 2016: A Systematic Analysis For The Global Burden Of Disease Study

Importance: The increasing burden due to cancer and other noncommunicable diseases poses a threat to human development, which has resulted in global political commitments reflected in the Sustainable Development Goals as well as the World Health Organization (WHO) Global Action Plan on Non-Communicable Diseases. To determine if these commitments have resulted in improved cancer control, quantitative assessments of the cancer burden are required. Objective: To assess the burden for 29 cancer groups over time to provide a framework for policy discussion, resource allocation, and research focus. Evidence Review: Cancer incidence, mortality, years lived with disability, years of life lost, and disability-adjusted life-years (DALYs) were evaluated for 195 countries and territories by age and sex using the Global Burden of Disease study estimation methods. Levels and trends were analyzed over time, as well as by the Sociodemographic Index (SDI). Changes in incident cases were categorized by changes due to epidemiological vs demographic transition. Findings: In 2016, there were 17.2 million cancer cases worldwide and 8.9 million deaths. Cancer cases increased by 28% between 2006 and 2016. The smallest increase was seen in high SDI countries. Globally, population aging contributed 17%; population growth, 12%; and changes in age-specific rates, -1% to this change. The most common incident cancer globally for men was prostate cancer (1.4 million cases). The leading cause of cancer deaths and DALYs was tracheal, bronchus, and lung cancer (1.2 million deaths and 25.4 million DALYs). For women, the most common incident cancer and the leading cause of cancer deaths and DALYs was breast cancer (1.7 million incident cases, 535 000 deaths, and 14.9 million DALYs). In 2016, cancer caused 213.2 million DALYs globally for both sexes combined

SAMBA: Stochastic Analytical Model with a Bayesian Approach

We develop and estimate a DSGE model for the Brazilian economy, to be used as part of the macroeconomic modeling framework at the Central Bank of Brazil. The model combines the building blocks of standard DSGE models (e.g., price and wage rigidities and adjustment costs) with the following features that better describe the Brazilian economy: (i) a fiscal authority pursuing an explicit target for the primary surplus; (ii) administered or regulated prices as part of consumer prices; (iii) external finance for imports, amplifying the effects of changes in external financial conditions on the economy; and (iv) imported goods used in the production function of differentiated goods. It also includes the presence of financially constrained households. We estimate the model with Bayesian techniques, using data starting in 1999, when inflation targeting was implemented. Model evaluation, based on impulse response functions, moment conditions, variance error decomposition and initial forecasting exercises, suggests that the model can be a useful tool for policy analysis and forecasting.

The static allometry of sexual and non-sexual traits in vervet monkeys

Sexual traits vary tremendously in static allometry. This variation may be explained in part by body size-related differences in the strength of selection. We tested this hypothesis in two populations of vervet monkeys, using estimates of the level of condition dependence for different morphological traits as a proxy for body size-related variation in the strength of selection. In support of the hypothesis, we found that the steepness of allometric slopes increased with the level of condition dependence. One trait of particular interest, the penis, had shallow allometric slopes and low levels of condition dependence, in agreement with one of the most consistent patterns yet detected in the study of allometry, namely that of genitalia exhibiting shallow allometries. This research was supported by NIH grant R01RR0163009
