    Less government intervention in biodiversity management: risks and opportunities

    n a changing global environment, with increasing pressure on ecosystem goods and services, biodiversity conservation is likely to become increasingly important. However, with the current global financial crisis, governments are increasingly trying to stabilise economies through spending cuts aiming to reduce national deficits. Within such an economic climate, the devolution of governance through public participation is an intrinsically appealing concept. We outline a number of challenges that explain why increased participation in biodiversity management has been and may continue to be problematic. Using as a case study the local stakeholder-driven Moray Firth Seal Management Plan in Scotland, we identify four key conditions that were crucial to the successful participatory management of a biodiversity conflict: a local champion, the emergence of a crisis point, the involvement of decision-makers, and long-term financial and institutional support. Three of the four conditions point to the role of direct government involvement, highlighting the risk of devolving responsibility for biodiversity conflict management to local communities. We argue that without an informed debate, the move towards a more participatory approach could pose a danger to hard-won policy gains in relation to public participation, biodiversity conservation and conflict management

    Sex dimorphism of testosterone (T) in elite athletes was at the center of a recent case at the "Supreme Court of Sport", the Court of Arbitration for Sport in Switzerland, after teenage Indian sprinter Dutee Chand challenged a sports policy regulating competition eligibility of women with naturally high T. The idea of a "sex gap" in T is a cornerstone of this policy (1). Policymakers infer that men's higher T is the "one factor [that] makes a decisive difference" between men's and women's athletic performances (2) —so they claim that women with naturally high T unfairly enjoy a "massive androgenic advantage" over other women athletes (2). Yet there's an emerging scientific debate about whether the sex gap in T applies to elite athletes

    Embedding the concept of ecosystems services:The utilisation of ecological knowledge in different policy venues

    The concept of ecosystem services is increasingly being promoted by academics and policy makers as a means to protect ecological systems through more informed decision making. A basic premise of this approach is that strengthening the ecological knowledge base will significantly enhance ecosystem health through more sensitive decision making. However, the existing literature on knowledge utilisation, and many previous attempts to improve decision making through better knowledge integration, suggest that producing ‘more knowledge’ is only ever a necessary but insufficient condition for greater policy success. We begin this paper by reviewing what is already known about the relationship between ecological knowledge development and utilisation, before introducing a set of theme issue papers that examine—for the very first time—how this politically and scientifically salient relationship plays out across a number of vital policy venues such as land-use planning, policy-level impact assessment, and cost–benefit analysis. Following a detailed synthesis of the key findings of all the papers, this paper identifies and explores new research and policy challenges in this important and dynamic area of environmental governance

    Fe VII lines in the spectrum of RR Telescopii

    Thirteen transitions within the ground 3d^2 configuration of Fe VII are identified in ultraviolet and optical spectra of the symbiotic star RR Telescopii obtained with the STIS instrument of the Hubble Space Telescope. The line fluxes are compared with theoretical data computed with the recent atomic data of K.A. Berrington et al., and high resolution optical spectra from VLT/UVES are used to identify blends. Seven branching ratios are measured, with three in good agreement with theory and one affected by blending. The lambda5277/lambda4943 branching ratio is discrepant by > 3 sigma, indicating errors in the atomic data for the lambda5277 line. A least-squares minimization scheme is used to simultaneously derive the temperature, T, and density, N_e, of the RR Tel nebula, and the interstellar extinction, E(B-V), towards RR Tel from the complete set of emission lines. The derived values are: log T/K = 4.50 +/- 0.23, log N_e/cm^-3=7.25 +/- 0.05, and E(B-V)<0.27. The extinction is not well-constrained by the Fe VII lines, but is consistent with the more accurate value E(B-V)=0.109^{+0.052}_{-0.059} derived here from the Ne V lambda2974/lambda1574 ratio in the STIS spectrum. Large differences between the K.A. Berrington et al. electron excitation data and the earlier F.P. Keenan & P.H. Norrington data-set are demonstrated, and the latter is shown to give worse agreement with observations.Comment: To be published in Astronomy & Astrophysics; 7 pages, 4 figure

    Here we show that the extant coccolithophore Syracosphaera corolla Lecal, 1966 comprises two consistently different non-intergrading morphotypes characterised respectively by exothecal coccoliths with wide and narrow central-areas. These are interpreted as separate species and so a new species is described, S. azureaplaneta, and a revised description is given for S. corolla

    Hinode/Extreme-Ultraviolet Imaging Spectrometer Observations of the Temperature Structure of the Quiet Corona

    We present a Differential Emission Measure (DEM) analysis of the quiet solar corona on disk using data obtained by the Extreme-ultraviolet Imaging Spectrometer (EIS) on {\it Hinode}. We show that the expected quiet Sun DEM distribution can be recovered from judiciously selected lines, and that their average intensities can be reproduced to within 30%. We present a subset of these selected lines spanning the temperature range log\log T = 5.6 to 6.4 K that can be used to derive the DEM distribution reliably. The subset can be used without the need for extensive measurements and the observed intensities can be reproduced to within the estimated uncertainty in the pre-launch calibration of EIS. Furthermore, using this subset, we also demonstrate that the quiet coronal DEM distribution can be recovered on size scales down to the spatial resolution of the instrument (1"" pixels). The subset will therefore be useful for studies of small-scale spatial inhomogeneities in the coronal temperature structure, for example, in addition to studies requiring multiple DEM derivations in space or time. We apply the subset to 45 quiet Sun datasets taken in the period 2007 January to April, and show that although the absolute magnitude of the coronal DEM may scale with the amount of released energy, the shape of the distribution is very similar up to at least log\log T \sim 6.2 K in all cases. This result is consistent with the view that the {\it shape} of the quiet Sun DEM is mainly a function of the radiating and conducting properties of the plasma and is fairly insensitive to the location and rate of energy deposition. This {\it universal} DEM may be sensitive to other factors such as loop geometry, flows, and the heating mechanism, but if so they cannot vary significantly from quiet Sun region to region.Comment: Version accepted by ApJ and published in ApJ 705.     Underflight calibration of SOHO/CDS and Hinode/EIS with EUNIS-07

    Flights of Goddard Space Flight Center's Extreme-Ultraviolet Normal-Incidence Spectrograph (EUNIS) sounding rocket in 2006 and 2007 provided updated radiometric calibrations for SOHO/CDS and Hinode/EIS. EUNIS carried two independent imaging spectrographs covering wavebands of 300-370 A in first order and 170-205 A in second order. After each flight, end-to-end radiometric calibrations of the rocket payload were carried out in the same facility used for pre-launch calibrations of CDS and EIS. During the 2007 flight, EUNIS, SOHO CDS and Hinode EIS observed the same solar locations, allowing the EUNIS calibrations to be directly applied to both CDS and EIS. The measured CDS NIS 1 line intensities calibrated with the standard (version 4) responsivities with the standard long-term corrections are found to be too low by a factor of 1.5 due to the decrease in responsivity. The EIS calibration update is performed in two ways. One is using the direct calibration transfer of the calibrated EUNIS-07 short wavelength (SW) channel. The other is using the insensitive line pairs, in which one member was observed by EUNIS-07 long wavelength (LW) channel and the other by EIS in either LW or SW waveband. Measurements from both methods are in good agreement, and confirm (within the measurement uncertainties) the EIS responsivity measured directly before the instrument's launch. The measurements also suggest that the EIS responsivity decreased by a factor of about 1.2 after the first year of operation. The shape of the EIS SW response curve obtained by EUNIS-07 is consistent with the one measured in laboratory prior to launch. The absolute value of the quiet-Sun He II 304 A intensity measured by EUNIS-07 is consistent with the radiance measured by CDS NIS in quiet regions near the disk center and the solar minimum irradiance obtained by CDS NIS and SDO/EVE recently.Comment: 16 pages, 14 figures, 5 tables, accepted by ApJ Supplement (Sep. 2011

    Expansion of Electronic Health Record-Based Screening, Prevention, and Management of Diabetes in New York City

    To address the increasing burden of diabetes in New York City, we designed 2 electronic health records (EHRs)-facilitated diabetes management systems to be implemented in 6 primary care practices on the West Side of Manhattan, a standard system and an enhanced system. The standard system includes screening for diabetes. The enhanced system includes screening and ensures close patient follow-up; it applies principles of the chronic care model, including community–clinic linkages, to the management of patients newly diagnosed with diabetes and prediabetes through screening. We will stagger implementation of the enhanced system across the 6 clinics allowing comparison, through a quasi-experimental design (pre–post difference with a control group), of patients treated in the enhanced system with similar patients treated in the standard system. The findings could inform health system practices at multiple levels and influence the integration of community resources into routine diabetes care

    Does stakeholder involvement really benefit biodiversity conservation?

    The establishment of protected areas, such as Natura 2000, is a common approach to curbing biodiversity loss. But many of these areas are owned or managed by private actors. Policies indicate that their involvement should be encouraged to ensure long term success. However, to date there have been no systematic evaluations of whether local actor involvement in the management of protected areas does in fact contribute to the conservation of biodiversity, which is the expressed policy goal. Research incorporating both qualitative and quantitative data was carried out in three case studies in Scotland where local actor input was required in the development and/or implementation of Natura 2000 management plans. No relationship was found between the characteristics of the process of stakeholder involvement and stakeholders’ perceptions of future biodiversity outcomes. Social outcomes of increased stakeholder involvement, such as increased trust, did however increase the perceived likelihood of positive future biodiversity outcomes. The findings indicate that efforts aimed at increasing stakeholder involvement in the management of protected areas need to consider making processes more independent, and acknowledge and address underlying biodiversity conflicts. The findings also emphasise the need to evaluate multi-level conservation efforts in terms of processes, social outcomes and biodiversity outcomes

    Inferring ice fabric from birefringence loss in airborne radargrams : application to the eastern shear margin of Thwaites Glacier, West Antarctica

Bienert is supported by an NSF Graduate Research Fellowship.In airborne radargrams, undulating periodic patterns in amplitude that overprint traditional radiostratigraphic layering are occasionally observed, however, they have yet to be analyzed from a geophysical or glaciological perspective. We present evidence supported by theory that these depth-periodic patterns are consistent with a modulation of the received radar power due to the birefringence of polar ice, and therefore indicate the presence of bulk fabric anisotropy. Here, we investigate the periodic component of birefringence-induced radar power recorded in airborne radar data at the eastern shear margin of Thwaites Glacier and quantify the lateral variation in azimuthal fabric strength across this margin. We find the depth variability of birefringence periodicity crossing the shear margin to be a visual expression of its shear state and its development, which appears consistent with present-day ice deformation. The morphology of the birefringent patterns is centered at the location of maximum shear and observed in all cross-margin profiles, consistent with predictions of ice fabric when subjected to simple shear. The englacial fabric appears stronger inside the ice stream than outward of the shear margin. The detection of birefringent periodicity from non-polarimetric radargrams presents a novel use of subsurface radar to constrain lateral variations in fabric strength, locate present and past shear margins, and characterize the deformation history of polar ice sheets.Publisher PDFPeer reviewe
