    Object-Oriented Approach: Applying ISO 21001 at Vietnamese Higher Education Institutions

    To evaluate whether an educational institution has quality or not, requires standards that reflect all the requirements of the complex relationships operating within the educational institution. At the same time, this standard must be recognized by all nations for it to apply widely. It is in this context that the ISO 21001:2018 series of standards was published. This standard mentioned three areas of activities that an educational organization must pay attention to: training, scientific research, and community service. They are also the main activities that the educational accreditation standards refer to. To meet the requirement of quality guarantee and enhancement, a higher education institution has to apply quality assurance norms in general and quality criteria on management systems. Putting the ISO 21001 quality standard into practice is the choice of Vietnamese educational institutions to ensure they meet the requirements for improving management system quality. There are a set of quality system standards for educational organizations to satisfy their specific needs. Not following the traditional approach as they apply other ISO standard systems, Vietnamese educational institutions have chosen an object-base approach, where the beneficiaries are related to the management system of the university. They then approach the PDCA cycle to build and implement an ISO 21001 quality management system. We found that, according to this orientation, the implementation processes might be ensured given that the quality thresholds set by the university are met in order to satisfy the demands of the learners and related stakeholders. The paper aims to analyze the approach of Vietnamese educational institutions in implementing ISO 21001 standards, and at the same time identify advantages and disadvantages in developing policies in the quality management system at educational institutions. The paper also gives recommendations that can be adjusted by management at other higher education institutions to improve quality assurance activities towards sustainable development.     The Distribution of Microplastics in Beach Sand in Tien Giang Province and Vung Tau City, Vietnam

    Microplastics threaten the ecosystem because of undesirable properties such as non-biodegradability, easy-to-absorb persistant organic compounds, etc. They are found worldwide in marine, fresh water and beach sand environments. In this study, microplastics in beach sand samples from two sites in Tien Giang province and two sites in Vung Tau city were investigated. The results showed that the microplastics amount was 0 to 295 pieces/kg dry sand and they mainly distributed near estuarine areas. Microplastics were more prevalent at bathing sites than non-bathing sites. In Tien Giang fragments were the most dominant among the three types of shapes (fragments, fibers, granules) at 60.2%. In Vung Tau granules were most prevalent at 71.7%. The composition of the plastics was confirmed by Fourier-transform infrared spectroscopy. It was revealed that PE, PP and PS were the main types of plastics found in the sampling sites.

    The Relationship between Public Debt, Budget Deficit, and Sustainable Economic Development in Developing Countries: The Role of Corruption Control

    This study investigates the effects of public debt and budget deficits on the sustainable economic development of developing countries, taking into account the role of control of corruption. The two-step GMM method was applied for unbalanced panel data of 59 developing countries from 2004 to 2015. The study found that public debt and the budget deficit had negative effects on sustainable development, while the effect of control of corruption was positive. Moreover, using interaction terms between control of corruption and public debt and budget deficit, respectively, empirical results showed that controlling corruption limited these adverse effects. Thus, if the objective is to achieve sustainable economic development, developing countries should not see raising public debt or maintaining budget deficits as a strategy for economic development. The study contributes empirical evidence to the theory of debt overhang, crowded effects, and institutional theory in the context of developing countries. The implications are also discussed in this paper

    Synthesis of cuprous oxide nanocubes combined with chitosan nanoparticles and its application to p-nitrophenol degradation

    For the first time, cuprous oxide nanocubes (Cu2O NCBs) were successfully combined with chitosan nanoparticles (CS NPs) to generate Cu2O NCBs/CS NPs composites material with highly optical property and photocatalytic activity using a simple and eco-friendly synthetic approach at room temperature for 30 min. The synthesized Cu2O NCBs NPs/CS NPs were determined characterizations by Ultraviolet-visible spectroscopy (UV-vis), Fourier transform infrared spectroscopy (FTIR), X – ray Diffraction (XRD),  Transmission Electron Microscope (TEM) and Energy-dispersive X-ray spectroscopy (EDX). Results show that the Cu2O NCBs/CS NPs composites have an average particle size of ~3-5 nm; in which, Cu2O has the form of nanocubes (Cu2O NCBs) with size ~3-4 nm and chitosan nanoparticles with spherical shape (CS NPs) with size ~4-5 nm. In addition, the percent (%) composition of elements present in Cu2O NCBs/CS NPs composites material have been obtained respective: Cu (23.99%), O (38.18%), and C (33.61%). Moreover, Cu2O NCBs/CS NPs composites material was also investigated for photocatalytic activity applied in p-nitrophenol degradation. The obtained results showed that the catalytic capability of Cu2O NCBs/CS NPs for p-nitrophenol reduction reached the highest efficiency >55% in the treatment time of 25 min, and this efficiency was higher than that result of using ZnO@chitosan nanoparticles (ZnO@CS NPs) catalyst under the same conditions for comparison

    SIMULATION AS A TEACHING METHOD FOR NURSING EDUCATION IN HEALTHCARE-ASSOCIATED INFECTION PREVENTION AND CONTROL IN ASIAN COUNTRIES: A QUALITATIVE STUDY

    BACKGROUND: Applying simulation for nursing education, especially in healthcare-associated infection prevention and control (HAI-PC) in developing countries has limited evidence. The study was conducted to explore educators’ perceptions of simulation as a teaching method for nursing education in HAI-PC in two Vietnamese and two Cambodian universities. METHODS: An exploratory qualitative design was applied. A focus group of 37 educators from four universities was conducted for data collection. Inductive and deductive qualitative content analysis was applied in analysing the data. RESULTS: The core category was constructed to reflect educators’ perception of scenario-based simulation (SBS) as a teaching method for nursing education in HAI prevention and control. This main category included three subcategories: (i) enhancing nursing competence; (ii) preparing students for simulation; and [1] promoting simulation pedagogy competence. CONCLUSIONS: The findings identified the importance and benefits of applying simulation as a teaching method in nursing education. Additionally, it emphasized the necessity of enhancing knowledge associated with HAIs and providing additional training on simulation for educators to improve the quality of conducting simulations

    EXPERIENCES OF THE NURSING STUDENT IN LEARNING HAI PREVENTION AND CONTROL IN ASIAN COUNTRIES THROUGH THE USE OF SCENARIO-BASED SIMULATION: AN EXPLORATIVE QUALITATIVE STUDY

    BACKGROUND: Healthcare-associated infections (HAIs) have posed a major threat to both patients and to the safety healthcare personnel worldwide. According to the World Health Organization, 10% of hospitalized patients are affected by HAIs worldwide. OBJECTIVE: The objective of this study was to explore the experiences of nursing students in learning HAIs prevention and control by the application of the scenario-based simulation pedagogy now in use in two Vietnamese and two Cambodian universities. METHODS: A qualitative study was conducted among 160 nursing students from 2 Cambodian universities and 2 Vietnamese universities, and by using the purposive-sampling method. The data were collected through a focus group discussion and analyzed by the Graneheim and Lundman method (Graneheim & Lundman, 2004). RESULTS: Two themes and six categories were generated. 1) First theme: factors for enhancing student learning on the prevention and control of HAIs by use of scenario-based simulation; and 2) Second theme: factors hindering students learning on HAI prevention and control by use of scenario-based simulation. CONCLUSION: The findings showed that SBS is an effective learning method for nursing students that can be applied to enhance the quality of nursing education in the Asian countries as SBS not only improves the clinical skills, but also the soft skills of nursing students. However, the effective outcomes and impacts can only be achieved in the context with the appropriate learning materials and equipment, simulation facilities and the instructors with pedagogical skills

    Safety and efficacy of fluoxetine on functional outcome after acute stroke (AFFINITY): a randomised, double-blind, placebo-controlled trial

    Background Trials of fluoxetine for recovery after stroke report conflicting results. The Assessment oF FluoxetINe In sTroke recoverY (AFFINITY) trial aimed to show if daily oral fluoxetine for 6 months after stroke improves functional outcome in an ethnically diverse population. Methods AFFINITY was a randomised, parallel-group, double-blind, placebo-controlled trial done in 43 hospital stroke units in Australia (n=29), New Zealand (four), and Vietnam (ten). Eligible patients were adults (aged ≄18 years) with a clinical diagnosis of acute stroke in the previous 2–15 days, brain imaging consistent with ischaemic or haemorrhagic stroke, and a persisting neurological deficit that produced a modified Rankin Scale (mRS) score of 1 or more. Patients were randomly assigned 1:1 via a web-based system using a minimisation algorithm to once daily, oral fluoxetine 20 mg capsules or matching placebo for 6 months. Patients, carers, investigators, and outcome assessors were masked to the treatment allocation. The primary outcome was functional status, measured by the mRS, at 6 months. The primary analysis was an ordinal logistic regression of the mRS at 6 months, adjusted for minimisation variables. Primary and safety analyses were done according to the patient's treatment allocation. The trial is registered with the Australian New Zealand Clinical Trials Registry, ACTRN12611000774921. Findings Between Jan 11, 2013, and June 30, 2019, 1280 patients were recruited in Australia (n=532), New Zealand (n=42), and Vietnam (n=706), of whom 642 were randomly assigned to fluoxetine and 638 were randomly assigned to placebo. Mean duration of trial treatment was 167 days (SD 48·1). At 6 months, mRS data were available in 624 (97%) patients in the fluoxetine group and 632 (99%) in the placebo group. The distribution of mRS categories was similar in the fluoxetine and placebo groups (adjusted common odds ratio 0·94, 95% CI 0·76–1·15; p=0·53). Compared with patients in the placebo group, patients in the fluoxetine group had more falls (20 [3%] vs seven [1%]; p=0·018), bone fractures (19 [3%] vs six [1%]; p=0·014), and epileptic seizures (ten [2%] vs two [<1%]; p=0·038) at 6 months. Interpretation Oral fluoxetine 20 mg daily for 6 months after acute stroke did not improve functional outcome and increased the risk of falls, bone fractures, and epileptic seizures. These results do not support the use of fluoxetine to improve functional outcome after stroke

    Effect of the Optimize Heart Failure Care Program on clinical and patient outcomes – The pilot implementation in Vietnam

    Background: The Ho-Chi-Minh-city Heart Institute in Vietnam took part in the Optimize Heart Failure (OHF) Care Program, designed to improve outcomes following heart failure (HF) hospitalization by increasing patient awareness and optimizing HF treatment. Methods: HF patients hospitalized with left ventricular ejection-fraction (LVEF) <50% were included. Patients received guideline-recommended HF treatment and education. Clinical signs, treatments and outcomes were assessed at admission, discharge, 2 and 6 months (M2, M6). Patients' knowledge and practice were assessed at M6 by telephone survey. Results: 257 patients were included. Between admission and M2 and M6, heart rate decreased significantly, and clinical symptoms improved significantly. LVEF increased significantly from admission to M6. 85% to 99% of patients received education. At M6, 45% to 78% of patients acquired knowledge and adhered to practice regarding diet, exercise, weight control, and detection of worsening symptoms. High use of renin-angiotensin-aldosterone-system inhibitors (91%), mineralocorticoid-receptor-antagonists (77%) and diuretics (85%) was noted at discharge. Beta-blocker and ivabradine use was less frequent at discharge but increased significantly at M6 (from 33% to 51% and from 9% to 20%, respectively, p < 0.001). There were no in-hospital deaths. Readmission rates at 30 and 60 days after discharge were 8.3% and 12.5%, respectively. Mortality rates at 30 days, 60 days and 6 months were 1.2%, 2.5% and 6.4%, respectively. Conclusions: The OHF Care Program could be implemented in Vietnam without difficulty and was associated with high usage of guideline-recommended drug therapy. Although education was delivered, patient knowledge and practice could be further improved at M6 after discharge. Keywords: Heart failure, Optimize, Education, Knowledge, Mortality, Readmissio

    Effects of Supplemental Light Spectra on the Composition, Production and Antimicrobial Activity of <i>Ocimum basilicum</i> L. Essential Oil

    This study was performed to investigate the effects of different supplemental light spectra and doses (duration and illuminance) on the essential oil of basil (Ocimum basilicum L.) cultivated in the net-house in Vietnam during four months. Ten samples of basil aerial parts were hydrodistilled to obtain essential oils which had the average yields from 0.88 to 1.30% (v/w, dry). The oils analyzed using GC-FID and GC-MS showed that the main component was methyl chavicol (87.4–90.6%) with the highest values found in the oils of basil under lighting conditions of 6 h/day and 150–200 ”mol·m−2·s−1. Additional lighting conditions caused the significant differences (p −2·s−1 in 6 h/day and (2) 43.5% Red: 43.5% Blue: 8.0% Green: 5.0% Far-Red at 100 ÎŒmol·m−2·s−1 in 6 h/day. The oils of basil in some formulas showed weak inhibitory effects on only the Bacillus subtilis strain. Different light spectra affect the biomass and essential oil production of basil, as well as the concentrations of the major components in the oil
