    Corruption as a global threat to sustainable development: a view from Russia

    The goal of the article is to identify factors that turn corruption into the main threat to sustainable development of the modern society. As a result of the study, the mechanism of the reproduction of modern corruption practices in various countries has been revealed, the reasons for the inefficiency of the anti-corruption policy have been detected, and the areas of further research in this area have been identified. The specifics of the corruption reproduction mechanism in the modern Russia have been identified in the context of global trends in corruption manifestations, an analysis of the corruption practices dynamics has been provided, and suggestions and recommendations for improving the mechanism for combating corruption have been formulated. The key conclusion is that the main factor in the corruption reproduction mechanism in Russia is ambivalence of consciousness as a form of corruption perception, which combines its rejection and moral justification as follows: "corruption is immoral but yet acceptable in a consumer society where everyone solves problems as they can". &nbsp

    Noise properties of a resonance-type spin-torque microwave detector

    We analyze performance of a resonance-type spin-torque microwave detector (STMD) in the presence of noise and reveal two distinct regimes of STMD operation. In the first (high-frequency) regime the minimum detectable microwave power PminP_{\rm min} is limited by the low-frequency Johnson-Nyquist noise and the signal-to-noise ratio (SNR) of STMD is proportional to the input microwave power PRFP_{\rm RF}. In the second (low-frequency) regime PminP_{\rm min} is limited by the magnetic noise, and the SNR is proportional to PRF\sqrt{P_{\rm RF}}.     Increasing the budget costs’ efficiency as a factor of state finance stabilization

    The article stands for comprehensive system approach in increasing the effect and performance of budget costs, providing the stability and long-term sustainability of state finance. In recent times Russia has gone to considerable lengths in introduction of result-oriented budgeting both on federal and regional level. In a similar vein, we could highlight the fact that insufficient conditions are created to increase the efficiency of budget costs management. The research paid much attention to the issues connected with evaluation of budget costs’ performance in conditions of implementing the concept of budget consolidation and budget constraints. Authors set number of objectives: studying economic essence of “efficiency” and “performance” of budget expenditures; studying the framework of budget stabilization financial support measures; revealing the methodological approaches in budget cost effect evaluation in the framework of program-target budgeting including the regional level.     A comparative clinical study of the effectiveness of computer cognitive training in patients with post-stroke cognitive impairments without dementia

    Introduction. A complex of computer neuropsychological programs was developed at KrasSMU, which in several pilot studies has shown effectiveness in cognitive training for patients with vascular cognitive impairments (VCI). Objectives. The aim of the present study was to compare changes in cognitive status in those patients with post-stroke VCI who worked with neuropsychological computer programs, with those changes experienced by a group of similar patients who played entertaining computer games. Methods. Patients in the early recovery period after a hemispheric stroke with VCI without dementia (N=26, age 40-67) were randomized into three groups. All patients underwent conventional treatment in a rehabilitation hospital. Patients in the intervention group had ten daily 40-minute training sessions with neuropsychological computer programs. Participants in the active control group played entertaining computer games, and kept an identical regimen. Patients in the passive control group received only conventional treatment. Cognitive, neurological, affective, and functional states were assessed before and after the training periods. Results. Significant improvements were observed in the intervention group as compared to the passive control group on the Montreal Cognitive Assessment (MoCA, p=0.0004), the Clock Drawing Test (CDT, p=0.001), and the Frontal Assessment Battery (FAB, p=0.01). Differences between the groups of patients playing neuropsychological and entertaining games were statistically insignificant (Mann-Whitney U test, p>0.05), although in the intervention group there were improvements on every cognitive scale after the training period (Wilcoxon matched pairs test, p<0.05), while in the active control group, enhancements were evident only on some cognitive scales (p<0.05).     Heat energy storage is one of the most common technical solutions in the conditions of operation of low-potential and renewable energy sources. Adsorption heat energy storage devices based on the composite media “silica gel – salt” are the most effective in these conditions. The technique and technology of sol-gel synthesis of the composite adsorption materials “silica gel – sodium sulfate” and “silica gel – sodium acetate” have been developed. A special feature of this technique is a two-stage process involving the formation of silicon phase nuclei in the interaction of aqueous solutions of silicate glass and sulphuric or acetic acids in the presence of a polymeric quaternary ammonium salt and subsequent coarsening of the particles with the gradual addition of solutions of silicate glass and the corresponding acids. The essence of the technology consists in successive stages of formation and integration of the silicic phase nuclei, hydrolysis of functional OH- groups, filtration and drying of the fine precipitate. A qualitative difference in the adsorption properties of the synthesized composites and the mechanical mixture of salt – silica gel with sorption capacity inferior to them on average by 30% is revealed by differential thermal analysis. The processes of application of the composite adsorption materials “silica gel – sodium sulfate” and “silica gel – sodium acetate” obtained by the sol-gel method have been studied. A qualitative difference in the kinetics of adsorption of water by the composite adsorbents is shown as compared to massive salts. It is established that the amount of heat of adsorption of water vapor by the composite adsorbents of the materials “silica gel – sodium sulfate” and “silica gel – sodium acetate” is approximately 30 % greater than the linear superposition of salt and silica gel.Изучены процессы применения композитных адсорбционных материалов «силикагель – сульфат натрия» и «силикагель – ацетат натрия», полученных золь – гель методом. С помощью дифференциально-термического анализа выявлено качественное отличие адсорбционных свойств синтезированных композитов и механической смеси соль – силикагель, адсорбционная емкость которой уступает им в среднем на 30 %. Установлено, что теплоты адсорбции водяного пара композитными адсорбентами материалов «силикагель – натрий сульфат» и «силикагель – натрий ацетат» примерно на 30% больше, чем линейная суперпозиция соли и силикагеляВивчено процеси застосування композитних адсорбційних матеріалів «силікагель – натрій сульфат» та «силікагель – натрій ацетат», отриманих золь – гель методом.     SYNERGY OF BUILDING CYBERSECURITY SYSTEMS

    The development of the modern world community is closely related to advances in computing resources and cyberspace. The formation and expansion of the range of services is based on the achievements of mankind in the field of high technologies. However, the rapid growth of computing resources, the emergence of a full-scale quantum computer tightens the requirements for security systems not only for information and communication systems, but also for cyber-physical systems and technologies. The methodological foundations of building security systems for critical infrastructure facilities based on modeling the processes of behavior of antagonistic agents in security systems are discussed in the first chapter. The concept of information security in social networks, based on mathematical models of data protection, taking into account the influence of specific parameters of the social network, the effects on the network are proposed in second chapter. The nonlinear relationships of the parameters of the defense system, attacks, social networks, as well as the influence of individual characteristics of users and the nature of the relationships between them, takes into account. In the third section, practical aspects of the methodology for constructing post-quantum algorithms for asymmetric McEliece and Niederreiter cryptosystems on algebraic codes (elliptic and modified elliptic codes), their mathematical models and practical algorithms are considered. Hybrid crypto-code constructions of McEliece and Niederreiter on defective codes are proposed. They can significantly reduce the energy costs for implementation, while ensuring the required level of cryptographic strength of the system as a whole. У третьому розділі розглядаються практичні аспекти методології побудови постквантових алгоритмів для асиметричних криптосистем Мак-Еліса та Нідеррейтера на алгебраїчних кодах (еліптичних та модифікованих еліптичних кодах), їх математичні моделі та практичні алгоритми. Запропоновано гібридні конструкції криптокоду Мак-Еліса та Нідеррейтера на дефектних кодах.     The Role of the European Society of Human Genetics in Delivering Genomic Education

The Society seeks the integration of scientific research and its implementation into clinical practice and the education of specialists and the public in all areas of medical and human genetics. The Society works to do this through many approaches, including educational sessions at the annual conference; training courses in general and specialist areas of genetics; an online resource of educational materials (EuroGEMS); and a mentorship scheme. The ESHG Education Committee is implementing new approaches to expand the reach of its educational activities and portfolio. With changes in technology, appreciation of the utility of genomics in healthcare and the public’s and patients’ increased awareness of the role of genomics, this review will summarise how the ESHG is adapting to deliver innovative educational activity

    Post-stroke dementia - a comprehensive review

    Post-stroke dementia (PSD) or post-stroke cognitive impairment (PSCI) may affect up to one third of stroke survivors. Various definitions of PSCI and PSD have been described. We propose PSD as a label for any dementia following stroke in temporal relation. Various tools are available to screen and assess cognition, with few PSD-specific instruments. Choice will depend on purpose of assessment, with differing instruments needed for brief screening (e.g., Montreal Cognitive Assessment) or diagnostic formulation (e.g., NINDS VCI battery). A comprehensive evaluation should include assessment of pre-stroke cognition (e.g., using Informant Questionnaire for Cognitive Decline in the Elderly), mood (e.g., using Hospital Anxiety and Depression Scale), and functional consequences of cognitive impairments (e.g., using modified Rankin Scale). A large number of biomarkers for PSD, including indicators for genetic polymorphisms, biomarkers in the cerebrospinal fluid and in the serum, inflammatory mediators, and peripheral microRNA profiles have been proposed. Currently, no specific biomarkers have been proven to robustly discriminate vulnerable patients (‘at risk brains’) from those with better prognosis or to discriminate Alzheimer’s disease dementia from PSD. Further, neuroimaging is an important diagnostic tool in PSD. The role of computerized tomography is limited to demonstrating type and location of the underlying primary lesion and indicating atrophy and severe white matter changes. Magnetic resonance imaging is the key neuroimaging modality and has high sensitivity and specificity for detecting pathological changes, including small vessel disease. Advanced multi-modal imaging includes diffusion tensor imaging for fiber tracking, by which changes in networks can be detected. Quantitative imaging of cerebral blood flow and metabolism by positron emission tomography can differentiate between vascular dementia and degenerative dementia and show the interaction between vascular and metabolic changes. Additionally, inflammatory changes after ischemia in the brain can be detected, which may play a role together with amyloid deposition in the development of PSD. Prevention of PSD can be achieved by prevention of stroke. As treatment strategies to inhibit the development and mitigate the course of PSD, lowering of blood pressure, statins, neuroprotective drugs, and anti-inflammatory agents have all been studied without convincing evidence of efficacy. Lifestyle interventions, physical activity, and cognitive training have been recently tested, but large controlled trials are still missing

    Genetic fine mapping and genomic annotation defines causal mechanisms at type 2 diabetes susceptibility loci.

    We performed fine mapping of 39 established type 2 diabetes (T2D) loci in 27,206 cases and 57,574 controls of European ancestry. We identified 49 distinct association signals at these loci, including five mapping in or near KCNQ1. 'Credible sets' of the variants most likely to drive each distinct signal mapped predominantly to noncoding sequence, implying that association with T2D is mediated through gene regulation. Credible set variants were enriched for overlap with FOXA2 chromatin immunoprecipitation binding sites in human islet and liver cells, including at MTNR1B, where fine mapping implicated rs10830963 as driving T2D association. We confirmed that the T2D risk allele for this SNP increases FOXA2-bound enhancer activity in islet- and liver-derived cells. We observed allele-specific differences in NEUROD1 binding in islet-derived cells, consistent with evidence that the T2D risk allele increases islet MTNR1B expression.
