    Using state-of-the art reinvented public administration, which emphasizes steering rather rowing,2 the DOD outsourced creation of the database to a private firm, BeNow, Inc. In the process of reinventing its public administration the U.S. is de-inventing administrative law. More importantly, perhaps, it is doing so by default, that is, without serious and substantial public discussion and political debate on whether cost-effectiveness and other values associated with reinvented public administration should trump the norms embodied in administrative law. The readiness to accept the reinventers\u27 vision of a government that works better and costs less is all the more striking in view of the nation\u27s epic post-World War II struggle to tame the federal bureaucracy

    Media violence and adolescents’ ADHD-related behaviors: The role of parental mediation

    We examined the role of parental media mediation in the relationship between media violence and adolescents’ ADHD-related behaviors. Survey data from 1,017 adolescents (10–14 years) show that parents can play an important role in this relationship, depending on the media mediation strategies that they use (i.e., restrictive or active mediation) and how they apply these strategies (i.e., in a controlling, inconsistent, or autonomy-supportive way). Our findings support the notion that contextual factors are critical in understanding media effects, and provide directions for how parents can manage their adolescents’ violent media use, and possibly by extension, their ADHD-related behaviors

    Engaging with civil society to improve access to LTBI screening for new migrants in England: a qualitative study

    SETTING: The latent tuberculous infection (LTBI) programme in England, UK, offers testing and treatment to new migrants from high tuberculosis incidence countries. However, the rates of LTBI testing, treatment acceptance and completion are suboptimal and appropriate access should be improved. OBJECTIVE: To gain insight from the community, community-based organisations (CBOs) and public sector stakeholders on interventions that facilitate collaboration to improve health care outreach and delivery. DESIGN: Three stakeholder meetings and five focus group discussions were held using thematic analysis to identify themes arising from participants' perspectives. RESULTS: Four overarching themes emerged from the discussions. These were related to capacity of service providers, collaboration between stakeholders, migrant cultures and trust between migrants and service providers, and highlighted the complementary skill sets that different sectors bring to the collaboration, as well as the barriers that need to be surmounted. Stigma could be reduced by making LTBI testing routine. Community members could act as champions of health promotion to raise awareness on LTBI testing, and provide a bridge between communities and primary care services. CONCLUSION: Public service providers, community members and CBOs are willing to collaborate to support primary care delivery of testing for LTBI and other communicable and non-communicable diseases. Policy and commissioning support are needed to facilitate this collaboration

    A systematic review of the international published literature relating to quality of institutional care for people with longer term mental health problems.

    BACKGROUND: A proportion of people with mental health problems require longer term care in a psychiatric or social care institution. However, there are no internationally agreed quality standards for institutional care and no method to assess common care standards across countries. We aimed to identify the key components of institutional care for people with longer term mental health problems and the effectiveness of these components. METHODS: We undertook a systematic review of the literature using comprehensive search terms in 11 electronic databases and identified 12,182 titles. We viewed 550 abstracts, reviewed 223 papers and included 110 of these. A "critical interpretative synthesis" of the evidence was used to identify domains of institutional care that are key to service users' recovery. RESULTS: We identified eight domains of institutional care that were key to service users' recovery: living conditions; interventions for schizophrenia; physical health; restraint and seclusion; staff training and support; therapeutic relationship; autonomy and service user involvement; and clinical governance. Evidence was strongest for specific interventions for the treatment of schizophrenia (family psychoeducation, cognitive behavioural therapy (CBT) and vocational rehabilitation). CONCLUSION: Institutions should, ideally, be community based, operate a flexible regime, maintain a low density of residents and maximise residents' privacy. For service users with a diagnosis of schizophrenia, specific interventions (CBT, family interventions involving psychoeducation, and supported employment) should be provided through integrated programmes. Restraint and seclusion should be avoided wherever possible and staff should have adequate training in de-escalation techniques. Regular staff supervision should be provided and this should support service user involvement in decision making and positive therapeutic relationships between staff and service users. There should be clear lines of clinical governance that ensure adherence to evidence-based guidelines and attention should be paid to service users' physical health through regular screening

    Peat Moss–Like Vegetative Remains from Ordovician Carbonates

    Premise of research. Climatically favorable conditions correspond with fossil evidence for dramatic Ordovician marine biodiversification, but coeval terrestrial biodiversity is less well understood. Although diverse Middle and Late Ordovician microfossils are interpreted as reproductive remains of early bryophyte-like land plants (consistent with molecular data indicating pre-Ordovician embryophyte origin), the vegetative structure of Ordovician plants remains mysterious, as do relationships to modern groups. Because distinctive fungal microfossils indicating land plant presence were previously reported from Ordovician carbonate deposits in Wisconsin, we examined another nearby outcrop for additional evidence of terrestrial biodiversification. Methodology. Replicate collections were made from well-understood 455–454 Ma Platteville Formation carbonates of relatively low porosity and hydraulic conductivity. We employed measures to avoid contamination, and organic remains extracted by acid maceration were characterized by light and scanning electron microscopy and energy-dispersive X-ray spectroscopy. Pivotal results. Multicellular organic fragments displayed distinctive cellular features shared with modern vegetative peat mosses but differed from modern materials, e.g., fossil presence of mineral coatings, absence of epibionts. Biometric features of mosslike microfossils isolated from carbonates collected and macerated 12 yr apart by separate investigators did not differ. Putative peat moss remains occurred with foraminifera similar in frequency and thermal maturity to types previously described from the same formation. No diatoms, pollen, or other indicators of post-Ordovician environments were observed. Conclusions. The peat moss–like fragments described here are the oldest-known vegetative remains of land plants and the oldest fossils having distinctive features linking them to a modern plant group. These findings are consistent with peat moss recalcitrance properties that foster fossilization and molecular evidence that the peat moss lineage is 460–607 Ma of age. The new findings suggest that moss-dominated peatlands—recognized for globally significant roles in modern terrestrial biodiversity and C and N cycling—were present hundreds of millions of years earlier than previously thought

    Interacting Binaries with Eccentric Orbits. Secular Orbital Evolution Due To Conservative Mass Transfer

    We investigate the secular evolution of the orbital semi-major axis and eccentricity due to mass transfer in eccentric binaries, assuming conservation of total system mass and orbital angular momentum. Assuming a delta function mass transfer rate centered at periastron, we find rates of secular change of the orbital semi-major axis and eccentricity which are linearly proportional to the magnitude of the mass transfer rate at periastron. The rates can be positive as well as negative, so that the semi-major axis and eccentricity can increase as well as decrease in time. Adopting a delta-function mass-transfer rate of 10^{-9} M_\sun {\rm yr}^{-1} at periastron yields orbital evolution timescales ranging from a few Myr to a Hubble time or more, depending on the binary mass ratio and orbital eccentricity. Comparison with orbital evolution timescales due to dissipative tides furthermore shows that tides cannot, in all cases, circularize the orbit rapidly enough to justify the often adopted assumption of instantaneous circularization at the onset of mass transfer. The formalism presented can be incorporated in binary evolution and population synthesis codes to create a self-consistent treatment of mass transfer in eccentric binaries.Comment: 16 pages, 8 figures, Accepted by The Astrophysical Journa

    Measurement of psychological entitlement in 28 countries

    This article presents the cross-cultural validation of the Entitlement Attitudes Questionnaire, a tool designed to measure three facets of psychological entitlement: active, passive, and revenge entitlement. Active entitlement was defined as the tendency to protect individual rights based on self-worthiness. Passive entitlement was defined as the belief in obligations to and expectations toward other people and institutions for the fulfillment of the individual’s needs. Revenge entitlement was defined as the tendency to protect one’s individual rights when violated by others and the tendency to reciprocate insults. The 15-item EAQ was validated in a series of three studies: the first one on a general Polish sample (N = 1,900), the second one on a sample of Polish students (N = 199), and the third one on student samples from 28 countries (N = 5,979). A three-factor solution was confirmed across all samples. Examination of measurement equivalence indicated partial metric invariance of EAQ for all national samples. Discriminant and convergent validity of the EAQ was also confirmed

    Naturally occurring C-terminal splice variants of nuclear receptors

    Alternative mRNA splicing in the region encoding the C-terminus of nuclear receptors results in receptor variants lacking the entire ligand-binding domain (LBD), or a part of it, and instead contain a sequence of splice variant-specific C-terminal amino acids. A total of thirteen such splice variants have been shown to occur in vertebrates, and at least nine occur in humans. None of these receptor variants appear to be able to bind endogenous ligands and to induce transcription on promoters containing the response element for the respective canonical receptor variant. Interestingly, ten of these C-terminal splice variants have been shown to display dominant-negative activity on the transactivational properties of their canonical equivalent. Research on most of these splice variants has been limited, and the dominant-negative effect of these receptor variants has only been demonstrated in reporter assays in vitro, using transiently transfected receptors and reporter constructs. Therefore, the in vivo function and relevance of most C-terminal splice variants remains unclear. By reviewing the literature on the human glucocorticoid receptor β-isoform (hGRβ), we show that the dominant-negative effect of hGRβ is well established using more physiologically relevant readouts. The hGR β-isoform may alter gene transcription independent from the canonical receptor and increased hGRβ levels correlate with glucocorticoid resistance and the occurrence of several immune-related diseases. Thus, available data suggests that C-terminal splice variants of nuclear receptors act as dominant-negative inhibitors of receptor-mediated signaling in vivo, and that aberrant expression of these isoforms may be involved in the pathogenesis of a variety of diseases
