    In this article the author seeks to answer, within the context of the Indonesia state organizational system, why and how Indonesia should establish a single government authority entrusted with supervising the making of ministerial policy regulations or regional government regulations. To that purpose a comparison with other countries is conducted.  It is a fact in Indonesia that regulatory powers or function is shared by and among different ministries and by regional governments. The result of which is the problem of sectoral approach and the existence of numerous overlapping and conflicting regulations. To overcome this problem, in consideration of best practices in other countries, the author suggests the establishment of a single government agency entrusted with, inter alia, previewing ministerial or regional government draft regulations

    AML Modeling of Trust in Supply Chain Management

    Agent Modeling Language (AML) is a semiformal visual modeling language for specifying, modeling and documenting systems in terms of concepts drawn from Multi Agent Modeling (MAS) theory. Supply chain management (SCM) is the management of network of interconnected business which spans all movements of services and goods from the point of origin to the point of consumption. In SCM, Trust modeling is an important and crucial aspect from the perspective of sustainability of the supply chain and efficient performance in business. In the supply chain, the more we trust, the more we exchange information on demand and on forecast of the last customer so as with the level of stock and on the forecast of the suppliers. In this work, we attempted to model the Trust in SCM using AML and proposed a MAS SCM model of trust in supply chain management. The proposed model is implemented using JADE and the simulation results demonstrated the impact of trust in supply chain along with the evolution of trust

    Incidence of hypohidration in athletes and sedentary male adults with intellectual disability

    El presente estudio descriptivo de tipo transversal se diseñó para determinar el nivel de hidrataciĂłn de deportistas con discapacidad intelectual y su comparaciĂłn con adultos sedentarios con la misma discapacidad. Participaron 22 deportistas federados que realizan el mismo programa de entrenamiento ademĂĄs de 22 adultos sedentarios ajustados en sexo, edad y cociente de inteligencia. Los parĂĄmetros ensayados fueron la densidad urinaria determinada mediante refractĂłmetro asĂ­ como la ingesta diaria de lĂ­quido adlibitum. Este protocolo fue aprobado por un ComitĂ© de Ética Institucional. Tan solo 6 deportistas (21,6%) presentaron valores de euhidrataciĂłn frente a 9 (40,9%) de los participantes sedentarios incluidos en el grupo control. Las Ășnicas diferencias significativas respecto a la ingesta de lĂ­quidos se estableciĂł precisamente entre deportistas y sedentarios con euhidrataciĂłn. Se concluye que los deportistas con discapacidad intelectual se encuentran en riesgo de deshidrataciĂłn que podrĂ­a explicarse, al menos en parte, por una insuficiente ingesta hĂ­dricaThe current study was designed to determine hydration status of well-trained, male athletes with ID. A secondary purpose was to compare these results with hydration status of sedentary young adults with ID. A total of 22 athletes with ID volunteered for this cross-sectional, descriptive study. The control group included 22, age, sex and IQ-matched sedentary adults with ID. Main outcome measurements were urine specific gravity (USG) and daily fluid intake for three consecutive days. With regard to athletes with ID, it was found that 5 participants (21,7%) stayed significantly hypohydrated, 12 athletes (52,2%) appeared hypohydrated and 6 participants (26,1%) stayed euhydrated. In fact, a significantly lower percentage of athletes was euhydrated when compared to sedentary matched adults with ID (26,1vs.40,9%;χ2=5,67;p<001). In conclusion, athletes with ID are at increased risk of dehydration that may be explained, at least in part, given that ad-libitum fluid consumption was insufficien

    Perspectives for integrating human and environmental risk assessment and synergies with socio-economic analysis

    International audienceFor more than a decade, the integration of human and environmental risk assessment (RA) has become an attractive vision. At the same time, existing European regulations of chemical substances such as REACH (EC Regulation No. 1907/2006), the Plant Protection Products Regulation (EC regulation 1107/2009) and Biocide Regulation (EC Regulation 528/2012) continue to ask for sector-specific RAs, each of which have their individual information requirements regarding exposure and hazard data, and also use different methodologies for the ultimate risk quantification. In response to this difference between the vision for integration and the current scientific and regulatory practice, the present paper outlines five medium-term opportunities for integrating human and environmental RA, followed by detailed discussions of the associated major components and their state of the art. Current hazard assessment approaches are analyzed in terms of data availability and quality, and covering non-test tools, the integrated testing strategy (ITS) approach, the adverse outcome pathway (AOP) concept, methods for assessing uncertainty, and the issue of explicitly treating mixture toxicity. With respect to exposure, opportunities for integrating exposure assessment are discussed, taking into account the uncertainty, standardization and validation of exposure modeling as well as the availability of exposure data. A further focus is on ways to complement RA by a socio-economic assessment (SEA) in order to better inform about risk management options. In this way, the present analysis, developed as part of the EU FP7 project HEROIC, may contribute to paving the way for integrating, where useful and possible, human and environmental RA in a manner suitable for its coupling with SEA

    Learning to make informed health choices : Protocol for a pilot study in schools in Barcelona

    The Informed Health Choices (IHC) project has developed learning resources to teach primary school children (10 to 12-year-olds) to assess treatment claims and make informed health choices. The aim of our study is to explore both the students' and teachers' experience when using these resources in the context of Barcelona (Spain). During the 2019-2020 school year, we will conduct a pilot study with 4 th and 5 th-year primary school students (9 to 11-year-olds) from three schools in Barcelona. The intervention in the schools will include: 1) assessment of the IHC resources by the teachers before the lessons, 2) non-participatory observations during the lessons, 3) semi-structured interviews with the students after a lesson, 4) assessment of the lessons by the teachers after a lesson, 5) treatment claim assessment by the students at the end of the lessons, and 6) assessment of the IHC resources by the teachers at the end of the lessons. We will use ad hoc questionnaires and guides to register the data. We will perform a quantitative and qualitative analysis of the data to explore understandability, desirability, suitability, usefulness, facilitators and barriers of the resources. The most relevant results will be discussed and some recommendations on how to use, how to adapt (if needed), and how to implement the IHC resources to this context will be agreed. The findings of the contextualization activities could inform the design of a cluster-randomised trial, to determine the effectiveness of the IHC resources in this context prior to scaling-up its use. The study protocol has obtained an approval exemption from the Ethics Committee of the Hospital de la Santa Creu i Sant Pau (Barcelona, Spain)

    Indications and outcome of repeat penetrating keratoplasty in India

    BACKGROUND: Repeat penetrating keratoplasty is quite often required as there is high chance of failure of the primary graft particularly in the developing world. We planned a study to analyze the indications and outcome of repeat penetrating keratoplasty in a tertiary care centre in India. METHODS: A retrospective analysis of all the patients who underwent repeat penetrating keratoplasty, between January 1999 and December 2001 was performed. The parameters evaluated were indication for the primary penetrating keratoplasty, causes of failure of the previous graft, and final visual outcome and clarity of the repeat corneal grafts. RESULTS: Of fifty-three eyes of 50 patients with repeat penetrating keratoplasty (three patients underwent bilateral corneal regrafts), 37 eyes had undergone one regraft each, 14 eyes two regrafts and two eyes had three regrafts. The follow-up of the patients ranged from one to three years. The most common primary etiologic diagnosis was vascularized corneal scars (66%), of which the scars related to infection were most common (68.5%). Twenty-eight regrafts (52.8%) remained clear at a mean follow-up of 1.54 ± 0.68 years, of which 25 were single regrafts (89.3%). The commonest cause of failure of regraft was infection to the corneal graft (recurrence of herpetic infection in 9 eyes and perforated graft ulcers in 3 eyes). Three (18.6%) of the 16 eyes with multiple corneal regrafts achieved a BCVA of 6/60. Overall, only five eyes (all with single regraft) achieved a BCVA of 6/18 or better at the end of follow-up. CONCLUSION: Graft infection is the leading cause of failure of repeat keratoplasty in this part of the world. Prognosis for visual recovery and graft survival is worse in eyes undergoing multiple regrafts

    Entre março e julho/22, duas tecnologias complementares, EMÂź e PulmĂŁoℱ, foram testadas para estudar a biorremediação na camada de lama da Lagoa de Piratininga, NiterĂłi, RJ. Dados ortomĂ©tricos, matĂ©ria orgĂąnica, carbono orgĂąnico, nitrogĂȘnio Kjeldahl total, fĂłsforo e biopolĂ­meros foram quantificados na superfĂ­cie do sedimento. As concentraçÔes crescentes de nitrogĂȘnio Kjeldahl indicaram aportes de esgoto domĂ©stico ao sistema. O fĂłsforo orgĂąnico predominou sobre o total, pois foi consumido no processo de biorremediação. Ocorreram mudanças quali- quantitativas na composição da matĂ©ria orgĂąnica lĂĄbil, com consumo de lipĂ­dio, molĂ©cula recalcitrante, e produção de proteĂ­nas e carboidratos. Os dados altimĂ©tricos indicaram maior tendĂȘncia de consumo da lama na ĂĄrea que reuniu as tecnologias EM1Âź+PulmĂŁoℱ, onde o aporte sedimentar foi praticamente anulado. Houve uma diminuição da espessura da lama, refletindo no aumento sutil de profundidade superficial da camada sedimentar. Estas modificaçÔes nas ĂĄreas experimentais indicam que o processo de restauração ambiental estĂĄ ocorrendo

    Identification and characterization of antibacterial compound(s) of cockroaches (Periplaneta americana)

    Infectious diseases remain a significant threat to human health, contributing to more than 17 million deaths, annually. With the worsening trends of drug resistance, there is a need for newer and more powerful antimicrobial agents. We hypothesized that animals living in polluted environments are potential source of antimicrobials. Under polluted milieus, organisms such as cockroaches encounter different types of microbes, including superbugs. Such creatures survive the onslaught of superbugs and are able to ward off disease by producing antimicrobial substances. Here, we characterized antibacterial properties in extracts of various body organs of cockroaches (Periplaneta americana) and showed potent antibacterial activity in crude brain extract against methicillin-resistant Staphylococcus aureus and neuropathogenic E. coli K1. The size-exclusion spin columns revealed that the active compound(s) are less than 10 kDa in molecular mass. Using cytotoxicity assays, it was observed that pre-treatment of bacteria with lysates inhibited bacteria-mediated host cell cytotoxicity. Using spectra obtained with LC-MS on Agilent 1290 infinity liquid chromatograph, coupled with an Agilent 6460 triple quadruple mass spectrometer, tissues lysates were analyzed. Among hundreds of compounds, only a few homologous compounds were identified that contained isoquinoline group, chromene derivatives, thiazine groups, imidazoles, pyrrole containing analogs, sulfonamides, furanones, flavanones, and known to possess broad-spectrum antimicrobial properties, and possess anti-inflammatory, anti-tumour, and analgesic properties. Further identification, characterization and functional studies using individual compounds can act as a breakthrough in developing novel therapeutics against various pathogens including superbugs

    L’analyse des emplois prĂ©positionnels et des emplois conjonctifs d’ “exceptĂ©â€, de “sauf” et d’ “hormis” permet d’envisager les trois prĂ©positions/conjonctions comme le pivot d’un binĂŽme, comme la plaque tournante d’une structure bipolaire. PlacĂ©es au milieu du binĂŽme, ces prĂ©positions sont forcĂ©es par leur sĂ©mantisme originaire dĂ»ment mĂ©taphorisĂ© de jouer le rĂŽle de marqueurs d’inconsĂ©quence systĂ©matique entre l’élĂ©ment se trouvant Ă  leur gauche et celui qui se trouve Ă  leur droite. L’opposition qui surgit entre les deux Ă©lĂ©ments n’est donc pas une incompatibilitĂ© naturelle, intrinsĂšque, mais extrinsĂšque, induite. Dans la plupart des cas (emplois limitatifs), cette opposition prend la forme d’un rapport entre une « classe » et le « membre (soustrait) de la classe », ou bien entre un « tout » et une « partie » ; dans d’autres (emplois exceptifs), cette opposition se manifeste au contraire comme une attaque de front portĂ©e par un « tout » Ă  un autre « tout ». De plus, l’inconsĂ©quence induite mise en place par la prĂ©position/conjonction paraĂźt, en principe, tout Ă  fait insurmontable. Dans l’assertion « les Ă©cureuils vivent partout, sauf en Australie » (que l’on peut expliciter par « Les Ă©cureuils vivent partout, sauf [qu’ils ne vivent pas] en Australie »), la prĂ©position semble en effet capable d’impliquer le prĂ©dicat principal avec signe inverti, et de bĂątir sur une telle implication une sorte de sous Ă©noncĂ© qui, Ă  la rigueur, est totalement inconsĂ©quent avec celui qui le prĂ©cĂšde (si « les Ă©cureuils ne vivent pas en Australie », le fait qu’ils « vivent partout » est faux). NĂ©anmoins, l’analyse montre qu’alors que certaines de ces oppositions peuvent enfin ĂȘtre dĂ©passĂ©es, d’autres ne le peuvent pas. La relation exceptive, au contraire, qui n’implique pas le rapport « tout » - « partie », n’est pas capable de rĂ©soudre le conflit entre deux sous Ă©noncĂ©s pourvus du mĂȘme poids informatif et en mĂȘme temps de signe contraire : les valeurs numĂ©riques des termes de la somme Ă©tant symĂ©triques et Ă©gales, le rĂ©sultat sera toujours Ă©quivalent Ă  zĂ©ro
