    The importance of collaboration and cooperation as an enabler of new governance at the local level: a comparative analysis

    A Administração Pública vive hoje numa atmosfera que exige um maior esforço de colaboração e cooperação entre os diferentes atores sociais, visando uma mais eficiente e de maior qualidade provisão de um serviço que vá ao encontro das mutantes exigências da comunidade. A criação de redes de colaboração foram amplamente reconhecidas por investigadores e praticantes, como uma forma importante de governação multiorganizacional. No presente artigo e com base em estudos comparados, será desenvolvido um enquadramento teórico sobre a importância da criação de mecanismos de colaboração na provisão de serviços públicos e a forma como é integrada na nova governação pública. São também apresentadas algumas definições em volta do tema da colaboração.     Antifibrotic effect of Pluchea sagitallis (Lam.) cabrera aqueous extract in grx cell lineage

    Liver fibrosis is a complex disease that is caused by inappropriate tissue repair due to the deposition of connective tissue. When a chronic lesion affects the liver, regenerative response fails and hepatocytes are replaced with abundant extracellular matrix (ECM). The imbalance between production and degradation of ECM will result in the accumulation of proteins that change normal liver architecture, and thus its functionality. The main source of ECM is the activated hepatic stellate cell (HSC). In order, to clarify possible therapeutic approaches to the disease, this work aimed to evaluate the possible antifibrotic action of Pluchea sagitallis (Lam.) Cabrera on an activated HSC immortalized lineage (GRX).Our results demonstrated that the P. sagittalis aqueous extract at 0.039 and 0.078 mg/mL concentrations was able to reduce cell growth and proliferation. Regarding to oxidative stress evaluation, there was no statistically significant difference between the treated group and the control. Staining with OilRed-O (ORO) showed a statistically significant increase in intracellular lipid content after 5 days of treatment, exerting in vitro effect on the GRX phenotypic change of activated towards the quiescent state. These results were confirmed by colorimetric quantification of lipid content. Regarding the TGF-β1 and collagen production, there were no statistically significant differences observed between the groups.In conclusion, the P. sagittalis aqueous extract reduces the growth and proliferation of GRX cells and induces the reversal of activated towards a quiescent phenotype. There was no decrease in cell proliferation either by necrosis or by apoptosis via activation of the senescence. Thus, our data suggest that the extract showed an antifibrotic effect, possibly by activating phenotype reversal

    AlergiaPT: A Portuguese media campaign to inspire people with allergies to make a positive change in their life

    Allergic diseases comprise a significant cause of morbidity worldwide and a substantial burden on the health and medical systems of both developed and emerging economies. Although highly prevalent, relatively severe, and largely impactful on the quality of life of patients, allergic diseases are commonly trivialized. Increasing awareness of the relevance of allergic diseases as a major public health problem might lead to an improved acknowledgment by governments and health authorities. Based on the positive impact that media campaigns might have on health-related behaviors, as well as the large use of social media by different types of users, social media might be used as a powerful tool for spreading awareness and education even more effective than traditional face-to-face communication. Therefore, we aimed to develop a social media-based communication program, the AlergiaPT, reaching all stakeholders, to increase the awareness of allergic diseases tackling the causes, prevention, control, and economic impact. The AlergiaPT will provide user-generated and interactive content toward engagement, include both long-form and short-form video productions toward education, as well as stories and time-sensitive content toward empowerment. It will be targeted to all populations, engaging different stakeholders. Contents will address the 5 campaign goals: i) allergy health is promoted; ii) tolerance is actively reinforced, and avoidance reduced; iii) treatment control and guided self-management of patients of asthma, rhinitis, food allergy, and atopic eczema are strengthened; iv) recognition and treatment of severe allergy and anaphylaxis are improved, and v) indoor air quality is promoted. Engagement on the campaign will be promoted through stepwise educational takeaways meetings using different social media, and targeting all audience groups, by promoting the organization of resources for common goals and the involvement of social media to improve public awareness.     Muon Array with RPCs for Tagging Air showers (MARTA)

    We discuss the concept of an array with Resistive Plate Chambers (RPC) for muon detection in ultra-high energy cosmic ray (UHECR) experiments. RPC have been used in particle physics experiments due to their fast timing properties and spatial resolution. The operation of a ground array detector poses challenging demands, as the RPC must operate remotely under extreme en- vironments, with limited power and minimal maintenance. In its baseline configuration, each MARTA unit includes one 1.5x1.2 m 2 RPC, with 64 pickup electrodes (pads). The DAQ sys- tem is based on an ASIC, allowing one to read out the high number of channels with low power consumption. Data are recorded using a dual technique: single particle counting with a simple threshold on the signal from each pad and charge integration for high occupancy. The RPC, DAQ, High Voltage and monitoring systems are enclosed in an aluminum-sealed case, providing a com- pact and robust unit suited for outdoor environments, which can be easily deployed and connected. The RPCs developed at LIP-Coimbra are able to operate using very low gas flux, which allows running them for few years with a small gas reservoir. Several full-scale units are already installed and taking data in several locations and with different configurations, proving the viability of the MARTA concept. By shielding the detector units with enough slant mass to absorb the electro- magnetic component in the air showers, a clean measurement of the muon content is allowed, a concept to be implemented in a next generation of UHECR experiments. The specificities of a MARTA unit are presented, which include particle counting with high efficiency, time resolu- tion and spatial segmentation. The potential of the MARTA concept for muon measurements in air showers is assessed, as well as tentative methods for calibration and cross-calibrations with existing detectors.Peer Reviewe

    Polar lipids of commercial Ulva spp. of different origins: profiling and relevance for seaweed valorization

    Macroalgae of the genus Ulva have long been used as human food. Local environmental conditions, among other factors, can have an impact on their nutrient and phytochemical composition, as well as on the value of the seaweed for food and non-food applications. This study is the first to initiate a comparison between commercial Ulva spp. from different European origins, France (FR, wild-harvested Ulva spp.), and Portugal (PT, farm-raised Ulva rigida), in terms of proximate composition, esterified fatty acids (FA), and polar lipids. The ash content was higher in PT samples, while FR samples had higher levels of proteins, lipids, and carbohydrates and other compounds. The profile of esterified FA, as well as FA-containing polar lipids at the class and species levels were also significantly different. The FR samples showed about three-fold higher amount of n-3 polyunsaturated FA, while PT samples showed two-fold higher content of monounsaturated FA. Quantification of glycolipids and phospholipids revealed, respectively, two-fold and three-fold higher levels in PT samples.     Adoption and patterns of use of invasive physiological assessment of coronary artery disease in a large cohort of 40 821 real-world procedures over a 12-year period

We aimed to examine adoption rates as well as patterns and determinants of use in an unselected population undergoing invasive coronary angiography over a long time frame. Methods: We retrospectively determined the per-procedure prevalence of physiological assessment in 40 821 coronary cases performed between 2007 and 2018 in two large-volume centers. Adoption was examined according to procedure type and patient- and operator-related variables. Its association with relevant scientific landmarks, such as the release of clinical trial results and practice guidelines, was also assessed. Results: Overall adoption was low, ranging from 0.6% in patients undergoing invasive coronary angiography due to underlying valve disease, to 6% in the setting of stable coronary artery disease (CAD); it was 3.1% in patients sustaining an acute coronary syndrome. Of scientific landmarks, FAME 1, the long-term results of FAME 2 and the 2014 European myocardial revascularization guidelines were associated with changes in practice. Publication of instantaneous wave-free ratio (iFR) trials had no influence on adoption rates, except for a higher proportion of iFR use. In 42.9% of stable CAD patients undergoing percutaneous coronary intervention there was no objective non-invasive evidence of ischemia, nor was physiological assessment performed. Younger operator age (4.5% vs. 4.0% vs. 0.9% for ages 55 years, respectively; p<0.001) and later time of procedure during the day (2.9% between 6 and 8 p.m. vs. 4.4% at other times) were independent correlates of use of invasive physiology. Conclusions: Our study confirms the low use of invasive physiology in routine practice. The availability of resting indices did not increase adoption. Strategies are warranted to promote guideline implementation and to improve patient care and clinical outcomes.publishersversionpublishe

    Pandemia da COVID-19 e suas relações com a ansiedade e outras doenças psicólogicas

    A saúde mental da população que se encontra na situação de lockdown é uma preocupação crescente. A pandemia da COVID-19 e o confinamento despertou uma maior atenção a todos que passam por essa situação. Nosso estudo tem como objetivo fazer uma análise de como a Pandemia da COVID-19 afetou a saúde mental das diferentes populações. O estudo trata de uma mini revisão de literatura onde foram escolhidos 30 artigos na língua inglesa publicados na plataforma PubMed, usando os descritores SAÚDE MENTAL, COVID-19, ANSIEDADE. Destes 30 artigos, 5 foram escolhidos de acordo com sua relevância. Usando esses 5 artigos como base fizemos então uma análise de como esse cenário afeta a saúde mental e o bem-estar populacional. Dos 195 participantes de um estudo feito em universidades dos Estados Unidos da América, 138 (71%) indicaram que seu estresse e ansiedade aumentaram devido à pandemia da COVID-19, enquanto 39 (20%) indicaram que permaneceram os mesmos e 18 (9%) mencionaram que o estresse e a ansiedade tinham diminuído. Em um segundo artigo, de todos os preditores, a solidão foi o mais poderoso, seguido pelo risco percebido de COVID-19 e por ser um adulto mais velho. Devido a essa situação de pandemia prolongada, junto ao confinamento, conclui-se que impactos negativos surgiram na saúde mental e no bem-estar da população. Os estudos reforçam a necessidade urgente de desenvolver intervenções e medidas preventivas a fim de restaurar a saúde mental dos diversos grupos populacionais afetados pela pandemia
