    Operationalising ODEMM risk assessment for Integrated Ecosystem Assessment scoping: Complexity vs. manageability

    Integrated Ecosystem Assessments (IEA) require consideration of the full suite of pressures and impacts affecting ecosystems. However, capacity limitations often severely limit our ability to do everything that we want or ‘should’ do, outside of short-term fully-funded focused research projects. In order to make IEA a reality in many contexts, priority consideration has to be given to how to achieve such comprehensive assessments. Ecoregions and Large Marine Ecosystems (LMEs) have been identified as potential management units, however these large areas encompass diverse habitats, and multiple nations with diverse human communities and use of marine environments, and a multitude of different management strategies. In this context, how can we make IEA an operational tool that can be applied at such high-level in a comparable, yet regionally-relevant adaptable approach? This paper outlines the demonstration and adaptation of an established risk assessment approach (Options for Delivering Ecosystem-Based Marine Management: ODEMM) to a rapid risk scoping tool, and how this approach has been applied using open source common analytical tools to improve operationality in both the Mission Atlantic project and the International Council for the Exploration of the Seas (ICES) Integrated Ecosystem Assessment Working Groups. Furthermore, a hierarchical approach is detailed that allows the integration of different levels of detail into a common format. The resulting assessments are then ground-truthed with stakeholders to identify issues, omissions, potential conflicts, and key areas of interest for the next steps of the IEA process

    Combining Ecosystem and Single-Species Modeling to Provide Ecosystem-Based Fisheries Management Advice Within Current Management Systems.

    Although many countries have formally committed to Ecosystem-Based Fisheries Management (EBFM), actual progress toward these goals has been slow. This paper presents two independent case studies that have combined strategic advice from ecosystem modeling with the tactical advice of single-species assessment models to provide practical ecosystem-based management advice. With this approach, stock status, reference points, and initial target F are computed from a single-species model, then an ecosystem model rescales the target F according to ecosystem indicators without crossing pre-calculated single-species precautionary limits. Finally, the single-species model computes the quota advice from the rescaled target F, termed here Feco. Such a methodology incorporates both the detailed population reconstructions of the single-species model and the broader ecosystem perspective from ecosystem-based modeling, and fits into existing management schemes. The advocated method has arisen from independent work on EBFM in two international fisheries management systems: (1) Atlantic menhaden in the United States and (2) the multi species fisheries of the Irish Sea, in the Celtic Seas ecoregion. In the Atlantic menhaden example, the objective was to develop ecological reference points (ERPs) that account for the effect of menhaden harvest on predator populations and the tradeoffs associated with forage fish management. In the Irish Sea, the objective was to account for ecosystem variability when setting quotas for the individual target species. These two exercises were aimed at different management needs, but both arrived at a process of adjusting the target F used within the current single-species management.     Refining fisheries advice with stock-specific ecosystem information

    Although frequently suggested as a goal for ecosystem-based fisheries management, incorporating ecosystem information into fisheries stock assessments has proven challenging. The uncertainty of input data, coupled with the structural uncertainty of complex multi-species models, currently makes the use of absolute values from such models contentious for short-term single-species fisheries management advice. Here, we propose a different approach where the standard assessment methodologies can be enhanced using ecosystem model derived information. Using a case study of the Irish Sea, we illustrate how stock-specific ecosystem indicators can be used to set an ecosystem-based fishing mortality reference point (FECO) within the “Pretty Good Yield” ranges for fishing mortality which form the present precautionary approach adopted in Europe by the International Council for the Exploration of the Sea (ICES). We propose that this new target, FECO, can be used to scale fishing mortality down when the ecosystem conditions for the stock are poor and up when conditions are good. This approach provides a streamlined quantitative way of incorporating ecosystem information into catch advice and provides an opportunity to operationalize ecosystem models and empirical indicators, while retaining the integrity of current assessment models and the FMSY-based advice process.publishedVersio

    A policy-based framework for the determination of management options to protect vulnerable marine ecosystems under the EU deep-sea access regulations

    Vulnerable marine ecosystems (VMEs) are particularly susceptible to bottom-fishing activity as they are easily disturbed and slow to recover. A data-driven approach was developed to provide management options for the protection of VMEs under the European Union “deep-sea access regulations.” A total of two options within two scenarios were developed. The first scenario defined VME closure areas without consideration of fishing activity. Option 1 proposed closures for the protection of VME habitats and likely habitat, while Option 2 also included areas where four types of VME geophysical elements were present. The second scenario additionally considered fishing. This scenario used VME biomass—fishing intensity relationships to identify a threshold where effort of mobile bottom-contact gears was low and unlikely to have caused significant adverse impacts. Achieving a high level of VME protection requires the creation of many closures (> 100), made up of many small (∼50 km2) and fewer larger closures (> 1000 km2). The greatest protection of VMEs will affect approximately 9% of the mobile fleet fishing effort, while closure scenarios that avoid highly fished areas reduce this to around 4–6%.     Workshop on Stakeholder Engagement Strategy (WKSHOES)

    The ICES Workshop on Stakeholder Engagement Strategy (WKSHOES) met online 22-24 June 2021 with the objective to organize the background information needed for SCICOM and ACOM to develop a formal ICES Stakeholder Engagement Strategy. Stakeholder engagement has taken an increasingly important role in ICES. There was a strong consensus in the workshop that stakeholder engagement is essential to ICES’ work, as has been captured by the most recent ICES Strategic, Science, and Advisory Plans. The question is how to do it best. While WKSHOES recognized the essential nature of stakeholder engagement for addressing environmental challenges, understanding human impacts and values, the group discussed the valid concern that if stakeholder engagement is done incorrectly, it could compromise the perceived objectivity of ICES science and its independence. Workshop participants challenged the idea of objective or “pure” science, but also recognized the practical need to have ICES advice be transparent and science-based. Participants also understand that when providing advice, tradeoffs have to be made that are informed by the different weights that stakeholders place on various management objectives. A key question related to a potential stakeholder engagement strategy is “Who is a stakeholder?” This report discusses several definitions and roles. A central challenge for ICES is recognizing that the network of stakeholders is a subset of the people impacted by ICES science and advice. The Stakeholder Engagement Strategy should therefore primarily focus on ensuring that people who are part of the ICES network have clear roles and responsibilities and that ICES performs its work fairly and transparently. However, participants also recognize the need to increase opportunities for diverse resource users and citizens to have clear avenues to engage with the different aspects of the ICES network. Considering and promoting diversity and inclusion and avoiding implicit bias are crucial in this process. It is also essential to define clear goals for stakeholder engagement in general, and tangible objectives for each engagement activity in particular. Engagement objectives already formulated in various ICES documents are outlined in this report, as well as recommendations for guiding principles that provide the overarching frame of reference for engagement. This Report serves as the primary output from WKSHOES, and represents the knowledge and opinions of workshop participants. WKSHOES recommends that in order to both complete the development of the strategy and conduct successful stakeholder engagement about it, a suite of communication activities is needed that should best be coordinated from a central contact point within ICES. WKSHOES recommends that after ACOM and SCICOM draft the strategy and obtain input from the ICES Council, a diversity of stakeholders should be invited to provide input on the WKSHOES report and the development of the Engagement Strategy. ICES should solicit input from stakeholders by early 2022 to agree on the contents of the Strategy and how it will be implemented. WKSHOES also recommends that a future Expert Group address the ongoing need to develop and communicate effective stakeholder engagement methods within the ICES network.Peer reviewe
