«АРХІТЕКТУРА» СИСТЕМИ УПРАВЛІННЯ ОХОРОНОЮ ПРАЦІ

The article systematizes the results of the research of the system of management of occupational safety and health, namely the elaborations, establishment, construction and functioning.The purpose of the research was to analyze, generalize and synthesize theoretical data as to construction and functioning of the modern control system of safety at work by means of the induction method.The authors provide a set of data as to models and principles of laborprotection management. Four models of labor protection management have been analyzed and it has been established that model 1 - foresees a classical system of three-tier control of occupational safety and a functional approach to management; model 2 - allows you to establish integrated systems as well as to control the risks; model 3 - foresees the availability of an integrated system of management for occupational safety, prevention of injuries; model 4 - foresees for general management, prevention of accidents and occupational diseases in the workplace, development of a complex of activities, etc.In this case, three principles of the construction of a management system for occupational safety: the Shuhart-Deming principle, process (Henri Fayol) and risk-orientated approaches are studied.The research has established that the initial development of the management system begins with the study of models and principles ofmanagement of labor protection and in the future - the introduction and effective functioning of the appropriate system.It is determined that the effectiveness of functioning of the system ofmanagement of labor protection depends on the distribution of functional responsibilities and the quality of management. The powers of each responsible authority, structure, means, competences and responsibilities of employees are set out in a collective agreement and the Regulations on the system of management of labor protection or in the Quality directive (if there are).It is established that the important aspect in the management system is document management. Conditional documentation on the safety of the subject of management can be divided into normative, disposable, reporting and accounting.Thus, the analysis of research has shown that functioning of the system of management of labor protection depends on its design features, namely: selection and combination of models and principles of management, abidance by rules and norms, study of hazards and risks, division of responsibilities, management of documentation and operations, etc.В статье систематизированы результаты исследования системы управления охраной труда, а именно разработки, внедрения, построения и функционирования. Probing the dynamics of quasicrystal growth using synchrotron live imaging

The dynamics of quasicrystal growth remains an unsolved problem in condensed matter. By means of synchrotron live imaging, facetted growth proceeding by the tangential motion of ledges at the solid-melt interface is clearly evidenced all along the solidification of icosahedral AlPdMn quasicrystals. The effect of interface kinetics is significant so that nucleation and free growth of new facetted grains occur in the melt when the solidification rate is increased. The evolution of these grains is explained in details, which reveals the crucial role of aluminum rejection, both in the poisoning of grain growth and driving fluid flow

ВІРТУАЛЬНЕ СЕРЕДОВИЩЕ ДЛЯ ДИСТАНЦІЙНОГО НАВЧАННЯ ІНОЗЕМНО! МОВИ

The paper is devoted to the problem of using computer technologies in teaching process. The aim of the research is to to analyze the existing educational system and present the results of creating a new virtual environment TALL (Teaching and Learning Languages) for distance teaching foreign languages. The actuality of work in terms of integrating Ukraine into the European Comimmityy and annexation of Ukrainian education to Bologna process is substantiated. The main features of the educational system TALL designed on the basis of server-site programming language PHP and the data base worked out with the help of data base management system MySQL.are eonsidered.In addition to providing the process of distance education, the significance and novelty of TALL consists in being completely independent and not requiring permanent administration or support by technical department as it happens for example when using the knowledge management system Moodle. Besides, TALL is easy and convenient in use and does not require particular knowledge in the field of computer technologies or programming. The work of the teaching system TALL provided by the worldwide web Internet and realized as a website with convenient and understandable interface, is described. The structure of a given teaching environment, types of assignments, methods of control and assessment of the results of acquiring knowledge have been researched. The differentiation of users’ types has been done and their functions have been considered in detail. The main opportunities of TALL in comparison with other teaching systems have been analyzed.Статтю присвячено проблемі використання комп’ютерних технологій у навчальному процесі. Мета дослідження - проаналізувати існуючі навчальні системи та представити результати створення нового віртуального середовища TALL (Teaching and Learrning Languages) для дистанційного викладання іноземної мови. Обґрунтовано актуальність роботи в умовах інтеграції України в Європейську спільноту держав та долучення української освіти до Болонського процесу. Розглянуто основні характеристики навчальної системи TALL, створеної на основі серверної мови програмування РНР та бази даних» розробленої за допомогою системи керування базами даних MySQL. Вагомість та новизна TALL полягає у тому, що, окрім забезпечення процесу дистанційного викладання матеріалу викладачем та його засвоєння студентом, вона є цілком незалежною і не потребує постійного адміністрування або підтримки з боку технічого відділу, як це відбувається під час використання, для прикладу, системи менеджменту знань Moodle. Окрім того, TALL проста і зручна у користуванні і не потребує специфічних знань у сфері комп’ютерних технологій або програмуванні. Описано роботу навчальної системи TALL, яка забезпечується за допомогою всесвітньої мережі Інтернет та реалізується як веб-сайт із зручним та доступним інтерфейсом. Досліджено структуру даного навчального середовища, види завдань, методи контролю і оцінки результатів засвоєння знань. Здійснено диференціацію типів користувачів та детально розглянуто їхні функції. Проаналізовано основні можливості TALL у порівнянні з іншими навчальними системами

МІЖНАРОДНІ ІМПЕРАТИВИ СИСТЕМИ МЕНЕДЖМЕНТУ ГІГІЄНОЮ ТА БЕЗПЕКОЮ ПРАЦІ

В статті проведено аналіз комплексу міжнародних стандартів ISO, OHSAS, BS ІІР у сфері системи менеджменту безпекою праці. Встановлено основні вимоги та принципи міжнародного законодавства щодо умов праці, ризиків, управління, соціальної відповідальності та керування інформаційною безпекою. Визначено призначення та переваги міжнародних стандартів серії ISO, OHSAS, BS ІІР щодо якісної побудови та управління інтегрованими системами менеджменту охороною праці. Проаналізовано недоліки стандартів OHSAS 18001 та ISO SR 26000. Виявлено основні принципи Євросоюзу з питань гігієни та безпеки праці, шляхом реалізації Директиви 89/391/ЄEC, а також адаптацію міжнародних документів до національної політики з охорони та безпеки праці
