CHANGE MANAGEMENT AS AN IMPORTANT ANTI-CRISIS COMPONENT OF THE DEVELOPMENT OF PUBLIC ADMINISTRATION
The article discusses the role of change management as an important anti-crisis component of the development of public administration. At the beginning of the study, it is noted that changes transform the usual way of functioning of the organization, and how it reacts to them depends on a number of components: personnel policy, the process of implementing change management, technical support of the process, as well as the development of the organizational culture of the organization, where the choice is mostly , based on human values for performance criteria. In turn, changes by their purpose respond to important challenges of a fundamental and radical content regarding how the organization will perform its activities in new conditions. Analyzing the source base, the author shows that, according to many scientists, change management is a reflection of actions and collective processes that are coordinated by management personnel and that lead to the transformation of the existing state: in other words, it is something that changes this state, or it is the change itself, that is, a new state , which occurs Speaking about the change in the organization, most researchers emphasize that it represents the implementation of management actions located between two states: the initial state and the final state, and the latter is significantly better.
It is noted that the construction of the change process is accompanied by the tactical implementation of measures described in detail by the content of anti-crisis programs and plans established through collective actions to determine the desired results. In particular, through the internal management system, the conditions of employment of individual employees are determined, but at the same time there is a need to ensure and implement coordinated actions that would lead them to a state of increased readiness to respond to crisis situations that arise especially in the context of reforming the public administration system.
Based on the conducted survey, the following conclusions were made: changes should be accompanied by educational steps, experience of managers in the field of health care; of education and finance related to the development of professional skills and the active involvement of experience in their field of activity; long-term reform of public administration, decentralization, economic crisis and bureaucratic model were not identified among the first determinants of change management in the analyzed organizations
RESEARCH OF THE INFLUENCE OF LOW-FREQUENCY AND HIGH-FREQUENCY ACTIONS ON PROCESSING OF TECHNOLOGICAL ENVIRONMENTS
The processing of various vibrational low-frequency and cavitation high-frequency actions by their rheological properties is studied. A mathematical model of the motion of particles of a technological environment is determined taking into account the different nature of the dissipative forces. Two kinds of frictional forces are applied: dry at the first stage of changing the constituents of the mixture and viscous at the second, final stage of compaction of the mixture. The obtained analytical dependencies reveal the physical picture of the behavior of particles and the technological environment as a whole. The key stages of compaction to account for dry and viscous friction between the components of materials are described. It is revealed that processing at low frequencies reduces energy costs. Taking into account in vibroacoustic processes the contribution of higher harmonics greatly accelerates the process of cavitation. This is a fundamentally new result and the idea of the possibility of obtaining an effect for creating new materials. The obtained amplitudes and frequencies of oscillations of both low-frequency and high-frequency modes open a new direction in technologies for improving the quality of material processing. The main modes and parameters of vibrational and acoustic action for effective implementation of material processing processes are determined. The obtained results are applied at definition of rheological and technological parameters at various stages of processing of materials. The purpose of the article is to determine the model of operational search prediction of intentional homicide by criminal police of Ukraine. Subject of research: The subject of research is a model of operational search prediction of intentional homicides by criminal police of Ukraine. Methodology: The methodological basis for the article is general and special methods and techniques of scientific knowledge, in particular: normative and dogmatic method, epistemological method, monographic method, comparative and legal method, modeling method, method of grouping, logical and legal method, method of generalization. Research results: The characteristic of the method of prediction and its use by the bodies of criminal police is given. Practical consequences: The features of the process of construction of operational search model of a situation are considered. International experience of regulating the issue under consideration is studied. Π½Π΅ΠΏΡΠΎΠΈΠ·Π²ΠΎΠ΄ΡΡΠ²Π΅Π½Π½ΠΎΠ³ΠΎ ΠΏΠΎΡΡΠ΅Π±Π»Π΅Π½ΠΈΡThe article describes the constructing process of interindustry balance model of macroeconomic
system. The method of determining the oscillation period of macroeconomic dynamics was proposed. It
also sets interrelations between number of significant harmonics and number of sectors. This approach is
based on the decomposition of trajectories of outputs movement and non-productive consumption of
certain sectors and economy as a whole. This allows receiving of qualitative simulation and predictive
characteristics for macroeconomic development. Non-productive consumption was calculated using
feedback. The unknown matrices of Leontief's model were evaluated based on inequality constraints on
the parameters. Approbation of the model was carried out on example of the French economy. Analysis
of the input data and the separation of macroeconomic system on sectors were made. The parametric
identification of trajectories outputs and non-productive consumption were conducted
