    A free real-time hourly tilted solar irradiation data Website for Europe

    The engineering of solar power applications, such as photovoltaic energy (PV) or thermal solar energy requires the knowledge of the solar resource available for the solar energy system. This solar resource is generally obtained from datasets, and is either measured by ground-stations, through the use of pyranometers, or by satellites. The solar irradiation data are generally not free, and their cost can be high, in particular if high temporal resolution is required, such as hourly data. In this work, we present an alternative method to provide free hourly global solar tilted irradiation data for the whole European territory through a web platform. The method that we have developed generates solar irradiation data from a combination of clear-sky simulations and weather conditions data. The results are publicly available for free through Soweda, a Web interface. To our knowledge, this is the first time that hourly solar irradiance data are made available online, in real-time, and for free, to the public.     Automatic fault detection on BIPV systems without solar irradiation data

    BIPV systems are small PV generation units spread out over the territory, and whose characteristics are very diverse. This makes difficult a cost-effective procedure for monitoring, fault detection, performance analyses, operation and maintenance. As a result, many problems affecting BIPV systems go undetected. In order to carry out effective automatic fault detection procedures, we need a performance indicator that is reliable and that can be applied on many PV systems at a very low cost. The existing approaches for analyzing the performance of PV systems are often based on the Performance Ratio (PR), whose accuracy depends on good solar irradiation data, which in turn can be very difficult to obtain or cost-prohibitive for the BIPV owner. We present an alternative fault detection procedure based on a performance indicator that can be constructed on the sole basis of the energy production data measured at the BIPV systems. This procedure does not require the input of operating conditions data, such as solar irradiation, air temperature, or wind speed. The performance indicator, called Performance to Peers (P2P), is constructed from spatial and temporal correlations between the energy output of neighboring and similar PV systems. This method was developed from the analysis of the energy production data of approximately 10,000 BIPV systems located in Europe. The results of our procedure are illustrated on the hourly, daily and monthly data monitored during one year at one BIPV system located in the South of Belgium. Our results confirm that it is possible to carry out automatic fault detection procedures without solar irradiation data.     The United States Climate Alliance : a communicative action perspective

    On June 1, 2017, US President Trump announced the United States decision to withdraw from the Paris Agreement. This announcement sprouted a lot of debates and criticisms, locally and internationally. Later that same day, the governors of Washington, New York and California announced the formation of the United States Climate Alliance to act towards the goal of the Paris Agreement despite the decision of the US federal government. It did not take long until they become 23 member US state governments that is made up of half of the US population. The Alliance serves as a forum where the US governors interact towards their action to fight climate change and commit efforts towards the goal of the Paris Agreement to reduce greenhouse gas emissions up to 26-28% by 2025. This thesis asks how do the Trump administration justify its decision to withdraw from the Paris agreement despite being the second largest emitter in the world. It finds that the Trump administration positions American people (coal manufacturing businesses, taxpayers, working class, families) as victims of the withdrawal narrative. It also finds that it puts itself in the hero narrative, asserting in putting and protecting America first for the welfare of Americans. It demerits the Paris Agreement as a bad deal, big disadvantage to American economy, redistributing wealth of United States to the exclusive benefits of other countries. It also asks how does the US state governors disputed the withdrawal. It finds that the US governors condemned the withdrawal as “shameful” and “irresponsible”, thus forming the United States Alliance to act towards Paris Agreement goals and urging other US state governors to join the important action towards security with the shared understanding of the reality of climate change.submittedVersionM-I

    En este artículo se indagan los antecedentes teórico-políticos de los Estudios de Recepción en la Argentina previos a su institucionalización en la década del ochenta. Se analiza una de las líneas de reflexión que se fue conformando desde la década del setenta hacia mediados del ochenta, denominada línea del pensamiento nacional.\nLa historización oficial en torno a este antecedente teórico afirma que en el caso específico de Aníbal Ford y Jorge Rivera, fueron una “excepción” en un contexto de lecturas negativas de los medios y las industrias culturales, visualizados en su momento como agentes de dominación.\nA propósito de esto, se propone indagar las producciones intelectuales situándolas en las condiciones histórico-políticas en que fueron producidas, ya que permite comprender no solo un texto, sino también el carácter conflictivo y multidimensional de los trabajos en comunicación

    Towards a 3D hydrodynamic characterization from the joint analysis and blending of multiplatform observations for potential marine applications in the southeastern Bay of Biscay

    277 p.La necesidad de un mayor conocimiento y una gestión sostenible de las áreas costeras ha suscitado la instalación de observatorios que monitorizan su estado. A pesar de que la información aportada por estos observatorios es esencial la compleja hidrodinámica de estas áreas dificulta una completa caracterización de las mismas. Además, la cobertura espacial de las observaciones es, en general, relativamente escasa especialmente en la columna de agua. Por tanto, el objetivo de esta tesis es combinar los datos disponibles de diferentes plataformas de observación en el sureste del Golfo de Bizkaia proporcionados por el sistema de oceanografía operacional de la costa vasca (EuskOOS) y también por fuentes externas para caracterizar en 3D la hidrodinámica de la zona. Para ello se han analizado conjuntamente las diferentes observaciones disponibles y se han utilizado métodos de reconstrucción de datos que permiten expandir dichas observaciones en 3D. Las observaciones conjuntas permiten detectar los principales procesos hidrodinámicos como los remolinos o la corriente de talud. Por otro lado, se observa que el usode los métodos de reconstrucción evaluados es factible en el área, especialmente el de la interpolación óptima de orden reducido (ROOI). Las observaciones y las corrientes reconstruidas por el ROOI han permitido caracterizar un remolino en 3D en el área de estudio por primera vez. Además, los campos de corrientes reconstruidos han posibilitado simular la advección superficial y subsuperficial de huevos y larvas de anchoa en la zona, mostrando el potencial del ROOI para aplicaciones marinas
