The arrival of visitors attracted by publicity contrasts with the almost absence of presentation infrastructures of the archaeological sites. This basic dissemination aspect is being carried on by the Aula Arqueológica Emiliano Aguirre. In a near future, the regional administration institutions will have to design a long term project, both for the presentation of the sites and for assuring the protection and preservation of the whole area
VARA Turns Thirty-One: How Amending the Visual Artists Rights Act of 1990 to Add Guiding Language Can Further Advance the Act’s Purpose
Congress passed the Visual Artists Rights Act (“VARA”) in 1990, introducing the doctrine of moral rights into United States law. Moral rights consist of four rights: attribution, disclosure, withdrawal, and integrity. VARA recognizes the rights of attribution and integrity to preserve the integrity of artworks and of the country’s cultural heritage by encouraging artists to create. The passing of VARA has been met with criticism but also with excitement that Congress recognized the importance of artists’ non-economic rights. In the thirty-one years since the enactment of VARA, caselaw has developed that shows how courts and parties are interpreting its language. One main issue with VARA as written is that there is a lack of guidance in interpreting the standards, which has created some judicial confusion. If Congress were to amend VARA to provide more guiding language, it would give courts a clear and detailed framework when interpreting it. While some degree of flexibility must be maintained, additional guiding language would further promote VARA’s purpose and ensures fairness
Both practitioners and researchers find several difficulties in order to measure training effectiveness in precise terms, and most of the times are not able to determinate whether a training program has been transferred to the work, producing improvements into trainees' performance. The current training evaluation models have emerged recently, with the starting point being input from the classical Kirkpatrick and his Four Levels of Evaluation Model, which is based in "reaction", "learning", "behavior" and "results" evaluation (Kirkpatrick, 1999). Some researchers have attempted to offer elaborations, updates and variations of Kirkpatrick's model (Brinkerhoff, 1991; Kaufman and Keller, 1994; Phillips, 1997; Pineda, 2002; Swanson, 1996). Moreover, other researchers have observed that new approaches and alternatives are needed (Abernathy, 1999; Kraiger, 2002; Preskill and Torres, 1999). Nevertheless, despite in all the models "transfer" forms one of the key levels of evaluation, their proposals are still broad and need to be defined. The value of transfer evaluation lies in measuring the training success in achieving the expected results in the work, and identifying what factors have facilitated or impeded this process. On the one hand, the evaluation of the results of transfer relates to the measurement of the implementation of the learning acquired through training in the job. Several studies have underlined the perceived need to create valid, reliable, and operationally viable measures to evaluate transfer results (Bell and Kerr, 1987; Cronshaw and Alexander, 1991; Kraiger, McLinden and Casper, 2004; Lawson, 1993, 1994; Phillips, 1997, 1999; Yadapadithaya and Steward, 2003), but only some of them have carried out those measures and only about half of the training programs are evaluated for objective performance outcomes (Sims, 1993: 591; Swanson and Holton, 2001, 364). On the other hand, the evaluation of factors affecting transfer relates to the identification and assessment of aspects which have positively or negatively affected the success of transfer. Noe (1986), and Baldwin and Ford (1988) are probably the classical authors who have most conceptually developed these factors. In 2000, Holton, Bates and Ruona developed the only worldwide validated psychometric assessment tool to measure the factors identified as affecting the improvement of professional performance as a result of training: the LTSI (Learning Transfer System Inventory). In this dissertation, we present the results of a research carried out in order to evaluate transfer in training for managers and leaders. We designed a model for transfer evaluation based on the identification of changes in the behavior of participants after training and in discovering improvements in their professional performance, altogether with the analysis of the transfer context and the factors that could affect the results. Using pre/post-training surveys to trainees and their supervisors, we realized that the training program had been transferred to the work successfully, and that it had been surrounded by a supportive transfer climate. However, we learned that the creation and implementation of an exhaustive and rigorous training transfer evaluation system needed a huge amount of sources, which brought us to make proposals to improve the model created and use other alternatives

Fair Innings and Immigration
Gains from health improvements for the worst-off in society should be weighted according to their possibility to achieve a fair inning. This statement parts from the fair inning equity definition developed by Williams (1997). A fair inning is the level of full health all individuals should be entitle with. It is the aim of this paper to assess immigrants and natives health disparities under the light of this concept. Given the theoretical and empirical development to discriminate according to responsibility, the reasons underling health outcomes differential between immigrants and natives are assessed. I will conclude that there is no evidence towards holding immigrants accountable for worst lifestyles since it will hold them responsible for an uncontrolled factor, their country of birth. Based on previous empirical research, the reasons found for lower health outcomes for immigrants are factors associated to their home countries, the event of migration and a lower socio-economic status in the host country. Finally, as long as the fair innings are based on social welfare maximization immigrants will be assigned a lower fair inning than natives. The reason is not necessary grounded on racism, but rather on the influence of risk adverse preferences in the measurement of tradeoffs

An Interview with APPLE Lecture Speaker Professor Mary McGroarty
On Friday, April 19, 2013, our journal (represented by Catherine Box and Victoria Parra-Moreno) had the fortunate opportunity to speak one-on-one with the Teachers College, Columbia University 2013 Applied Linguistics and Language Education (APPLE) speaker, Professor Mary McGroarty. She graciously agreed to take time out of her quite packed schedule, which included two talks with the Teachers College community, to converse about her thoughts on language policies in education, teacher training, bilingualism in the schools, and the progression of the applied linguistics field. Professor McGroarty is professor in the applied linguistics program in the English Department at Northern Arizona University, Flagstaff, Arizona. She is a former president of the American Association for Applied Linguistics and editor-in-chief of the Annual Review of Applied Linguistics. She has also served on editorial boards for journals published in the U.S., U.K., Canada, and Europe. She has published numerous book chapters, and her articles have appeared in journals such as TESOL Quarterly, Language Policy, Educational Researcher, and Language Learning. Her current research and teaching interests include sociolinguistics, language policy, pedagogy, bilingualism, and assessment. We would like to thank Professor McGroarty for allowing us to interview her and providing us doctoral students such rich food for thought on topics that we often grapple with as researchers and as parents of bilingual children. We would also like to thank Fred Tsutagawa for videotaping the interview, and Yuna Seong and Dr. Kirby Grabowski for helping to coordinate our time with Professor McGroarty
Culturing Adult Stem Cells for Cell-Based Therapeutics: Neuroimmune Applications
Pluripotent stem cells can be successfully isolated from a variety of tissues from adult organisms. This fact opens the exciting possibility of cell-based therapies for a large number of clinical treatments. However, the development of optimized protocols to obtain, grow, and cryopreserve cells, as well as that of effective clinical treatment procedures, is no easy task. The therapeutic potential of cells expanded in vitro depends on a multitude of factors including isolation procedures, donor and tissue types, expansion and preservation methods, etc. Researchers are investing great efforts to determine which of these many variables significantly impact downstream performance of in vitro expanded stem cells by studying associated changes in molecular profiles and their effect on the host immune system. This chapter reviews the current status of stem cell production and its derivatives, which are paving the way to different treatments in the clinic. Due to the research interests of our labs, particular emphasis is placed on the potential benefits of stem cell-based therapeutics for the treatment of spinal cord injuries and the neuroimmune disease myalgic encephalomyelitis/chronic fatigue syndrome (ME/CFS) not only derived from differentiation and cell engraftment mechanisms but also due to the anti-inflammatory and immunoregulatory capacities of these cells
