    The logic of collective action and Australia's climate policy *

    We analyse the long-term efficiency of the emissions target and of the provisions to reduce carbon leakage in the Australian Government's Carbon Pollution Reduction Scheme, as proposed in March 2009, and the nature and likely cause of changes to these features in the previous year. The target range of 5-15 per cent cuts in national emission entitlements during 2000-2020 was weak, in that on balance it is too low to minimise Australia's long-term mitigation costs. The free allocation of output-linked, tradable emissions permits to emissions-intensive, trade-exposed (EITE) sectors was much higher than proposed earlier, or shown to be needed to deal with carbon leakage. It plausibly means that EITE emissions can rise by 13 per cent during 2010-2020, while non-EITE sectors must cut emissions by 34-51 per cent (or make equivalent permit imports) to meet the national targets proposed, far from a cost-effective outcome. The weak targets and excessive EITE assistance illustrate the efficiency-damaging power of collective action by the 'carbon lobby'. Resisting this requires new national or international institutions to assess lobby claims impartially, and more government publicity about the true economic importance of carbon-intensive sectors.     The national renewable energy target: An example of post-Machiavellian policy-making?

    Since the election of the Rudd Government in 2007 intergovernmental relations have been a major feature of the political agenda. A 'new federalism' approach introduced a re-invigorated Council of Australian Governments (COAG) focused on developing national policies that reflect coordinated and cooperative policy-making processes. The establishment of COAG working groups provided the means for developing policies that reflect new levels of agreement between jurisdictions and a common approach to reform. The development of the 20% Renewable Energy Target has been one of the first initiatives of this new approach to policy-making. This research analyses the process behind the development of the target and places it within the context of the post-Machiavellian approach, and looks at the implications for future intergovernmental relations

    A Cluster of Mistrust: Safety in the Mining Industry

    This article examines the relationship between mistrust, adversarial industrial relations and safety performance in 10 Australian coal mines, across three mining companies. Based on case study research and company safety data, the article identifies a 'cluster of characteristics' closely associated with the formation of mistrust, and examines the negative impact such characteristics can have on safety performance. The article considers the broader ramifications of these findings for non-mining sectors, in particular for companies with a corporate head office overseeing separate sites, and identifies ways of building trust.</p

    The resource boom's underbelly: Criminological impacts of mining development

    Australia is currently in the midst of a major resources boom. Resultant growing demands for labour in regional and remote areas have accelerated the recruitment of non resident workers, mostly contractors, who work extended block rosters of 12-hour shifts and are accommodated in work camps, often adjacent to established mining towns. Serious social impacts of these practices, including violence and crime, have generally escaped industry, government and academic scrutiny. This paper highlights some of these impacts on affected regional communities and workers and argues that post-industrial mining regimes serve to mask and privatize these harms and risks, shifting them on to workers, families and communities
