    ABSTRAKSetiap peraturan perundang-undangan yang dibentuk oleh lembaga negara atau pejabat yang berwenang dapat berlaku di masyarakat apabila dipertimbangkan sesuai dengan kebutuhan dan dapat dilaksanakan di masyarakat. Di mana pertimbangan pembentukan peraturan perundang-undangan ini dituangkan dalam konsideran yang pada umumnya terdiri dari landasan filosofis, landasan sosiologis, dan landasan yuridis. Namun, dalam prakteknya ketentuan ini tidak diikuti di mana ditemukan peraturan perundang-undangan menggunakan diskresi sebagai dasar pertimbangan pembentukannya. Berdasarkan penelusuran ditemukan bahwa diskresi dikenal dalam hukum administrasi negara yang berarti bahwa keputusan dan/atau tindakan yang dilakukan oleh pejabat pemerintahan yang out put - nya adalah peraturan kebijakan bukan peraturan perundang-undangan. Oleh karena itu, diskresi tidak dapat dijadikan sebagai dasar pertimbangan dalam pembentukan peraturan perundang-undangan. Oleh karena itu, penggunaan diskresi sebagai dasar pertimbangan pembentukan peraturan perundang-undangan dinilai kurang tepat. Karena penggunaan diskresi sebagai dasar pembentukan peraturan perundang-undangan berpotensi terjadinya penyalahgunaan kewenangan.Kata Kunci: Diskresi, konsideran, peraturan perundang-undanga

    Conductivity Studies on K-Carrageenan-Methyl Cellulose Blend as Bio-Polymer Electrolyte / Rosnah Zakaria and Ab Malik Marwan Ali

    Solid polymer-based electrolyte materials are a great interest due to their many interesting characteristics such as flexibility, and it is easily prepared into films with a large surface area. Two sets of k-carrageenan-methyl cellulose samples were prepared using the solution casting method. Set 1, the wt% of k-Carrageenan was fixed at 0.1 wt%, while methyl cellulose and NH4I was varied. Set 2, the wt% of methyl-cellulose was fixed to 0.1 wt%, and the carrageenan and NH4I were varied. The functional group of samples were studied using FTIR spectroscopy, and the ionic conductivity was studied using impedance spectroscopy, EIS at room temperature. FTIR spectra from set 1 show a small hump at between the 1500 cm-1 to 1000 cm-1 spectra’s which O=S=O symmetrical vibration from methyl cellulose component. This hump was shifted to higher wavenumber due to the increasing of NH4I wt% in the samples. The second region of set 2’s spectra shows the wavenumber between 2000 cm-1 to 1500 cm-1 is the deformation of H-O-H band interactions and its wavenumber decreasing as the addition of salts increasing. The third region of spectra between 1500 cm-1 to 1000 cm-1 represents the band of O=S=O symmetrical vibration. This bands shifted to the lower wavenumber due to addition of salts, and it became less intense towards salt addition. On the other hand, the best conductivity is 6.00 x 10-8 S cm-1 which belongs to B2 of set 2 with the composition of 0.3 wt% k-carrageenan with 0.1 wt% methylcellulose and 0.6 wt% NH4I salt and the lowest conductivity is 3.19 x 10-9 S cm-1 which its composition is 0.1 wt% k-carrageenan with 0.4 wt% methylcellulose and 0.5 wt% NH4I salt in sample D1 of set 1. In conclusion, the optimum component by weight percentage of k-carrageenan: methyl cellulose: NH4I is 0.3:0.1:0.6

    Appraisal of A1c% level in healthy Sudanese pregnant women in reference to body mass index

    Background: Pregnancy is a major endocrine event in the female lifespan, involving wide-ranged and often dramatic changes in the metabolism of various hormones. Cross sectional, case control, analytical quantitative study was conducted in Sudan, Khartoum state in Yastabsheron obstetric hospital during the period from March to August 2011. Analytical and statistical methods were applied to measure the concentration of A1c% in healthy pregnant women as well as in healthy non-pregnant women to assess the difference in the results.Methods: Blood samples were taken from a total of 90 healthy pregnant women (case group) and 30 healthy non-pregnant women (control group), then samples were analyzed for A1c% by using affinity chromatography technique, and results were recorded in addition to their age, body mass index and the number of pregnancies.Results: showed that, the mean concentration of the A1c% in cases group was (4.407±1.054%) in first trimester, (4.797±0.631) % in second trimester and (4.833±0.626) % in third trimester, and (5.670±0.471%) in control group with a P value of 0.00, indicating the highly significant difference between the two groups. Others finding showed that the mean concentration of A1c% of the first trimester is lower than that of the second and third trimesters, also there was no significant difference between the mean concentration of the second and third trimester. A significant weak positive correlation between A1c% concentration with body mass index and the age of pregnant women.Conclusions: Healthy normal pregnant women have lower A1c% concentrations than non-pregnant women which can be impute to the reduce in plasma glucose values and to the shortened erythrocyte life span that can occur during pregnancy. The body mass index and age affect the concentration of A1c% c, but it is not affected by gravida

    AbstractDisseminated Tuberculosis(TB) occurs through lymphohaematogenous dissemination of M. tuberculosis. Although it is more common in young children and those who are having risk factors like having acquired or innate immunodeficiency, weak immune system being on immunosuppressive treatments; it can also occur in immunocompetent indviduals with heavy load of infection. Inhalation being the commonest mode of entry of the pathogen results in pulmonary tuberculosis being the commonest seat of primary infection,other systems commonly involved as extra-pulmonary sites are lymphnodes, bone, brain, peritonium and genitalia depending on the amount of relative blood supply and lymphatics. We present here case of a young female who was immunocompetent, having fever, progressive lower limb weakness and loss of bowel and bladder control, becoming bed bound, and admitted in our hospital for rehabilitation with a diagnosis of paraplegia

    Modeling and simulation of a wirelessly-powered thermopneumatic micropump for drug delivery applications

    This paper presents modeling and finite element analysis of a thermopneumatic micropump with a novel design that does not affect the temperature of the working fluid. The micropump is operated by activating a passive wireless heater using wireless power transfer when the magnetic field is tuned to match the resonant frequency of the heater. The heater is responsible for heating an air-heating chamber that is connected to a loading reservoir through a microdiffuser element. The solution inside the reservoir is pumped through a microchannel that ends with an outlet hole. The thermal and pumping performances of the micropump are analyzed using finite element method over a low range of Reynold’s number ⩽ 10 that is suitable for various biomedical applications. The results demonstrate promising performance with a maximum flow rate of ∼2.86 μL/min at a chamber temperature of 42.5 ºC, and a maximum pumping pressure of 406.5 Pa. The results show that the developed device can be potentially implemented in various biomedical areas, such as implantable drug delivery applications

    Pesatnya persaingan industri di era globalisasi membuat sumber daya manusia seperti mahasiswa dituntut untuk memiliki kompetensi yang memadai dan siap untuk bekerja. Tujuan penelitian ini untuk menguji pengaruh komunikasi interpersonal, kemampuan adaptasi berpengaruh terhadap peningkatan soft skill. Menguji pengaruh peningkatan soft skill menjadi mediasi atas pengaruh komunikasi interpersonal dan kemampuan adaptasi terhadap kesiapan kerja mahasiswa magang. Penelitian ini merupakan penelitian kuantitatif eksplanatori dengan menggunakan data kuesioner. Teknik pengambilan sampel yang digunakan adalah saturation sampling (sampel jenuh) yaitu 130 mahasiswa yang telah melaksanakan magang. Terdapat 26 item kuesioner yang menggunakan skala likert. Teknik analisis yang digunakan yaitu analisis jalur (Path Analysis). Hasil penelitian menunjukkan bahwa komunikasi interpersonal dan kemampuan adaptasi berpengaruh positif terhadap peningkatan soft skill. Terbukti juga jika peningkatan soft skill memediasi pengaruh komunikasi interpersonal dan kemampuan adaptasi terhadap kesiapan kerja mahasiswa magang. Komunikasi interpersonal, kemampuan adaptasi, dan peningkatan soft skill mahasiswa memiliki hubungan yang kuat terhadap kesiapan kerja
