We analyze artistic markets considering three key distinctive features that have been overlooked by the standard analysis on intellectual property. These features are the dynamic link between the current number of young artists and future high-quality artistic creation, Rosen's superstars phenomenon, and the role played by promotion costs. Introducing them into an overlapping-generations model brings about a new perspective on the consequences for artistic creation of changes in the copyright term, progress in communication technologies favoring market concentration by stars, and the enlargement of markets. The conventional result that longer copyrights always stimulate artistic creation only holds as a particular case

    Copying, Superstars, and Artistic Creation

We provide a new perspective on the impact of unauthorized copying and copy levies on artistic creation. Our analysis emphasizes three important aspects of artistic markets: the predominance of superstars, the dynamics of talent sorting, and the importance of promotion expenditures. In the short run, piracy reduces superstars’ earnings and market share, and increases the number of niche and young artists. From a dynamic perspective, piracy may help more young artists start their careers, thereby increasing the number of highly talented artists in the long run. The long run impact on artistic creation of levies on copy equipment may crucially depend on whether their yields primarily accrue to superstars or are allocated to help young artists.artistic creation, superstars, private copy, piracy, levies

Traumatic renewal of values and value criteria in crisis management

This work tries to be an empirical sample in the study of learning in public policies, that is, how learning is linked to policy change. Particularly, we have studied political-administrative elites’ learning process on crisis provoked by oil spill off the coast of Spain. After expounded our premises about policy learning and the working hypothesis that have guided our work, we explain the methodology we have employed: the Nominal Group Technique, its advantages in this kind of research and how we used it. Finally, we display the reflection generated from the empirical work to better understand policy learning process. In this sense, political factors have been revealed as absolutely essential in order to explain what political-administrative elites learn and whatever they decide to implement. Aspects that make crises different from each other (these being technical aspects) show up as less important than political ones. Political aspects make crisis similar, because of political reasons behind the decision, communication, and attention strategies. Two concepts have appeared as the connection of crisis and elites’ learning: sensitization and political profitability. The former means the process of becoming fully aware of the problem, being concerned about it, and predisposed towards a faster and more coherent action. At the same time, it is difficult to imagine a government undertaking polices that involve political costs, or anything proved to be unprofitable. This is especially true of learning and implementation of whatever has been learnt from crisis that happened in distant points of time

Wrap-around services to older adults with dementia: collaboration, education, and prevention as a model for integration of primary care and neurobehavioral health

Background: Medical care in the Rio Grande Valley (RGV) is fragmented and difficult to navigate, especially for older adults with cognitive decline and dementia. The communities are eager to have a new healthcare delivery system that integrate community-based aging services to provide integrated, team collaborative better health care in our communities. The University of Texas RGV School of Medicine, in collaboration with its affiliates in the regional healthcare systems, is a partner providing comprehensive care across the life-cycle bridging science, social services and patient care. Our interprofessional team collaborative emphasizes safe, appropriate, and effective neurobehavioral care, employing evidence-based medicine in collaboration with the patient’s preferences and culture. Methods: Different strategies are being deployed to create, enhance and target system-wide cross-organisational care pathways to support persons with dementia (PwD) and their caregivers. The initial focus of integration is the referral network management (inter-organizational care pathways). Additional mechanisms for care integration are the use of a mobile community health integrative care hub to improve access and prevention in the South Texas Colonias; a dedicated program for older adults care that may be triply diagnosed (general-neuro-behavioral); and, an innovative curriculum to achieve improvements in population health outcomes through AD-RCMAR programs emphasizing collaboration and prevention. Results: Small-scale testing has revealed that multidisciplinary teams, both within and across organizations, emerged as the most important single care coordination mechanism. Operationally this translates in identification of tasks and roles and in the agreement over one overall care plan per patient, not defined by each profession but patient-centered. Different barriers to integration include those related to IT infrastructure and limited access to services due to ‘gatekeeping’ rules that determine referral capabilities and geographical isolation. Conclusions: Wrap-around services to older adults with dementia are expected to have a direct impact on the care of the patients and families in the RGV and to be associated with better health outcomes and better satisfaction for all. A better understanding of factors determining integration is needed in order to develop more cost-effective pathways of care for PwD and their caregivers

Fake pictures.

This research is a tour through scientific fraud with special emphasis on the impact that the dissemination of false scientific images has historically had, in order to subsequently make an approximation to the latest advances in techniques of analysis and detection of false images, using two case studies as an example. It is concluded that the use of forensic analysis techniques and image expertise contributes to limiting the current impact that the fake news/fake pictures pandemic is having on all areas of communication in general and, as far as we are concerned in this paper, is becoming increasingly relevant in the research activity and public communication of science

Kinematic Analysis of a Flexible Tensegrity Robot

Conference Paper presented at The Joint International Conference of the XII International Conference on Mechanisms and Mechanical Transmissions (MTM) and the XXIII International Conference on Robotics (Robotics ’16)In the field of parallel kinematics few designs use highly deformable elements to obtain the end effector movement. Most compliant mechanisms rely on notches or shape changes to simulate a standard kinematic joint. In this work a kinematic model of a simple parallel continuum mechanism that combines a deformable element and cable is presented. The kinematic model is used to study the workspace of the manipulator and is validated by experimental measurements of a prototype. The authors wish to acknowledge the financial support received from the Spanish Government through the Ministerio de Economía y Competitividad (Project DPI2015-64450-R) and the Regional Government of the Basque Country through the Departamento de Educación, Universidades e Investigación (Project IT445-10) and UPV/EHU under program UFI 11/29

The role of platform quality and publicly owned platforms in the free-to-air broadcasting industry

In this study, we consider the role of a publicly owned platform and programme quality in the free-to-air broadcasting industry. We compare the equilibrium levels of advertising under private and mixed duopoly competition, and show that the connection between programme quality and advertising incentives is drastically different in each scenario. We also consider the welfare implications of our analysis and generate policy implications regarding the optimal level of government intervention in the broadcasting industry
