    Critical elements in implementing fundamental change in public environmental policy: Western Australia’s mine closure and rehabilitation securities reform

    Development of public policy is a key role of government. Following the framework for Australian governments to uphold when developing public policy alone will not guarantee good policy development. This research critically explores the policy development process of the Department of Mines and Petroleum in Western Australia for mine closure and rehabilitation securities reform, where significant costs for mining companies, and large environmental and community legacies were at stake. Fundamental change from use of individual bonds to a central Mining Rehabilitation Fund resulted; offering financial advantage for mining companies and government alike, and a mechanism for rehabilitation of historically abandoned mines. Critical elements in the policy development process were: (1) openness in clearly articulating the policy problem at the outset, (2) retaining focus on the policy scope relevant to the jurisdictional level, (3) use of trusted experts especially for contentious aspects of the reform agenda, (4) commitment to stakeholder engagement throughout, and (5) acknowledging and managing uncertainties through transparent and consultative data gathering processes. Attention to these matters enabled an innovative and effective mine closure and rehabilitation policy solution to be implemented by the Government of Western Australia that is unique in Australia, and perhaps the world

    Puzzled: Navigating extractive policy information jigsaws for best practice and transparency

    This viewpoint article was written in response to our attempt to explore mechanisms that promote financial 'transparency' in the minerals and energy extractive. We controversially forward our opinion that the trajectory of existing transparency mechanisms is likely to generate an obfuscating mass of disclosed information-not 'transparency'. Using a jigsaw analogy, we make a distinction between 'disclosure' and achieving the more challenging 'transparency': it is both being able to have the pieces (disclosure), and put them together to see the big picture. It is just as important to identify missing pieces of the puzzle to prevent selective disclosure. We critically analyze extractive financial policy, and provide an example where a 'best practice' mining securities policy has markedly advanced transparency in a major mining state. The policy substantially reduces government financial risk of a mining company default at no additional cost; reduces costs to industry around ten-fold; incentivises ongoing site rehabilitation; creates a fund for historical abandonments; and; sustains an impressive publically available information instrument of disturbed footprints and associated rehabilitation for every tenement at high precision on an annual basis. Yet it still remains deficient in terms of transparency in particular aspects, of which we clarify and discuss

    Mass detection on mammograms: signal variations and performance changes for human and model observers

    We studied the influence of signal variability on human and model observer performances for a detection task with mammographic backgrounds and computer generated clustered lumpy backgrounds (CLB). We used synthetic yet realistic masses and backgrounds that have been validated by radiologists during previous studies, ensuring conditions close to the clinical situation. Four trained non-physician observers participated in two-alternative forced-choice (2-AFC) experiments. They were asked to detect synthetic masses superimposed on real mammographic backgrounds or CLB. Separate experiments were conducted with sets of benign and malignant masses. Results under the signal-known-exactly (SKE) paradigm were compared with signal-known-statistically (SKS) experiments. In the latter case, the signal was chosen randomly for each of the 1,400 2-AFC trials (image pairs) among a set of 50 masses with similar dimensions, and the observers did not know which signal was present. Human observers' results were then compared with model observers (channelized Hotelling with Difference-of-Gaussian and Gabor channels) in the same experimental conditions. Results show that the performance of the human observers does not differ significantly when benign masses are superimposed on real images or on CLB with locally matched gray level mean and standard deviation. For both benign and malignant masses, the performance does not differ significantly between SKE and SKS experiments, when the signals' dimensions do not vary throughout the experiment. However, there is a performance drop when the SKS signals' dimensions vary from 5.5 to 9.5 mm in the same experiment. Noise level in the model observers can be adjusted to reproduce human observers' proportion of correct answers in the 2-AFC task within 5% accuracy for most condition

    Enhancements in mine closure planning in Western Australia and possible applications for Africa

    It is now well established, for example by the International Council of Mining and Metals, that mine closure planning should be considered from the outset of mining planning and approval, and that this should involve relevant stakeholders to agree upon post-mining land-uses. This has been precipitated by situations where governments have been left with clean up obligations following mine closure. Recent innovations in legislation and regulations for mine closure planning in Western Australia are being evaluated for potential adaptation and application to five African countries. Western Australia has a sophisticated mining sector with respect to regulation and regulator capacity, and the purpose of this research is to showcase the Western Australian approach, and invite discussion on possible applications elsewhere. Whilst our Australian Government funded research specifically targets South Africa, Nigeria, Ghana, Mozambique, Kenya, Tanzania, and Zambia, we are keen to explore implications for other countries where mine closure remains an abiding issue. A key observation from the cooperative governance approach employed in Western Australia between various agencies responsible for mining and environmental regulation and operators is central to the effectiveness of mine closure planning. Early consideration forces both the regulators and operators alike to justify their respective closure requirements; the details of which are reflected in approval conditions for the mining operation. This brings the mine planning phase to a head regarding the likely feasibility of planned closure and post-mining land-use activities. In this manner, the likelihood of legacy problems associated with unexpected abandonment or premature mine closure is minimised, relative to former practices where the mine planning process was essentially left unresolved. In short, the closure requirements become more realistic with this early, consultative and progressing comprehensive mine-closure planning framework in place, with potential scope for adaptive management and numerous creative options for positive post-mining legacies woven into the local socio-economic fabric

    Cosmological parameter estimation using Very Small Array data out to ℓ= 1500

    We estimate cosmological parameters using data obtained by the Very Small Array (VSA) in its extended configuration, in conjunction with a variety of other cosmic microwave background (CMB) data and external priors. Within the flat Λ cold dark matter (ΛCDM) model, we find that the inclusion of high-resolution data from the VSA modifies the limits on the cosmological parameters as compared to those suggested by the Wilkinson Microwave Anisotropy Probe (WMAP) alone, while still remaining compatible with their estimates. We find that Ωbh2= 0.0234+0.0012−0.0014, Ωdmh2= 0.111+0.014−0.016, h= 0.73+0.09−0.05, nS= 0.97+0.06−0.03, 1010AS= 23+7−3 and τ= 0.14+0.14−0.07 for WMAP and VSA when no external prior is included. On extending the model to include a running spectral index of density fluctuations, we find that the inclusion of VSA data leads to a negative running at a level of more than 95 per cent confidence ( nrun=−0.069 ± 0.032 ), something that is not significantly changed by the inclusion of a stringent prior on the Hubble constant. Inclusion of prior information from the 2dF galaxy redshift survey reduces the significance of the result by constraining the value of Ωm. We discuss the veracity of this result in the context of various systematic effects and also a broken spectral index model. We also constrain the fraction of neutrinos and find that fν < 0.087 at 95 per cent confidence, which corresponds to mν < 0.32 eV when all neutrino masses are equal. Finally, we consider the global best fit within a general cosmological model with 12 parameters and find consistency with other analyses available in the literature. The evidence for nrun < 0 is only marginal within this model

Yet for many years the place of the author in the practice of understanding literary works has been problematized, and even on occasions eliminated. Criticism reads the “works”, and may or may not refer to an author whose “life” contributed to their meaning. Biography seeks the author in the works, the personality that precedes the works and gives them their characteristic shape and meaning. But the form of literary biography addresses the unusual kind of “life” that puts itself into “works”, and this is particularly challenging where the “works” predominate massively over the salient facts of the “life”. This essay surveys the current terrain of Shakespeare biography, and considers the key questions raised by the medium: can we know anything of Shakespeare's “personality” from the facts of his life and the survival of his works? What is the status of the kind of speculation that inevitably plays a part in biographical reconstruction? Are biographers in the end telling us as much about themselves as they tell us about Shakespeare?Peer reviewe

    Planck 2015 results. XXVII. The Second Planck Catalogue of Sunyaev-Zeldovich Sources

    We present the all-sky Planck catalogue of Sunyaev-Zeldovich (SZ) sources detected from the 29 month full-mission data. The catalogue (PSZ2) is the largest SZ-selected sample of galaxy clusters yet produced and the deepest all-sky catalogue of galaxy clusters. It contains 1653 detections, of which 1203 are confirmed clusters with identified counterparts in external data-sets, and is the first SZ-selected cluster survey containing > 10310^3 confirmed clusters. We present a detailed analysis of the survey selection function in terms of its completeness and statistical reliability, placing a lower limit of 83% on the purity. Using simulations, we find that the Y5R500 estimates are robust to pressure-profile variation and beam systematics, but accurate conversion to Y500 requires. the use of prior information on the cluster extent. We describe the multi-wavelength search for counterparts in ancillary data, which makes use of radio, microwave, infra-red, optical and X-ray data-sets, and which places emphasis on the robustness of the counterpart match. We discuss the physical properties of the new sample and identify a population of low-redshift X-ray under- luminous clusters revealed by SZ selection. These objects appear in optical and SZ surveys with consistent properties for their mass, but are almost absent from ROSAT X-ray selected samples

    Measurements of long-range near-side angular correlations in sNN=5\sqrt{s_{\text{NN}}}=5TeV proton-lead collisions in the forward region

    Two-particle angular correlations are studied in proton-lead collisions at a nucleon-nucleon centre-of-mass energy of sNN=5\sqrt{s_{\text{NN}}}=5TeV, collected with the LHCb detector at the LHC. The analysis is based on data recorded in two beam configurations, in which either the direction of the proton or that of the lead ion is analysed. The correlations are measured in the laboratory system as a function of relative pseudorapidity, Δη\Delta\eta, and relative azimuthal angle, Δϕ\Delta\phi, for events in different classes of event activity and for different bins of particle transverse momentum. In high-activity events a long-range correlation on the near side, Δϕ0\Delta\phi \approx 0, is observed in the pseudorapidity range 2.0<η<4.92.0<\eta<4.9. This measurement of long-range correlations on the near side in proton-lead collisions extends previous observations into the forward region up to η=4.9\eta=4.9. The correlation increases with growing event activity and is found to be more pronounced in the direction of the lead beam.     Study of the production of Λb0\Lambda_b^0 and B0\overline{B}^0 hadrons in pppp collisions and first measurement of the Λb0J/ψpK\Lambda_b^0\rightarrow J/\psi pK^- branching fraction

    The product of the Λb0\Lambda_b^0 (B0\overline{B}^0) differential production cross-section and the branching fraction of the decay Λb0J/ψpK\Lambda_b^0\rightarrow J/\psi pK^- (B0J/ψK(892)0\overline{B}^0\rightarrow J/\psi\overline{K}^*(892)^0) is measured as a function of the beauty hadron transverse momentum, pTp_{\rm T}, and rapidity, yy. The kinematic region of the measurements is pT<20 GeV/cp_{\rm T}<20~{\rm GeV}/c and 2.0<y<4.52.0<y<4.5. The measurements use a data sample corresponding to an integrated luminosity of 3 fb13~{\rm fb}^{-1} collected by the LHCb detector in pppp collisions at centre-of-mass energies s=7 TeV\sqrt{s}=7~{\rm TeV} in 2011 and s=8 TeV\sqrt{s}=8~{\rm TeV} in 2012. Based on previous LHCb results of the fragmentation fraction ratio, fΛB0/fdf_{\Lambda_B^0}/f_d, the branching fraction of the decay Λb0J/ψpK\Lambda_b^0\rightarrow J/\psi pK^- is measured to be \begin{equation*} \mathcal{B}(\Lambda_b^0\rightarrow J/\psi pK^-)= (3.17\pm0.04\pm0.07\pm0.34^{+0.45}_{-0.28})\times10^{-4}, \end{equation*} where the first uncertainty is statistical, the second is systematic, the third is due to the uncertainty on the branching fraction of the decay B0J/ψK(892)0\overline{B}^0\rightarrow J/\psi\overline{K}^*(892)^0, and the fourth is due to the knowledge of fΛb0/fdf_{\Lambda_b^0}/f_d. The sum of the asymmetries in the production and decay between Λb0\Lambda_b^0 and Λb0\overline{\Lambda}_b^0 is also measured as a function of pTp_{\rm T} and yy. The previously published branching fraction of Λb0J/ψpπ\Lambda_b^0\rightarrow J/\psi p\pi^-, relative to that of Λb0J/ψpK\Lambda_b^0\rightarrow J/\psi pK^-, is updated. The branching fractions of Λb0Pc+(J/ψp)K\Lambda_b^0\rightarrow P_c^+(\rightarrow J/\psi p)K^- are determined.Comment: 29 pages, 19figures.
