Attitude-dependent launch window analysis for the Hubble Space Telescope Mission

Launch window analysis for Space Shuttle missions determines the launch times which will ensure that all payload and Shuttle requirements for the mission are met. Attitude and pointing analysis determines Shuttle Orbiter attitudes that meet various communication, viewing, and thermal requirements for the Orbiter and its payloads. Historically, launch window analysis and attitude and pointing analysis for Shuttle missions have been done separately, without directly influencing each other. However, methods have been developed to consider simultaneously dependencies between launch window and attitude and pointing requirements if they arise. These methods were developed from the launch window analysis for STS-31, the Hubble Space Telescope (HST) deployment mission. To release the HST, the Orbiter attitude had to remain inertially fixed while pointing the HST at the Sun. The Orbiter release attitude and the HST release time were determined from the position of the Sun and varied with launch time and launch date. The launch window analysis for STS-31 centered on how to determine the range of launch times for a given launch date that would allow the Shuttle to release the HST and simultaneously satisfy communication, attitude, and lighting requirements for the deployment operations. Discussed here are how the HST deployment requirements determined the launch window and how the Orbiter release attitude affected the launch window

Investigating Employer Support as a Predictor of Online Master\u27s Student Retention

Enrollment in master level programs has been increasing nationwide, particularly in online programs which tend to enroll older and more ethnically diverse students who are likely to be balancing work, finances, and family responsibilities with their educational pursuits. The challenges related to this balance has resulted in higher attrition rates and lower completion rates. In this quantitative study, the relationship between employer support and first-year retention for master\u27s students enrolled in online programs at a for-profit university was examined. Bean and Metzner\u27s model of nontraditional student attrition was used as the theoretical foundation. Archival data from the online institution were examined to determine the extent that 1st year retention is predicted by employer support when controlling for demographics, student background, external factors, integration/socialization, and intent to graduate. Findings from the logistic regression analysis showed 4 variables that significantly predict 1st year retention, employer support, household income, overall satisfaction, and importance of graduating from the institution. Students who received employer support were almost 2 times more likely to be retained at 1-year. Positive social change can result from having educational institutions encourage students to seek employee educational benefits. Having students seek these employer benefits may lead to higher graduation rates, higher pay, and job satisfaction for employees

Reforms of the health care financing system in Poland introduced between 2016 and 2018

In this article, reforms of the principles of financing the Polish health care system introduced between 2016 and 2018 were studied and presented. For this purpose, the author was required to indicate the fundamental principles of the organization and financing of the health care model in Poland. Reasons for the introduction of reforms also were specified. Moreover, the nature and consequences of the introduced changes were determined. The introduced reforms were assessed, indicating that some of them do not have a systemic character. The author concluded that it is necessary to introduce further reforms to increase expenditures to finance health care in Poland and demonstrated their scope.Reformy systemu finansowania ochrony zdrowia w Polsce w latach 2016–2018. W niniejszym artykule zbadano i przedstawiono reformy zasad finansowania polskiego systemu ochrony zdrowia w latach 2016–2018. W tym celu konieczne było również wskazanie na podstawowe zasady organizacji i finansowania modelu ochrony zdrowia w Polsce. Określono także przyczyny wprowadzania reform. Ustalono również, na czym polegały wprowadzany zmiany oraz jaki odniosły skutek. Dokonano oceny wprowadzonych reform wskazując, iż część z nich nie ma charakteru systemowego. Autor ustalił także, iż niezbędne jest wprowadzenie kolejnych reform w celu zwiększenia nakładów na finansowanie ochrony zdrowia w Polsce oraz wskazał ich zakres

Common ground: Addressing attrition across diverse institutions in higher education

Student attrition is an ongoing concern in American higher education, where institutions are being increasingly held accountable for the success of the students they admit. While differences across diverse institutions exist, research suggests that there are many similarities regarding issues related to student persistence and success. In fact, this common ground presents an opportunity for common solutions. The variety of higher education institutions utilizing knowledge gained through institutional initiatives continues to identify new, better ways of serving students. This article sheds light on the known differences between institution types while recognizing the common goals of improving student persistence. The article further supports the need for additional research in this area to fully understand how the higher education community can best prepare and support students of all types, from all institutions, to reach their educational goals.DOI: 10.18870/hlrc.v4i2.20

O MARKETING A SERVIÇO DA EDUCAÇÃO - PROJETO CONHECENDO A UFSC: UMA VOLTA PELO CAMPUS SEM SAIR DE SALA DE AULA

O objetivo deste artigo é analisar o impacto de ações de marketing voltadas para a promoção do ensino superior, através da avaliação do programa de divulgação dos cursos de graduação da Universidade Federal de Santa Catarina - UFSC, junto a alunos de algumas escolas do ensino médio de Santa Catarina. As ações são operacionalizadas através de palestras realizadas nos colégios ou na UFSC que visam apresentar as diferentes áreas de conhecimento e os cursos oferecidos por esta instituição e conscientizar os adolescentes quanto à importância da formação acadêmica, das opções existentes no vestibular e da escolha de uma profissão na vida de um cidadão. Os procedimentos metodológicos utilizados caracterizam a pesquisa como qualitativa e quantitativa do tipo descritiva, bibliográfica, com amostragem não probabilística e utilização de questionário como técnica de coleta de dados e tratamento qualitativo das respostas. É também, um estudo de caso. Os resultados obtidos demonstram que, por exemplo, tanto em escolas públicas quanto em privadas, boa parte dos alunos, 62,38%, consideraram que a palestra expandiu significativamente os conhecimentos sobre a UFSC. Dessa forma, foi possível inferirmos que as ações de divulgação de cursos de graduação em uma instituição de ensino superior junto ao público alvo traduzem-se numa estratégia de marketing capaz de expandir consideravelmente os conhecimentos dessa população sobre os serviços oferecidos pela instituição, já que os jovens têm necessidades prementes de esclarecimentos e subsídios para a escolha do seu futuro profissional. Além disso, observa-se que existem lacunas de comunicação que podem ser preenchidas pelo desenvolvimento de projetos que estabeleçam vínculos mais estreitos entre as instituições de ensino superior e o seu público em potencial

Glosa krytyczna do wyroku Sądu Najwyższego z dnia 27 października 2017 r. (IV CSK 732/16)

The commented judgement concerns to a very important issue of dealing the earmarked subsides rates given to non-public preschools by the local municipality. As it was mentioned by the Supreme Court in its judgement, according to Article 90 (2b) of the Educational System Act for the need of counting the amount due for non-public preschools earmarked subsidy all the costs of public preschools should be also taken into consideration and covered from the financial resources collected on the assigned bank accounts which are included in Article 223 of the Public Finance Act. According to the regulation (as the original wording says) the subsidies for non-public preschools are dedicated for an each pupil and they stand at min. 75% drafted by the local municipality of current expenditures incurred by public preschools. Therefore, only the expenditures that are drafted by the municipality should be taken into consideration just for counting the amount of subsidies.Glosowane orzeczenie dotyczy ważnej problematyki ustalania wysokości dotacji podmiotowych udzielanych z budżetów gmin przedszkolom niepublicznym. W przedmiotowym orzeczeniu Sąd Najwyższy stwierdził, że w myśl art. 90 ust. 2b ustawy o systemie oświaty na potrzeby obliczania wysokości należnej niepublicznym przedszkolom dotacji podmiotowej należy brać pod uwagę również wydatki przedszkoli publicznych dokonywane ze środków zgromadzonych na wydzielonych rachunkach bankowych, o których mowa w art. 223 ustawy o finansach publicznych (dawniej: na rachunkach dochodów własnych). W myśl powołanego przepisu (w brzmieniu pierwotnym) dotacje dla niepublicznych przedszkoli przysługują na każdego ucznia w wysokości nie niższej niż 75% ustalonych w budżecie danej gminy wydatków bieżących ponoszonych w przedszkolach publicznych w przeliczeniu na jednego ucznia. Oznacza to, że tylko te wydatki, które są ustalone w budżecie gminy, mogą być brane pod uwagę na potrzeby obliczania wysokości dotacji

Składka w polskim i niemieckim systemie ubezpieczenia zdrowotnego

This study deals with the problems of legal construction of the contribution in the Polish and German medical health care systems. The major differences and similarities have been established between the Polish and German versions of the health insurance contribution. The similarities comprise of among others: significant fiscal meaning and a purpose of both levies as well as an unbalanced distribution of the insurance burden. As the differences in the legal construction of the public levies under examination the following have been indicated: the contribution rate, the lack of limits on the Polish health insurance contribution rate assessment basis and the possibility of deducting a part of contribution from an income tax. Also de lege ferenda notions have been presented.Niniejsze opracowanie dotyczy problematyki konstrukcji prawnej składki w polskim i niemieckim systemie ochrony zdrowia. Ustalono w nim najważniejsze różnice i podobieństwa zachodzące pomiędzy polską i niemiecką wersją składki na ubezpieczenie zdrowotne. Do podobieństw zaliczono m.in.: istotne znaczenie fiskalne oraz cel obu danin, nierównomierne rozłożenie ciężaru ubezpieczeniowego. Jako różnice w konstrukcji prawnej badanych danin publicznych wskazano: wysokość stawki składki, brak ograniczenia podstawy wymiaru polskiej składki zdrowotnej oraz możliwość odliczenia części składki od podatku dochodowego. O ideário de Anísio Teixeira e a origem, no Brasil, da educa-ao a través da pesquisa

Neste artigo, põem-se à mostra as idéias de Anísio Teixeira, que foi um dos maiores educadores brasileiros do século XX e um dos precursores, no Brasil, do “processo de ensino-aprendizagem pautado pela pesquisa”, processo esse que guarda correspondência com o recurso pedagógico da modelagem matemática. Na parte inicial do artigo, apresenta-se o trajeto histórico-epistemológico que redundou na elaboração do ideário de Anísio Teixeira. Em seguida, comenta-se o texto “Valores Proclamados e Reais nas Instituições Escolares Brasileiras”, de sua autoria, no qual Anísio traça um panorama histórico da educação brasileira, sugerindo mudanças identificadas com a “aprendizagem através da pesquisa”
