    Education, training, and employment of secondary school leavers in Kenya

    This paper examines the relationship between the post-independence expansion of secondary school education and the labour market. 3179 Form IV leavers for the years 1965-68 were traced for their occupations in the first and third years after leaving school. The occupations are correlated with the leavers' aggregate scores in the E.A, Certificate of Education. The results show that in the first year after taking E.A.C.E., about 25% continue with further education (mainly H.S.C.), a further 20% undergo full time training, about 25% are employed in the public sector and 14% in the private sector. In the third year after E.A.C.E., 18% are in further education (mainly University), 13% in full time training, while the public sector employs about 38% and the private sector, 16%. A possible trend which is emerging is shown by the sudden increase in unemployed school leavers, which rose from about 1% for the 1965/7 cohorts to 14.8% for the 1968 cohort. The correlation with E.A.C.E. results shows that the ablest students are going on with further education of some sort, and that the labour market is selective in terms of performance in E.A.C.E. - those with the poorest aggregate scores are remaining unemployed longest. The implications raised by this study concern, the relevance and quality of the present secondary school education to the needs of the labour market and to the students. The expansion of Harambee Secondary Schools with their high proportion of unqualified teachers has led in some cases to poor performance in E.A.C.E. and the unemployment problem initially affects the weakest students. Since the major category of employment that school leavers enter is shown to be clerical/secretarial, the conclusion is reached that the present type of education is still preparing students for white-collar jobs, which will inhibit them from adjusting to a situation of unemployment and acute job competition

    R&D, Foreign Technology and Technical Efficiency in Developing Countries

    This study investigates the relationship between firms’ innovation activities and efficiency in manufacturing firms in developing countries. We examine whether innovation activities including internal research and development (R&D) and adoption of foreign technology have differential effects on technical efficiency. We hypothesize that the relation between internal R&D and technical efficiency is positive; the relation between adoption of foreign technology and technical efficiency is negative and lastly, internal R&D in combination with the adoption of foreign technology have a positive effect on technical efficiency. We use cross-sectional firm level survey data from the 2013 World Bank Enterprise Survey and the linked 2014 Innovation Follow-up Survey for examining the effect of innovation activities on firms’ technical efficiency. We test our hypothesis using cross-sectional stochastic frontier analysis. We find that internal R&D has a negative and significant effect on technical efficiency. Adoption of foreign technology on the other hand does not have a significant effect on technical efficiency. Nevertheless, the combination of internal R&D and adoption of foreign technology has a negative and significant effect on technical efficiency. We conclude that internal R&D may have dynamic effects on technical efficiency. Furthermore, efficiency may be observed in firms conducting internal R&D but results in relative inefficiency for firms not conducting R&D giving rise to overall inefficiency in the manufacturing industry. Lastly, low rates of human capital hamper R&D activity and the adoption of foreign technology in manufacturing firms in developing countries

    Institutions, Resources and Innovation in Developng Countries:A Firm Level Approach

    This study examines how firm-level resources interact with regional institutional quality to explain innovation in developing countries. We hypothesize that the institutional environment within which the firm operates moderates the effect of firm-level resources on innovative output. We examine the moderating role of institutions with regards to the transformation of firm-level resources including internal research and development, employee level of education and quality certification into innovative output using firm-level data from the World Bank Enterprise Survey and the Innovation Follow-up Survey that includes the innovation module for the years 2010 through 2012. We test our hypotheses using a multilevel logistic model. We find that the effects of firm-level resources vary depending on the institutional environment and that regional institutional quality positively moderates the effects of the firm-level resources. The positive effects of internal research and development on innovative output are substantially reinforced by regional institutional quality

    Assessment of productive employment policies in Kenya

    This paper documents and assesses productive employment policies in Kenya. The main objective being to reflect on the current state of affairs, identify constraints and gaps among these policies. The paper is mainly based on desk-top research which reviews available literature and policy papers on employment in Kenya since independence in 1963 in order to determine how these policies have impacted on productive employment in Kenya.The paper argues that the primary challenge in the labor market in Kenya is not unemployment per se but rather lack of productive employment and decent work among the poor population given that most of the population works in the informal sector. This population working in the informal sector tends to be vulnerable and has low productivity and low earnings, which effectively undermine the efforts for inclusive and sustainable growth. We use the framework related to productive employment to document and analyze different policies. While employment creation has been central in all government policies, the focus has largely been on increasing the number as opposed to the quality of employment creation. It is for this reason the informal economy has remained the main contributor of employment opportunities. Apparently jobs in the informal sector tend to be largely casual, temporary, low wage, and without effective job security.The Agriculture and Manufacturing sectors have potential for creating employment but again the nature of jobs in these two sectors remain largely casual which compromises on productive employment. To promote productive employment, these sectors require increased funding and establishment of stakeholders’ consultative forums.     Treatment of shigella infections: why sulfamethoxazole-trimethoprim, tetracyclines and ampicillin should no longer be used

    Background: Bloody diarrhoea results in high morbidity and mortality especially in developing countries with shigellosis being the main cause of acute bloody diarrhoea. The use of appropriate antimicrobial agents in the treatment of acute diarrheal disease shortens the duration of illness and bacterial shedding leading to a reduction in morbidity and mortality. Treatment options for many infections are becoming limited due to globally emerging antibiotic resistance. Globally, resistance of shigella species to trimethoprim-sulfamethoxazole (TMP-SMX), tetracyclines and ampicillin has been reported with subsequent recommendations of not using these antimicrobial drugs for empirical therapy of acute bloody diarrhoea.Objective: To establish the antimicrobial susceptibility patterns and antimicrobial drug use for treatment of shigella species in patients with acute bloody diarrhoea.Design: A hospital based case control study.Setting: Six health facilities, three in Kilifi County and three in Nairobi County.Subject: A total of 284 stool specimens were collected from patients who fitted the standard cases definition for acute bloody diarrhoea.Results: Eighty (28.2%) bacterial isolates were recovered from 284 stool samples collected from cases presenting with acute bloody diarrhoea of which 67 (83.8%) were Shigella species, nine (11.3%) were Enteroinvassive Escherichia coli isolates, three (3.8%) were Salmonella Typhi and one (1.3%) were Yersinia enterocolitica. Shigella isolates had high resistance to sulfamethoxazole-trimethoprim (97%), tetracycline (83.6%) ampicillin (58.2%) and chloramphenicol (20.9%). The isolates showed low resistance to nalidixic (4.5%) and ciprofloxacin (3.0%) while there was no resistance to ceftriaxone. The most common multidrug resistance pattern detected in Shigella strains combined sulfamethoxazole-trimethoprim, amoxicillin/ampicillin and tetracyclines.Antibiotic prescriptions were given to 243(85.6%) of the patients presenting with acute bloody diarrhoea. Among these, 94 (38.7%) were given prescriptions for ciprofloxacin, 53 (21.8%) for sulfamethaxazole-trimethiprin and 36(14.8%) for Tetracyclines. Chloramphenicol, amoxicillin/ampicillin, nalidixic acid and ceftriaxone were prescribed to 10.7 %, 3.7%, 2.9% and 0.4% of the patients respectively. A total of 123 (51%) received antibiotics which were ranked to have high resistance (sulfamethoxazole-trimethoprim, tetracyclines ampicillin and chloramphenicol).Conclusion: The high rates of antimicrobial resistance among the commonly prescribed antimicrobials such as sulfamethoxazole-trimethoprim, tetracycline, ampicillin and chloramphenicol is of major concern. Despite recommendations discouraging the empirical use of sulfamethoxazole-trimethoprim, tetracycline, ampicillin and chloramphenicol for treatment of acute bloody diarrhoea, more than half of the patients with acute bloody diarrhoea were still treated with these antibiotics.There is need to train health care workers on the proper management of acute bloody diarrhoea and the importance of adhering to the clinical guidelines

    Crystal structure and proton conductivity of BaSn0.6Sc0.4O3-delta: insights from neutron powder diffraction and solid-state NMR spectroscopy

    The solid-state synthesis and structural characterisation of perovskite BaSn(1–x)Sc(x)O(3–δ) (x = 0.0, 0.1, 0.2, 0.3, 0.4) and its corresponding hydrated ceramics are reported. Powder and neutron X-ray diffractions reveal the presence of cubic perovskites (space group Pm3m) with an increasing cell parameter as a function of scandium concentration along with some indication of phase segregation. (119)Sn and (45)Sc solid-state NMR spectroscopy data highlight the existence of oxygen vacancies in the dry materials, and their filling upon hydrothermal treatment with D(2)O. It also indicates that the Sn(4+) and Sc(3+) local distribution at the B-site of the perovskite is inhomogeneous and suggests that the oxygen vacancies are located in the scandium dopant coordination shell at low concentrations (x ≤ 0.2) and in the tin coordination shell at high concentrations (x ≥ 0.3). (17)O NMR spectra on (17)O enriched BaSn(1–x)Sc(x)O(3–δ) materials show the existence of Sn–O–Sn, Sn–O–Sc and Sc–O–Sc bridging oxygen environments. A further room temperature neutron powder diffraction study on deuterated BaSn(0.6)Sc(0.4)O(3–δ) refines the deuteron position at the 24k crystallographic site (x, y, 0) with x = 0.579(3) and y = 0.217(3) which leads to an O–D bond distance of 0.96(1) Å and suggests tilting of the proton towards the next nearest oxygen. Proton conduction was found to dominate in wet argon below 700 °C with total conductivity values in the range 1.8 × 10(–4) to 1.1 × 10(–3) S cm(–1) between 300 and 600 °C. Electron holes govern the conduction process in dry oxidizing conditions, whilst in wet oxygen they compete with protonic defects leading to a wide mixed conduction region in the 200 to 600 °C temperature region, and a suppression of the conductivity at higher temperature

    A longitudinal cohort study of malaria exposure and changing serostatus in a malaria endemic area of rural Tanzania.

    BACKGROUND: Measurements of anti-malarial antibodies are increasingly used as a proxy of transmission intensity. Most serological surveys are based on the use of cross-sectional data that, when age-stratified, approximates historical patterns of transmission within a population. Comparatively few studies leverage longitudinal data to explicitly relate individual infection events with subsequent antibody responses. METHODS: The occurrence of seroconversion and seroreversion events for two Plasmodium falciparum asexual stage antigens (MSP-1 and AMA-1) was examined using three annual measurements of 691 individuals from a cohort of individuals in a malaria-endemic area of rural east-central Tanzania. Mixed-effect logistic regression models were employed to determine factors associated with changes in serostatus over time. RESULTS: While the expected population-level relationship between seroprevalence and disease incidence was observed, on an individual level the relationship between individual infections and the antibody response was complex. MSP-1 antibody responses were more dynamic in response to the occurrence and resolution of infection events than AMA-1, while the latter was more correlated with consecutive infections. The MSP-1 antibody response to an observed infection seemed to decay faster over time than the corresponding AMA-1 response. Surprisingly, there was no evidence of an age effect on the occurrence of a conversion or reversion event. CONCLUSIONS: While the population-level results concur with previously published sero-epidemiological surveys, the individual-level results highlight the more complex relationship between detected infections and antibody dynamics than can be analysed using cross-sectional data. The longitudinal analysis of serological data may provide a powerful tool for teasing apart the complex relationship between infection events and the corresponding immune response, thereby improving the ability to rapidly assess the success or failure of malaria control programmes
