    Review of the 1969 decisions in juvenile law reveals that the courts in California, as elsewhere, have been traumatized by the recent transplant of constitutional due process into the formerly barren soil of the juvenile code. For sixty years, children in most American jurisdictions were hidden from constitutional view. The fiction persisted that they were not tried but treated. If a child carne to the attention of the juvenile court, he did so because his parents had failed to fulfill their function. The court succeeded to their role and, in the name of parens patriae, exercised only the power it had thus derived to fashion an appropriate cure. Juvenile law was said to be noncriminal. The forum was viewed not so much as a court but as a social services laboratory, in which the specimen unfortunately might be required to languish until his majority rendered him judicially cognizable. As every lawyer knows, the United States Supreme Court has now finally discovered a place for juveniles within the Constitution. Kent v. United States and In Re Gault have found that a largely unfulfilled promise of corrective treatment does not justify the immunity of the juvenile process from constitutional scrutiny. In the following Court term, Tinker v. Des Moines Independent Community School District brought the Constitution through the schoolhouse door. Taken together, these three cases at least sketch the dimensions of the proposition that children, too, are citizens, entitled to fundamental constitutional rights and liberties. It is within this still-obscure outline that the courts are working. The present article, accordingly, traces the California response to Gault\u27s imperative that the Constitution be applied to those who are under the age of twenty-one

    Improving Access to Food in Low-Income Communities: An Investigation of Three Bay Area Neighborhoods

    This report seeks to describe and analyze that dysfunction as it manifests itself in three low-income neighborhoods in San Francisco and Oakland. It does not examine the causes nor scope of poverty in those communities nor does it intend to estimate or describe the prevalence of hunger. These measures are amply documented in a 1995 report on hunger and the problem of food insecurity commissioned by the California Senate Office of Research and, in 1993 and 1994, reports on hunger from the Alameda County Community Food Bank and San Francisco Food Bank, respectively. Rather, this report treats poverty, hunger and a lack of nutritious, affordable food in low-income neighborhoods as givens and seeks to answer the following three questions: what and how people in low-income communities eat; what obstacles they experience in accessing nutritious food at reasonable prices; and what potential solutions there are to overcome these barriers

    Validation of a survey to examine drinking-water access, practices and policies in schools

    ObjectiveEnsuring ready access to free drinking-water in schools is an important strategy for prevention of obesity and dental caries, and for improving student learning. Yet to date, there are no validated instruments to examine water access in schools. The present study aimed to develop and validate a survey of school administrators to examine school access to beverages, including water and sports drinks, and school and district-level water-related policies and practices.DesignSurvey validity was measured by comparing results of telephone surveys of school administrators with on-site observations of beverage access and reviews of school policy documents for any references to beverages. The semi-structured telephone survey included items about free drinking-water access (sixty-four items), commonly available competitive beverages (twenty-nine items) and water-related policies and practices (twenty-eight items). Agreement between administrator surveys and observation/document review was calculated using kappa statistics for categorical variables, and Pearson correlation coefficients and t tests for continuous variables.SettingPublic schools in the San Francisco Bay Area, California, USA.SubjectsSchool administrators (n 24).ResultsEighty-one per cent of questions related to school beverage access yielded κ values indicating substantial or almost perfect agreement (κ>0·60). However, only one of twenty-eight questions related to drinking-water practices and policies yielded a κ value representing substantial or almost perfect agreement.ConclusionsThis school administrator survey appears reasonably valid for questions related to beverage access, but less valid for questions on water-related practices and policies. This tool provides policy makers, researchers and advocates with a low-cost, efficient method to gather national data on school-level beverage access

    This article contributes to the growing literature on the cultural Cold War through an exploration of the British national projection magazine Anglia, produced by the Foreign Office for distribution in the USSR from 1962 to 1992. As well as drawing attention to the significance of national magazines in general, the article sheds light on Britain's distinctive approach to propaganda and cultural diplomacy during the Cold War. It considers why the magazine was set up and endured for so long, despite considerable reservations about its value. It examines how Britain was projected in a manner that accorded with British understandings about the need for ‘subtle’ propaganda. Finally, it addresses the question of the magazine's impact in the USSR

    In Situ Potassium-Argon Geochronology Using Fluxed Fusion and a Double Spike

    A document highlights an Li-based fluxing agent that enables sample fusion and quantitative Ar-release at relatively low temperatures (900-1,000 C), readily achievable with current flight resistance furnace designs. A solid, double spike containing known quantities of Ar-39 and K-41 was developed that, when added in known amounts to a sample, enables the extraction of a Ar-40/K-40 ratio for age estimation without a sample mass measurement. The use of a combination of a flux and a double spike as a means of solving the mechanical hurdles to an in situ K-Ar geochronology measurement has never been proposed before. This methodology and instrument design would provide a capability for assessing the ages of rocks and minerals on the surfaces of planets and other rocky terrestrial bodies in the solar system

    Enterohemorrhagic E. coli Requires N-WASP for Efficient Type III Translocation but Not for EspFU-Mediated Actin Pedestal Formation

    Upon infection of mammalian cells, enterohemorrhagic E. coli (EHEC) O157:H7 utilizes a type III secretion system to translocate the effectors Tir and EspFU (aka TccP) that trigger the formation of F-actin-rich ‘pedestals’ beneath bound bacteria. EspFU is localized to the plasma membrane by Tir and binds the nucleation-promoting factor N-WASP, which in turn activates the Arp2/3 actin assembly complex. Although N-WASP has been shown to be required for EHEC pedestal formation, the precise steps in the process that it influences have not been determined. We found that N-WASP and actin assembly promote EHEC-mediated translocation of Tir and EspFU into mammalian host cells. When we utilized the related pathogen enteropathogenic E. coli to enhance type III translocation of EHEC Tir and EspFU, we found surprisingly that actin pedestals were generated on N-WASP-deficient cells. Similar to pedestal formation on wild type cells, Tir and EspFU were the only bacterial effectors required for pedestal formation, and the EspFU sequences required to interact with N-WASP were found to also be essential to stimulate this alternate actin assembly pathway. In the absence of N-WASP, the Arp2/3 complex was both recruited to sites of bacterial attachment and required for actin assembly. Our results indicate that actin assembly facilitates type III translocation, and reveal that EspFU, presumably by recruiting an alternate host factor that can signal to the Arp2/3 complex, exhibits remarkable versatility in its strategies for stimulating actin polymerization
