    Economic Benefits of American Lobster Fishery Management Regulations

    A simulation model is used to compare measures for future management identified in the American lobster fishery management plan; specifically, increases in the minimum legal size and a modest reduction in aggregate fishing mortality are evaluated. The analysis differs from previous work in that the distributional aspects of the alternative management regulations are quantified. The results indicate that (1) both an increased minimum size and a reduction in fishing mortality are economically justified in the sense that net benefits are positive; (2) increasing the minimum size without an adjunct regulation to prohibit entry will cause present fishermen to suffer an initial short-term reduction in revenues for which there will be no long-term gain; (3) because increased minimum size can be justified on the basis of consumer benefits alone, arguments favoring its increase to prevent recruitment failure are moot as far as a test of national economic efficiency is concerned; and (4) a program of effort reduction which reduces by 20% the fraction of available lobsters captured annually is projected to generate SI of producer benefits for every pound of lobster landed. Reducing the annual harvest fraction by 20% results in a level of fishery benefits greater than increasing the minimum size to 89 mm (3^-in.), and increases the coincidence of short-run costs and long-term benefits among those impacted by fishery management.Environmental Economics and Policy, Resource /Energy Economics and Policy,

    The oceanic crust forms two thirds of the Earth's surface and hosts a large phylogenetic and functional diversity of microorganisms. While advances have been made in the sedimentary realm, our understanding of the igneous rock portion as a microbial habitat has remained limited. We present the first comparative metagenomic microbial community analysis from ocean floor basalt environments at the Lō'ihi Seamount, Hawai'i, and the East Pacific Rise (EPR; 9°N). Phylogenetic analysis indicates the presence of a total of 43 bacterial and archaeal mono-phyletic groups, dominated by Alpha- and Gammaproteobacteria, as well as Thaumarchaeota. Functional gene analysis suggests that these Thaumarchaeota play an important role in ammonium oxidation on seafloor basalts. In addition to ammonium oxidation, the seafloor basalt habitat reveals a wide spectrum of other metabolic potentials, including CO2 fixation, denitrification, dissimilatory sulfate reduction, and sulfur oxidation. Basalt communities from Lō'ihi and the EPR show considerable metabolic and phylogenetic overlap down to the genus level despite geographic distance and slightly different seafloor basalt mineralogy

It examines the conflicts inherent when the offices of Attorney-General and Minister of Justice are held by one individual.     The original sod out of which the University of Toronto\u27s Centre of Criminology grew was a proposal that I drew up while teaching a course in criminology as part of the LL.B. curriculum in the Faculty of Law at Dalhousie University in 1958-59.1 The proposal reviewed the extent of criminological teaching and research in Canada, and drew particular attention to the lack of implementation of the recommendations of the Fauteux Committee - a committee established in 1956 by the Canadian federal government to study the country\u27s penal system and to make recommendations for change and improvement. 2 In its report, the Fauteux Committee had reiterated the exhortations of the Archambault Royal Commission, in 1938, 3 that the universities in Canada should become actively involved in the education and training of persons suitable to serve in the penal system

    The genomic framework that enables corals to adjust to unfavourable conditions is crucial for coral reef survival in a rapidly changing climate. We have explored the striking intraspecific variability in the expression of coral pigments from the green fluorescent protein (GFP) family to elucidate the genomic basis for the plasticity of stress responses among reef corals. We show that multicopy genes can greatly increase the dynamic range over which corals can modulate transcript levels in response to the light environment. Using the red fluorescent protein amilFP597 in the coral Acropora millepora as a model, we demonstrate that its expression increases with light intensity, but both the minimal and maximal gene transcript levels vary markedly among colour morphs. The pigment concentration in the tissue of different morphs is strongly correlated with the number of gene copies with a particular promoter type. These findings indicate that colour polymorphism in reef corals can be caused by the environmentally regulated expression of multicopy genes. High-level expression of amilFP597 is correlated with reduced photodamage of zooxanthellae under acute light stress, supporting a photoprotective function of this pigment. The cluster of light-regulated pigment genes can enable corals to invest either in expensive high-level pigmentation, offering benefits under light stress, or to rely on low tissue pigment concentrations and use the conserved resources for other purposes, which is preferable in less light-exposed environments. The genomic framework described here allows corals to pursue different strategies to succeed in habitats with highly variable light stress levels. In summary, our results suggest that the intraspecific plasticity of reef corals’ stress responses is larger than previously thought

    Peg Penetration in Three Commercially Important Tasmanian Eucalypt Species

    Commercially important species of Tasmanian hardwood timber were immersed in 30% (v/v) polyethylene glycol (PEG) of molecular weights 400, 600, and 1000 and incubated up to seven days at three temperatures (30°C, 45°C, 60°C). Slices obtained from the incubated timber samples were stained with cobalt thiocyanate to indicate the depth of penetration by PEG 400, 600, or 1000 after incubation from two to seven days at the various temperatures. Analysis of the data showed that there was an observable difference in the rate of penetration between each species of eucalypt used in the trial. Incubation time, temperature, and PEG molecular weight were all factors affecting the rate of PEG penetration in a linear fashion and basic density (BD) was the physical property that best supported the trends in this study. This paper is a baseline study that provides the foundation for the quantification and prediction of the movement of PEG into three species of Tasmanian eucalypt timber

    High Resolution Rapid Response observations of compact radio sources with the Ceduna Hobart Interferometer (CHI)

    Context. Frequent, simultaneous observations across the electromagnetic spectrum are essential to the study of a range of astrophysical phenomena including Active Galactic Nuclei. A key tool of such studies is the ability to observe an object when it flares i.e. exhibits a rapid and significant increase in its flux density. Aims. We describe the specific observational procedures and the calibration techniques that have been developed and tested to create a single baseline radio interferometer that can rapidly observe a flaring object. This is the only facility that is dedicated to rapid high resolution radio observations of an object south of -30 degrees declination. An immediate application is to provide rapid contemporaneous radio coverage of AGN flaring at {\gamma}-ray frequencies detected by the Fermi Gamma-ray Space Telescope. Methods. A single baseline interferometer was formed with radio telescopes in Hobart, Tasmania and Ceduna, South Australia. A software correlator was set up at the University of Tasmania to correlate these data. Results. Measurements of the flux densities of flaring objects can be made using our observing strategy within half an hour of a triggering event. These observations can be calibrated with amplitude errors better than 15%.
