    European Renewable Energy Governance under the Hammer: Interrogating the Rise and Rise of the RES Auction

The final version is available from UACES via the link in this recordAs a renewable energy pioneer, the EU is a laboratory for policy instrument evolution and innovation. Following many years of debate about the relative merit of feed-in tariffs and tradable green certificates for promoting renewable electricity expansion in Europe, there is a new instrument in town. The renewable energy support (RES) auction has rapidly become the instrument of choice, de facto mandated by the European Commission under state-aid law. RES auctions are now the main instrument in many European countries. A common explanation for the adoption of RES auctions by EU member states is that the Commission requires their implementation under state-aid law, and member states acquiesced. This paper casts a critical eye over this “coercive Commission” explanation by constructing an account of the transition to auctions in Germany and Spain, each titans of EU renewable energy. By focussing on the necessary conditions for the coercive Commission argument – institutional compatibility and supportive domestic interest constituencies – we provide a qualified account of Commission action in this area and show a more dynamic and strategic approach to RES policy instrument harmonisation. We conclude by suggesting that future research may usefully examine the implications of a pan-European system of centrally coordinated auctions for the long-term future in of RES policy in the EU.European Commissio

    Investigating determinants of compliance with wildlife protection laws: bird persecution in Portugal

    Conservation interventions are generally underpinned by formal rules. These rules often suffer from high rates of non-compliance which is difficult to investigate due to its clandestine nature. Here we apply socio-psychological approaches to investigate the prevalence and determinants of three illegal bird-threatening behaviours---shooting raptors, trapping passerines for consumption, and poison use---by surveying 146 respondents in Portugal. We apply the theory of planned behaviour to understand behavioural determinants, and an indirect questioning method, the unmatched count technique (UCT), to estimate behaviour prevalence. The UCT estimated a high prevalence of trapping for consumption (47 {\%} SE 15) and shooting raptors (14 {\%} SE 11); both estimates being higher than from direct questioning. Poisoning had a lower prevalence according to direct questioning (7 {\%}), while the UCT generated a negative estimate suggesting that poisoning is a particularly sensitive behaviour. Different demographic groups were associated with different behaviours and determinants; men with greater rule knowledge were more likely to trap birds, while locally born people were less likely to approve themselves, or to think others approved of, trapping. Those with more positive attitudes to poisoning were more likely to admit to it, and these positive attitudes were found more in older non-hunters. Rule knowledge was better in younger male hunters. These findings suggest that NGOs aiming to reduce poisoning could enlist the support of hunters, while locally born people may be more receptive than others to working with NGOs to reduce trapping. These groups may be powerful allies in reducing illegal behaviours in their communities

    Coming full circle: Differential empowerment in the EU accession process

    The EU accession process brings a profound transformation not only to candidate countries’ institutions and policies, but also to the political opportunity structure in place, creating new possibilities for previously marginalised actors. Studying the differential empowerment of NGOs throughout the Croatian accession process, this paper makes two related claims: first, differential empowerment depends crucially on domestic actors’ awareness for and ability to use new opportunities to their advantage. Second, an overreliance on EU leverage poses important temporal and substantive limits on NGO empowerment and leads to a rapid decline of their relevance in the post-accession phase. I argue that a more sustainable shift in the domestic power balance would require both the EU and domestic civil society actors to place more emphasis on fostering improved practices of civil society inclusion in domestic policymaking settings throughout the accession process

    Seeking legitimacy through CSR: Institutional Pressures and Corporate Responses of Multinationals in Sri Lanka

    Arguably, the corporate social responsibility (CSR) practices of multinational enterprises (MNEs) are influenced by a wide range of both internal and external factors. Perhaps most critical among the exogenous forces operating on MNEs are those exerted by state and other key institutional actors in host countries. Crucially, academic research conducted to date offers little data about how MNEs use their CSR activities to strategically manage their relationship with those actors in order to gain legitimisation advantages in host countries. This paper addresses that gap by exploring interactions between external institutional pressures and firm-level CSR activities, which take the form of community initiatives, to examine how MNEs develop their legitimacy-seeking policies and practices. In focusing on a developing country, Sri Lanka, this paper provides valuable insights into how MNEs instrumentally utilise community initiatives in a country where relationship-building with governmental and other powerful non-governmental actors can be vitally important for the long-term viability of the business. Drawing on neo-institutional theory and CSR literature, this paper examines and contributes to the embryonic but emerging debate about the instrumental and political implications of CSR. The evidence presented and discussed here reveals the extent to which, and the reasons why, MNEs engage in complex legitimacy-seeking relationships with Sri Lankan institutions

    Politicising government engagement with corporate social responsibility: “CSR” as an empty signifier

    Governments are widely viewed by academics and practitioners (and society more generally) as the key societal actors who are capable of compelling businesses to practice corporate social responsibility (CSR). Arguably, such government involvement could be seen as a technocratic device for encouraging ethical business behaviour. In this paper, we offer a more politicised interpretation of government engagement with CSR where “CSR” is not a desired form of business conduct but an element of discourse that governments can deploy in structuring their relationships with other social actors. We build our argument through a historical analysis of government CSR discourse in the Russian Federation. Laclau and Mouffe's (Hegemony and socialist strategy: Towards a radical democratic politics,Verso Books, London, 1985) social theory of hegemony underpins our research. We find that “CSR” in the Russian government’s discourse served to legitimise its power over large businesses. Using this case, we contribute to wider academic debates by providing fresh empirical evidence that allows the development of critical evaluation tools in relation to governments’ engagement with “CSR”. We find that governments are capable of hijacking CSR for their own self-interested gain. We close the paper by reflecting on the merit of exploring the case of the Russian Federation. As a “non-core”, non-western exemplar, it provides a useful “mirror” with which to reflect on the more widely used test-bed of Western industrial democracies when scrutinising CSR. Based on our findings, we invite other scholars to adopt a more critical, politicised stance when researching the role of governments in relation to CSR in other parts of the world

    Edging toward ‘reasonably’ good corporate governance

    Over four decades, research and policy have created layers of understandings in the quest for “good” corporate governance. The corporate excesses of the 1970s sparked a search for market mechanisms and disclosure to empower shareholders. The UK-focused problems of the 1990s prompted board-centric, structural approaches, while the fall of Enron and many other companies in the early 2000s heightened emphasis on director independence and professionalism. With the financial crisis of 2007-09, however, came a turn in some policy approaches and in academic literature seeking a different way forward. This paper explores those four phases and the discourse each develops and then links each to assumptions about accountability and cognition. After the financial crisis came pointers n policy and practice away from narrow, rationalist prescriptions and toward what the philosopher Stephen Toulmin calls “reasonableness”. Acknowledging that heightens awareness of complexity and interdependence in corporate governance practice. The paper then articulates a research agenda concerning what “reasonable” corporate governance might entail

    hardRain: An R package for quick, automated rainfall detection in ecoacoustic datasets using a threshold-based approach

    The increasing demand for cost-efficient biodiversity data at large spatiotemporal scales has led to an increase in the collection of large ecoacoustic datasets. Whilst the ease of collection and storage of audio data has rapidly increased and costs fallen, methods for robust analysis of the data have not developed so quickly. Identification and classification of audio signals to species level is extremely desirable, but reliability can be highly affected by non-target noise, especially rainfall. Despite this demand, there are few easily applicable pre-processing methods available for rainfall detection for conservation practitioners and ecologists. Here, we use threshold values of two simple measures, Power Spectrum Density (amplitude) and Signal-to-Noise Ratio at two frequency bands, to differentiate between the presence and absence of heavy rainfall. We assess the effect of using different threshold values on Accuracy and Specificity. We apply the method to four datasets from both tropical and temperate regions, and find that it has up to 99% accuracy on tropical datasets (e.g. from the Brazilian Amazon), but performs less well in temperate environments. This is likely due to the intensity of rainfall in tropical forests and its falling on dense, broadleaf vegetation amplifying the sound. We show that by choosing between different threshold values, informed trade-offs can be made between Accuracy and Specificity, thus allowing the exclusion of large amounts of audio data containing rainfall in all locations without the loss of data not containing rain. We assess the impact of using different sample sizes of audio data to set threshold values, and find that 200 15 s audio files represents an optimal trade-off between effort, accuracy and specificity in most scenarios. This methodology and accompanying R package ‘hardRain’ is the first automated rainfall detection tool for pre-processing large acoustic datasets without the need for any additional rain gauge data

    Changing Bee and Hoverfly Pollinator Assemblages along an Urban-Rural Gradient

    The potential for reduced pollination ecosystem service due to global declines of bees and other pollinators is cause for considerable concern. Habitat degradation, destruction and fragmentation due to agricultural intensification have historically been the main causes of this pollinator decline. However, despite increasing and accelerating levels of global urbanization, very little research has investigated the effects of urbanization on pollinator assemblages. We assessed changes in the diversity, abundance and species composition of bee and hoverfly pollinator assemblages in urban, suburban, and rural sites across a UK city.Bees and hoverflies were trapped and netted at 24 sites of similar habitat character (churchyards and cemeteries) that varied in position along a gradient of urbanization. Local habitat quality (altitude, shelter from wind, diversity and abundance of flowers), and the broader-scale degree of urbanization (e.g. percentage of built landscape and gardens within 100 m, 250 m, 500 m, 1 km, and 2.5 km of the site) were assessed for each study site. The diversity and abundance of pollinators were both significantly negatively associated with higher levels of urbanization. Assemblage composition changed along the urbanization gradient with some species positively associated with urban and suburban land-use, but more species negatively so. Pollinator assemblages were positively affected by good site habitat quality, in particular the availability of flowering plants.Our results show that urban areas can support diverse pollinator assemblages, but that this capacity is strongly affected by local habitat quality. Nonetheless, in both urban and suburban areas of the city the assemblages had fewer individuals and lower diversity than similar rural habitats. The unique development histories of different urban areas, and the difficulty of assessing mobile pollinator assemblages in just part of their range, mean that complementary studies in different cities and urban habitats are required to discover if these findings are more widely applicable

    Habitat Composition and Connectivity Predicts Bat Presence and Activity at Foraging Sites in a Large UK Conurbation

    Background: Urbanization is characterized by high levels of sealed land-cover, and small, geometrically complex, fragmented land-use patches. The extent and density of urbanized land-use is increasing, with implications for habitat quality, connectivity and city ecology. Little is known about densification thresholds for urban ecosystem function, and the response of mammals, nocturnal and cryptic taxa are poorly studied in this respect. Bats (Chiroptera) are sensitive to changing urban form at a species, guild and community level, so are ideal model organisms for analyses of this nature. Methodology/Principal Findings: We surveyed bats around urban ponds in the West Midlands conurbation, United Kingdom (UK). Sites were stratified between five urban land classes, representing a gradient of built land-cover at the 1 km 2 scale. Models for bat presence and activity were developed using land-cover and land-use data from multiple radii around each pond. Structural connectivity of tree networks was used as an indicator of the functional connectivity between habitats. All species were sensitive to measures of urban density. Some were also sensitive to landscape composition and structural connectivity at different spatial scales. These results represent new findings for an urban area. The activity of Pipistrellus pipistrellus (Schreber 1774) exhibited a non-linear relationship with the area of built land-cover, being much reduced beyond the threshold of,60 % built surface. The presence of tree networks appears to mitigate the negative effects of urbanization for this species
