Breaking With Neoliberalization by Restricting The Housing Market:Novel Urban Policies and the Case of Hamburg
Hamburg currently exemplifies the departure from a straightforward neoliberal urban track. The city's neoliberal path only moved into full swing in the first decade of the 2000s. During this period, urban development was primarily subject to property market mechanismswith projects being granted to the highest bidderprompting effects such as rapidly rising rents, deepened social segregation and increased property-led displacement. Since 2009, however, the city's entrepreneurial urban policy encountered comprehensive resistance movements that eventually led to the rediscovery of a political will for a new housing policy and interventionist policy instruments. This article focuses on the turning point of neoliberal policies and examines the wider scope of the contemporary urban agenda in Hamburg. We first conceptualize potential limits of the neoliberal city in general and then discuss three momentous local policy experimentsthe International Building Exhibition, promising improvement without displacement'; the rediscovery of housing regulations through the Social Preservation Statute'; and the Alliance for Housing', aiming to tackle the housing shortage. We discuss these approaches as funding, regulation, and actor-based approaches to limiting the neoliberal city

Die Verschmelzung der alten und der neuen Medien, ihre zeit- und ortsunabhĂ€ngige VerfĂŒgbarkeit (Laptop und Handy) sowie der Zugriff zum Internet eröffnen den Menschen neue Lern- und Erfahrungsbereiche. Medien bieten Möglichkeiten zur Selbstverwirklichung und zur kulturellen und gesellschaftlichen Teilhabe. DarĂŒber hinaus liefern Medien wichtige Deutungsangebote, Identifikations-, Orientierungs- und HandlungsrĂ€ume. Sie sind eine kontinuierlich verfĂŒgbare Ressource fĂŒr IdentitĂ€tskonstruktionen von Heranwachsenden. Gleichzeitig bringen sie auch neue Entwicklungs- und Sozialisationsprobleme sowie gesellschaftliche Risiken mit sich. Diese reichen von ethisch fragwĂŒrdigen Medienangeboten ĂŒber soziale Benachteiligung bis hin zu fahrlĂ€ssigen Formen des Umgangs mit (digitalen) Medien. Gerade der Umgang mit persönlichen Daten in der Internetkommunikation offenbart in letzter Zeit gravierende Fehlentwicklungen. Medienkompetentes Handeln setzt fundierte Kenntnisse ĂŒber die verschiedenen Medien voraus: Kenntnisse ĂŒber technische Grundlagen und Ă€sthetische Formen, ĂŒber die Bedingungen und Formen medialer Produktion und Verbreitung in der Gesellschaft, ein Bewusstsein fĂŒr die kulturell-kommunikative, ökonomische und politische Bedeutung, die Medien in globalisierten Gesellschaften haben. Medienkompetenz zielt auf die FĂ€higkeit zur sinnvollen, reflektierten und verantwortungsbewussten Nutzung der Medien. Hierzu gehören u.a. die FĂ€higkeit zu ĂŒberlegter Auswahl, zum Verstehen und Interpretieren medialer Kodes, zu einer reflektierten Verwendung von Medien in Freizeit, Schule und Beruf. Das aktive und kreative Gestalten mit Medien fĂŒr Selbstausdruck, fĂŒr die Artikulation eigener Themen, fĂŒr Kontakt und Kommunikation ist ein weiterer, zentraler Bereich von Medienkompetenz. SchlieĂlich fördert MedienpĂ€dagogik die Medienkritik, die sich sowohl auf die gesellschaftliche Medienentwicklung als auch die (selbstreflexive) Mediennutzung und die eigene Gestaltung mit Medien bezieht
Endothelial function in patients with metabolic syndrome and erectile dysfunction : a question of Angiopoietin imbalance?
Erectile dysfunction (ED) is a highly prevalent disease whose aetiology is mostly vasculogenic. It is nowadays considered a marker of future cardiovascular events reflecting the underlying endothelial dysfunction, the common link with the metabolic syndrome (MetS). The recent association between MetS, endothelial dysfunction and peripheral artery disease, but not with coronary artery disease (CAD), suggests that the pathophysiologies of CAD and peripheral artery disease may be distinct. Moreover, several recent studies support an emerging role for an imbalance of angiogenic growth factor levels like Angiopoietin 1 and 2 in cardiovascular disease, considering its intimate association with chronic low-grade inflammation. We aim to find a correlation between Angiopoietins levels and systemic and local endothelial function in MetS and ED patients. Forty-five MetS patients with ED were enrolled. ED severity was assessed by International Index of Erectile Function questionnaire (IIEF5) and penile duplex Doppler ultrasound (PDDU). Endothelial function was assessed by Peripheral arterial tonometry (PAT), and serum asymmetric dimethylarginine (ADMA), Ang1 and Ang2 levels. Obesity and hypertension were the most frequent MetS parameters (91.1 and 88.9% respectively). Severe ED was present in 35.6% of patients. Penile haemodynamic was impaired in 77.5%. Endothelial dysfunction (PAT criteria) was present in 40.9% of patients. Ang2 levels were significantly higher in men with abdominal obesity. We observed an inverse correlation between Ang1 and peak systolic velocity, and in patients with penile arterial dysfunction, Ang1 levels were significantly higher and Ang2/Ang1 ratio significantly lower, than patients with normal arterial function. Neither ADMA nor PAT parameters were correlated with ED severity evaluated by IIEF5 or PDDU exam. In conclusion, there is an imbalance of angiopoietins in MetS and ED patients. The absence of correlation with PAT or ADMA levels suggests that angiopoietins may be early markers of endothelial dysfunction in this population of higher cardiovascular risk
Personalized medicine: new genomics, old lessons
Personalized medicine uses traditional, as well as emerging concepts of the genetic and environmental basis of disease to individualize prevention, diagnosis and treatment. Personalized genomics plays a vital, but not exclusive role in this evolving model of personalized medicine. The distinctions between genetic and genomic medicine are more quantitative than qualitative. Personalized genomics builds on principles established by the integration of genetics into medical practice. Principles shared by genetic and genomic aspects of medicine, include the use of variants as markers for diagnosis, prognosis, prevention, as well as targets for treatment, the use of clinically validated variants that may not be functionally characterized, the segregation of these variants in non-Mendelian as well as Mendelian patterns, the role of geneâenvironment interactions, the dependence on evidence for clinical utility, the critical translational role of behavioral science, and common ethical considerations. During the current period of transition from investigation to practice, consumers should be protected from harms of premature translation of research findings, while encouraging the innovative and cost-effective application of those genomic discoveries that improve personalized medical care
