    Balancing Pastoral and Plantation Forestry Options in New Zealand and the Role of Agroforestry

    Pastoral agriculture and forestry enterprises are key features of New Zealand’s landscape and are very important economically. They are competing landuses, particularly on moderate to steep hill country. Agroforestry involving spaced trees of Pinus radiata on pasture was developed in the 1970s to provide dual incomes from livestock enterprises and the later tree crop. In contrast, wide-spaced trees of predominantly Populus and Salix spp. are planted mainly for erosion control. Characteristics of pastoralism and plantation forestry are reviewed, including trends in conversions between these landuses. Roles, challenges and opportunities with wide-spaced trees are presented, together with current and future research initiatives. Pastoralism and forestry will continue to compete strongly for hill country sites and at present there is an increasing trend of converting previously forested areas to pasture, particularly in the central North Island. Agroforestry involving Pinus radiata has virtually ceased because of adverse effects on wood quality, pasture production and animal performance. There are millions of wide-spaced trees of Populus and Salix spp. on hill country and their planting is expected to continue unabated because they are the most practical and efficient means of enabling pastoralism on erodible slopes and they provide multiple ecosystem services. The species have significant advantages compared to other woody species but many older trees have grown very large because they have received negligible or no silviculture. This is an increasing problem, requiring development and implementation of appropriate management strategies.     Exploring the dynamics of compliance with community penalties

    In this paper, we examine how compliance with community penalties has been theorized hitherto and seek to develop a new dynamic model of compliance with community penalties. This new model is developed by exploring some of the interfaces between existing criminological and socio-legal work on compliance. The first part of the paper examines the possible definitions and dimensions of compliance with community supervision. Secondly, we examine existing work on explanations of compliance with community penalties, supplementing this by drawing on recent socio-legal scholarship on private individuals’ compliance with tax regimes. In the third part of the paper, we propose a dynamic model of compliance, based on the integration of these two related analyses. Finally, we consider some of the implications of our model for policy and practice concerning community penalties, suggesting the need to move beyond approaches which, we argue, suffer from compliance myopia; that is, a short-sighted and narrowly focused view of the issues

    Towards a 21st-century roadmap for biomedical research and drug discovery:consensus report and recommendations

    Decades of costly failures in translating drug candidates from preclinical disease models to human therapeutic use warrant reconsideration of the priority placed on animal models in biomedical research. Following an international workshop attended by experts from academia, government institutions, research funding bodies, and the corporate and nongovernmental organisation (NGO) sectors, in this consensus report, we analyse, as case studies, five disease areas with major unmet needs for new treatments. In view of the scientifically driven transition towards a human pathway-based paradigm in toxicology, a similar paradigm shift appears to be justified in biomedical research. There is a pressing need for an approach that strategically implements advanced, human biology-based models and tools to understand disease pathways at multiple biological scales. We present recommendations to help achieve this

    Quantum state preparation and macroscopic entanglement in gravitational-wave detectors

    Long-baseline laser-interferometer gravitational-wave detectors are operating at a factor of 10 (in amplitude) above the standard quantum limit (SQL) within a broad frequency band. Such a low classical noise budget has already allowed the creation of a controlled 2.7 kg macroscopic oscillator with an effective eigenfrequency of 150 Hz and an occupation number of 200. This result, along with the prospect for further improvements, heralds the new possibility of experimentally probing macroscopic quantum mechanics (MQM) - quantum mechanical behavior of objects in the realm of everyday experience - using gravitational-wave detectors. In this paper, we provide the mathematical foundation for the first step of a MQM experiment: the preparation of a macroscopic test mass into a nearly minimum-Heisenberg-limited Gaussian quantum state, which is possible if the interferometer's classical noise beats the SQL in a broad frequency band. Our formalism, based on Wiener filtering, allows a straightforward conversion from the classical noise budget of a laser interferometer, in terms of noise spectra, into the strategy for quantum state preparation, and the quality of the prepared state. Using this formalism, we consider how Gaussian entanglement can be built among two macroscopic test masses, and the performance of the planned Advanced LIGO interferometers in quantum-state preparation

    The present supplement summarizes the proceedings of the symposium “Implementing practice guidelines: A workshop on guidelines dissemination and implementation with a focus on asthma and COPD”, which took place in Quebec City, Quebec, from April 14 to 16, 2005. This international symposium was a joint initiative of the Laval University Office of Continuing Medical Education (Bureau de la Formation Médicale Continue), the Canadian Thoracic Society and the Canadian Network for Asthma Care, and was supported by many other organizations and by industrial partners. The objectives of this meeting were to examine the optimal implementation of practice guidelines, review current initiatives for the implementation of asthma and chronic obstructive pulmonary disease (COPD) guidelines in Canada and in the rest of the world, and develop an optimal strategy for future guideline implementation. An impressive group of scientists, physicians and other health care providers, as well as policy makers and representatives of patients’ associations, the pharmaceutical industry, research and health networks, and communications specialists, conveyed their perspectives on how to achieve these goals

    Rights Without Remedies: The Court Party Theory and the Demise of the Court Challenges Program

    The author argues that the Court Challenges Program’s 2006 cancellation was based on claims that judicial review is undemocratic, including those made by three academics, Rainer Knopff, F.L. Morton and Ian Brodie; the Court Party Theorists (the “CPT”). Through a study of Charter equality cases, this paper examines the CPT’s arguments regarding judicial activism, interest groups and interveners and finds they are largely unsupported by statistical evidence. Further, the debate about judicial review and democracy obscures judicial review’s important auditing function over the legislature’s constitutional adherence. This audit depends on individuals’ capacity to pursue Charter litigation, an ability compromised by the access to justice crisis. The author examines this crisis and the efforts to fill the funding gap left by the CCP’s cancellation and concludes that a publicly-funded program like the CCP is best-placed to ensure that the Charter remains a relevant tool for enforcing fundamental human rights in Canada.MAS

    Ecological mitigation of hillslope instability: ten key issues facing researchers and practitioners

    Background Plants alter their environment in a number of ways. With correct management, plant communities can positively impact soil degradation processes such as surface erosion and shallow landslides. However, there are major gaps in our understanding of physical and ecological processes on hillslopes, and the application of research to restoration and engineering projects. Scope To identify the key issues of concern to researchers and practitioners involved in designing and implementing projects to mitigate hillslope instability, we organized a discussion during the Third International Conference on Soil Bio- and Eco-Engineering: The Use of Vegetation to Improve Slope Stability, Vancouver, Canada, July 2012. The facilitators asked delegates to answer three questions: (i) what do practitioners need from science? (ii) what are some of the key knowledge gaps? (iii) what ideas do you have for future collaborative research projects between practitioners and researchers? From this discussion, ten key issues were identified, considered as the kernel of future studies concerning the impact of vegetation on slope stability and erosion processes. Each issue is described and a discussion at the end of this paper addresses how we can augment the use of ecological engineering techniques for mitigating slope instability. Conclusions We show that through fundamental and applied research in related fields (e.g., soil formation and biogeochemistry, hydrology and microbial ecology), reliable data can be obtained for use by practitioners seeking adapted solutions for a given site. Through fieldwork, accessible databases, modelling and collaborative projects, awareness and acceptance of the use of plant material in slope restoration projects should increase significantly, particularly in the civil and geotechnical communities.
