    The Politics of Petitioning: Parliament, Government and Subscriptional Cultures in the United Kingdom, 1780-1918

    Over the course of the long nineteenth century, people in the United Kingdom signed a wide variety of petitions, addresses, testimonials, and related documents. Though many forms of subscriptional culture had medieval and early modern origins, their transformations across this period reveal the shifting perceptions of the crown, parliament, the administrative state, and local government. The article draws on a dataset of more than 1 million petitions to the House of Commons and surviving data from the House of Lords, alongside qualitative evidence of signed addresses to other authorities. This reveals a pattern whereby applications and requests increasingly took new, bureaucratic forms, and petitions became more closely associated with the representation of public opinion. The study suggests the value of examining the practices and processes, alongside the languages and ideas, that shaped political culture. This emphasises the participatory and representative politics of name‐signing as a means to materialise popular opinion in a responsive ‐ but not democratic ‐ state

    The formation of longitudinal fronts in a coastal plain estuary

    Longitudinal estuarine fronts, aligned parallel to the axis of the estuary, are characteristic of the York River. Their time scale for genesis and decay is of the order of hours; they are usually located at the inner edge of the shoals or over the main channel. Field measurements have shown marked intratidal differences in density and current speeds across this estuary. These can be correlated with changes in depth and the strength of the advective processes. Differential advection between the channel and shoal regions, when acting upon a constant longitudinal density gradient, is shown to be of sufficient magnitude to generate strong lateral density gradients, and thus fronts, at particular times within the tidal cycle

    Lateral variability in a coastal plain estuary (fronts, density, lateral circulation)

    A series of observations of the density distribution across the York River estuary documents distinct lateral differences in density and degree of vertical mixing. The magnitude of the density differences varies throughout the tidal cycle; maximum lateral gradients occur at times of minimum current. When the density distribution is sufficiently inhomogeneous, longitudinal estuarine fronts are generated. These fronts are axially aligned, up to several miles in length, and are apparent for less than 2 hours at any given location. Although the density difference across the frontal boundary is often small, horizontal pressure gradients acting over a broad frontal region generate the convergent circulations necessary to maintain these fronts. Measurements of the longitudinal velocities across the same section reveals negligible phase difference but a significant amplitude difference between the currents in the channel and those over the shoals. Differential advection across the estuary due to this velocity shear is the process by which the observed density distribution is generated

    Children's rights in business have become a controversial topic in the public arena where cases of child labour in the supply chain tend to dominate discussions. This review takes a wider perspective on children as producers, consumers, stakeholders and generally agents in, rather than passive recipients of, business processes. It eschews questions surrounding the ethics of the international business agenda as regards children in order to focus on the child's right to expression and to be heard. This, it is argued, is a much more neglected debate which, if better understood and more widely acted upon, would drive forward policy action as regards children's rights in business

    Machine-learning-based calving prediction from activity, lying, and ruminating behaviors in dairy cattle

    The objective of this study was to use automated activity, lying, and rumination monitors to characterize prepartum behavior and predict calving in dairy cattle. Data were collected from 20 primiparous and 33 multiparous Holstein dairy cattle from September 2011 to May 2013 at the University of Kentucky Coldstream Dairy. The HR Tag (SCR Engineers Ltd., Netanya, Israel) automatically collected neck activity and rumination data in 2-h increments. The IceQube (IceRobotics Ltd., South Queensferry, United Kingdom) automatically collected number of steps, lying time, standing time, number of transitions from standing to lying (ly-. ing bouts), and total motion, summed in 15-min increments. IceQube data were summed in 2-h increments to match HR Tag data. All behavioral data were collected for 14 d before the predicted calving date. Retrospective data analysis was performed using mixed linear models to examine behavioral changes by day in the 14 d before calving. Bihourly behavioral differences from baseline values over the 14 d before calving were also evaluated using mixed linear models. Changes in daily rumination time, total motion, lying time, and lying bouts occurred in the 14 d before calving. In the bihourly analysis, extreme values for all behaviors occurred in the final 24 h, indicating that the monitored behaviors may be useful in calving prediction. To determine whether technologies were useful at predicting calving, random forest, linear discriminant analysis, and neural network machine -learning techniques were constructed and implemented using R version 3.1.0 (R Foundation for Statistical Computing, Vienna, Austria). These methods were used on variables from each technology and all combined variables from both technologies. A neural network analysis that combined variables from both technologies at the daily level yielded 100.0% sen-sitivity and 86.8% specificity. A neural network analysis that combined variables from both technologies in bihourly increments was used to identify 2-h periods in the 8 h before calving with 82.8% sensitivity and 80.4% specificity. Changes in behavior and machine-learning alerts indicate that commercially marketed behavioral monitors may have calving prediction potential

    Infection control and the prevalence, management and outcomes of SARS-CoV-2 infections in mental health wards in London, UK: lessons learned from wave 1 to wave 2.

    BACKGROUND: Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) disease (COVID-19) has high morbidity and mortality in older adults and people with dementia. Infection control and prevention measures potentially reduce transmission within hospitals. AIMS: We aimed to replicate our earlier study of London mental health in-patients to examine changes in clinical guidance and practice and associated COVID-19 prevalence and outcomes between COVID-19 waves 1 and 2 (1 March to 30 April 2020 and 14 December 2020 to 15 February 2021). METHOD: We collected the 2 month period prevalence of wave 2 of COVID-19 in older (≥65 years) in-patients and those with dementia, as well as patients' characteristics, management and outcomes, including vaccinations. We compared these results with those of our wave 1 study. RESULTS: Sites reported that routine testing and personal protective equipment were available, and routine patient isolation on admission occurred throughout wave 2. COVID-19 infection occurred in 91/358 (25%; 95% CI 21-30%) v. 131/344, (38%; 95% CI 33-43%) P < 0.001 in wave 1. Hospitals identified more asymptomatic carriers (26/91; 29% v. 16/130; 12%) and fewer deaths (12/91; 13% v. 19/131; 15%; odds ratio = 0.92; 0.37-1.81) compared with wave 1. The patient vaccination uptake rate was 49/58 (85%). CONCLUSIONS: Patients in psychiatric in-patient settings, mostly admitted without known SARS-CoV-2 infection, had a high risk of infection compared with people in the community but lower than that during wave 1. Availability of infection control measures in line with a policy of parity of esteem between mental and physical health appears to have lowered within-hospital COVID-19 infections and deaths. Cautious management of vulnerable patient groups including mental health patients may reduce the future impact of COVID-19

    Time lost due to an attack: a novel patient-reported outcome measure for acute migraine treatments

    Objective We propose a new outcome measure to assess the efficacy of migraine treatments translating the approach of the Global Burden of Disease studies from a societal to an individual level: Instead of calculating "years lived with disability", we suggest estimating "time lost due to an attack".MethodsTime lost due to an attack is calculated by multiplying the duration and the degree of impaired functioning during an attack.ResultsTime lost due to an attack, different from other outcome measures, does not just focus on the short-term analgesic effects of treatments, but rather on the improvement of all migraine symptoms and restoration of functioning, also considering therapy-related impairment. Importantly, time lost due to an attack measures the entire time patients are not functioning normally, from onset to complete resolution.ConclusionsTime lost due to an attack represents a new paradigm to assess migraine burden in single patients for a patient-centered evaluation of both acute and prophylactic treatments.Paroxysmal Cerebral Disorder
