Implementasi Public Private Partnership dalam Pengembangan Pariwisata di Kabupaten Toraja Utara
The concept of Public Private Partnership (PPP) provides efficiency and Effectiveness in providing public services to the community, as well as helping the government sector deal with limited budget and resources in developing the tourism sector. This study aims to determine how the implementation of the Public Private Partnership (PPP) in tourism development in North Toraja Regency. This research uses a qualitative approach. Data collection was carried out by interview, observation and documentation study. Data processing techniques and data analysis were carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were: (a) the Culture and Tourism Office of North Toraja Regency; (b) Owner / Manager of Ke'te Kesu 'and Lempe Negeri Diatas Awan Tourism Object; (c) Visitors / Community. The results showed: (1) Equity shows the existence of a win-win solution in the distribution of cooperation which has an impact on receiving fees and tourism services; (2) The Effectiveness of this MoU (cooperation agreement) is seen to be effective in receiving revenue (retribution) and providing services to visitors or tourists; (3) The efficiency in this public-private collaboration shows that the use of resources in the development of tourist objects is proven to be more efficient with the involvement of the private sector; (4) Exportability shows the government gets a high risk of demand to meet the needs of tourist objects and compensation to communities affected by the construction of tourist attraction facilities and infrastructure.
Collaboration of actor in formulation of development program tourism destination in West Halmahera Regency. (Study In Tuada and Bobanehena Village, Jailolo District) - Indonesia

destination development program in Tuada and Bobanehena Village, Jailolo Sub regency, West Halmahera Regency. This research uses qualitative approach, with kind of Constructivism research. This study proves that there is collaboration between official and unofficial actors in the process of formulating tourism destination development program in three important aspects namely context, driver, and collaboration dynamic system. CORRUPTION RISK MANAGEMENT DETERMINATION IN CROSS SECTORAL PROGRAMS IN DEVELOPMENT OF INFRASTRUCTURE IN INDONESIA

Risk is a factor that has a bad influence and must be handled to achieve work completion that is limited by time, cost and quality. One form of risk that becomes a problem in an organization is the risk of corruption in cross-sector infrastructure development programs. This exploratory
descriptive study aims to explain the determinants of Corruption Risk Management in cross sectoral infrastructure development programs in South Sulawesi, Indonesia. Primary data were obtained from interviews with several parties involved in cross-sectoral infrastructure development programs. Meanwhile, secondary data in this study came from the mass media and documentation of infrastructure development in South Sulawesi. The results of the study found that in the implementation of cross-sectoral programs, infrastructure development in South Sulawesi has implemented Corruption Risk Management, but it is still incidental if a problem occurs and has not been fully implemented in all programs. The implementation, which is still incidental and has not been fully implemented in all cross-sectoral infrastructure development programs, is due to the absence of commitment from top management and also the active

Maladministration in Licensing Service: A study at the Office of One Mop Integrated Services and Investment, Ternate City
The government has consistently endeavored to enhance community welfare by improving public services, empowering communities, and fostering increased community participation. In this new service paradigm, the public is regarded as the service user, while the government assumes the role of the service provider. This study seeks to gain insights into the public’s perceptions of the licensing service process at the Office of One Stop Integrated Services and Investment in Ternate City. This research takes a qualitative approach, focusing on comprehending the socially constructed nature of reality. Specifically, it aims to address how social experiences are shaped and given meaning. This understanding is rooted in the belief that humans are symbolic beings who actively seek meaning in their lives. The findings of this study reveal that the public still expresses grievances and disappointments concerning the standard service procedures presented by service officers, particularly in terms of providing information on all types of services to the community. Furthermore, certain costs must be incurred by business operators due to incomplete submitted files, which result in further delays in processing. Additionally, the extended processing time (ranging from 7 to 30 days) for licensing services by officers can lead to additional costs borne by society.

Implementation of government regulation concerning assignment of teachers as school principal
The research was conducted to analyze the implementation of the Socialization/communication of the Minister of Education and Culture Regulation Number 6 of 2018 concerning the Assignment of Teachers as School Principals has not been carried out optimally by the Tidore Islands City Education Office. The research method used is descriptive qualitative by conducting direct interviews with selected informants. The results of the study found that the Socialization of Permendikbud Number 6 of 2018 concerning the Assignment of Teachers as Principals of Schools has not been comprehensive for all school principals, but is still carried out in a limited manner by inserting in the Education Regulation Socialization activities. Socialization of Permendikbud Number 6 of 2018 concerning the Assignment of Teachers as School Principals has not utilized the online network through communities that are members of the Whatsapp, Telegram, Facebook, and other application content
The effectiveness of driving license services in police station traffic unit
