    Citizens' perception of the Cohesion Policy and support for the European Union

    Using a novel database, this study assesses the impact of the perception of the personal benefits of the EU Cohesion Policy on support for the European project. The results show that the gap in support between people who claim to have benefited from the Cohesion Policy and those who feel they have not vanished once differences in individual traits and reverse causality are taken into account. This means that, despite the significant positive effect that the intensity of the Cohesion Policy in the region exerts on the perception of the policy, it does not stimulate support for the EU

    Immigrant integration policy-making in Italy. Regional policies in a multi-level governance perspective

    This article contributes to the debate on the local governance turn' by considering a recent immigration context: the Italian case. We analyse integration policies and governance processes in three regions: Lombardy, Piedmont and Emilia-Romagna. The aim is to shed new light on the multi-level governance relations that shape immigrant integration policies, taking into account the interdependencies of the vertical and horizontal dimensions of multi-level governance. The analysis points out the emergence of different multi-level governance arrangements and highlights the relevance of institutional and organisational factors in accounting for local differentiation. General traditions and established public-non-governmental organisation relations in the social policy field, the internal organisation of the regional administration (specialised staff versus general bureaucratic apparatus), and the role of ideology appear to make a difference. The implications of this analysis for multi-level governance scholarship are discussed, emphasising the need for a middle-range theory approach. Points for practitioners Multi-level governance is considered by policy scholars as a promising approach to make sense of increasingly complex policymaking processes, implying the interaction between different levels of government and between public and non-public actors. By considering the politically sensitive immigrant integration issue, this article attempts to point out how multi-level governance relations concretely take shape at the regional level in Italy, and which factors account for regional differentiation. Our study suggests that contextual and organisational factors are particularly relevant, that is, social policy traditions, the regions' internal organisation and the individual civil servants' attitudes.     Instances and connectors : issues for a second generation process language

    This work is supported by UK EPSRC grants GR/L34433 and GR/L32699Over the past decade a variety of process languages have been defined, used and evaluated. It is now possible to consider second generation languages based on this experience. Rather than develop a second generation wish list this position paper explores two issues: instances and connectors. Instances relate to the relationship between a process model as a description and the, possibly multiple, enacting instances which are created from it. Connectors refers to the issue of concurrency control and achieving a higher level of abstraction in how parts of a model interact. We believe that these issues are key to developing systems which can effectively support business processes, and that they have not received sufficient attention within the process modelling community.     This article examines how the governance of justice and internal security in Scotland could be affected by the outcome of the Scottish independence referendum in September 2014. The article argues that it is currently impossible to equate a specific result in the referendum with a given outcome for the governance of justice and internal security in Scotland. This is because of the complexities of the current arrangements in that policy area and the existence of several changes that presently affect them and are outside the control of the government and of the people of Scotland. This article also identifies an important paradox. In the policy domain of justice and internal security, a ‘no’ vote could, in a specific set of circumstances, actually lead to more changes than a victory of the ‘yes’ camp

    Autocracy-Sustaining Versus Democratic Federalism:Explaining the Divergent Trajectories of Territorial Politics in Russia and Western Europe

    This article provides a comparative assessment of territorial politics in Russia and Western Europe. The consolidation or deepening of regional autonomy in Western Europe contrasts with the transformation of Russia from a segmented and highly centrifugal state into a centralized authoritarian state in the course of just two decades. The consolidation of territorial politics in Western Europe is linked to the presence of endogenous safeguards that are built into their territorial constitutional designs and most importantly to the dynamics that emanate from multi-level party competition in the context of a liberal and multi-level democracy. In contrast, in Russia, neither endogenous safeguards nor multi-level party democracy play an important role in explaining the dynamics of Russian federalism, but who controls key state resources instead. We argue that under Putin power dependencies between the Russian center and the regions are strongest where regional democracy is at its weakest, thus producing ‘autocracy-sustaining’ instead of a democratic federation. By studying the relationship between federalism and democracy in cases where both concepts are mutually reinforcing (as in Western Europe) with the critical case of Russia where they are not, we question the widely held view that democracy is a necessary pre-condition for federalism.Peer reviewe

    Measuring and Comparing Party Ideology and Heterogeneity

    Estimates of party ideological positions in Western Democracies yield useful party-level information, but lack the ability to provide insight into intraparty politics. In this paper, we generate comparable measures of latent individual policy positions from elite survey data which enable analysis of elite-level party ideology and heterogeneity. This approach has advantages over both expert surveys and approaches based on behavioral data, such as roll call voting and is directly relevant to the study of party cohesion. We generate a measure of elite positions for several European countries using a common space scaling approach and demonstrate its validity as a measure of party ideology. We then apply these data to determine the sources of party heterogeneity, focusing on the role of intraparty competition in electoral systems, nomination rules, and party goals. We find that policy-seeking parties and centralized party nomination rules reduce party heterogeneity. While intraparty competition has no effect, the presence of these electoral rules conditions the effect of district magnitude
