Approaches to council housing management: a study of 'best value' implementation in two London boroughs
This thesis comprises research into the implementation of Best Value in council
housing. Best value is a nationally determined framework specifying the process which local authorities must use to review and improve the full range of their activities with regard to performance, quality, accountability and cost.
The aim of the research is to evaluate the extent to which local variables impact upon policy outcomes: the implementation of policy. The central research question is: 'In what ways were local relationships redefined following the introduction of Best
Value?'. The basis for the study is a view that local determination of policy by an influential group is enhanced through Best Value implementation, in contradiction with its intention.
The theoretical footing of this work is derived from a notion that managers 'bureau shape' when conditions allow, rather than 'empire build' as competing theories
maintain (Dunleavy 1991). It is hypothesised that Best Value was in part devised to check 'empire building' tendencies and this is a flawed assumption that could lead to unintended policy outcomes.
This notion is tested through field research examining the views of councillors, managers, front line workers and residents from two London boroughs, Westminster and Newham.
The conclusions drawn relay a set of determinants, each related: the nature of the policy in question; local actors' 'alignment' to that policy and the influence they have; and the extent and nature of change required to meet perceived policy directives. The essence of local policy determination relates to political context and the mediation of relationships between actors.
The final point made is that future research could fruitfully examine process as the measure of policy successes and failures, rather than policy outputs
Effect of PolyGlycopleX (PGX) consumption on blood lipid profiles in healthy, Low CVD risk overweight adults
Raised blood lipid levels are associated with a risk of a cardiovascular disease (CVD). Moderate reductions in several CVD factors such as total, low-density lipoprotein (LDL) cholesterol and non-high-density lipoprotein (non-HDL) cholesterol concentrations may be more effective in reducing overall risk than a major reduction in just one. A blind, randomised controlled trial was conducted with 120 healthy overweight (BMI 25–30) adults aged 25–70 years who were non-smokers, not diabetic and of low risk of cardiovascular disease, as assessed by the Framingham risk equation. Participants consumed 4.5 g PolyGlycopleX (PGX) as softgel capsules (PGXS) or 5 g PGX granules (PGXG) or 5 g rice flour (RF) with meals three times a day for 12 weeks. Total, LDL and non-HDL cholesterol were all significantly reduced (−6%, −5% and −3.5%, respectively) post the PGX granule treatment; however, PGX in softgel capsule form did not affect blood lipid profiles. Daily consumption of PGX granules in overweight low CVD risk adults produced lipid changes indicating a CVD preventative benefit
Cluster Spin Glass Distribution Functions in LaSrCuO
Signatures of the cluster spin glass have been found in a variety of
experiments, with an effective onset temperature that is frequency
dependent. We reanalyze the experimental results and find that they are
characterized by a distribution of activation energies, with a nonzero glass
transition temperature . While the distribution of activation
energies is the same, the distribution of weights depends on the process.
Remarkably, the weights are essentially doping independent.Comment: 5 pages, 5 ps figure
Surface and electronic structure of MOCVD-grown Ga(0.92)In(0.08)N investigated by UV and X-ray photoelectron spectroscopies
The surface and electronic structure of MOCVD-grown layers of
Ga(0.92)In(0.08)N have been investigated by means of photoemission. An
additional feature at the valence band edge, which can be ascribed to the
presence of In in the layer, has been revealed. A clean (0001)-(1x1) surface
was prepared by argon ion sputtering and annealing. Stability of chemical
composition of the investigated surface subjected to similar ion etching was
proven by means of X-ray photoemission spectroscopy.Comment: 13 pages, 6 figure
Rings and bars: unmasking secular evolution of galaxies
Secular evolution gradually shapes galaxies by internal processes, in
contrast to early cosmological evolution which is more rapid. An important
driver of secular evolution is the flow of gas from the disk into the central
regions, often under the influence of a bar. In this paper, we review several
new observational results on bars and nuclear rings in galaxies. They show that
these components are intimately linked to each other, and to the properties of
their host galaxy. We briefly discuss how upcoming observations, e.g., imaging
from the Spitzer Survey of Stellar Structure in Galaxies (S4G), will lead to

Revisiting the Local Scaling Hypothesis in Stably Stratified Atmospheric Boundary Layer Turbulence: an Integration of Field and Laboratory Measurements with Large-eddy Simulations
The `local scaling' hypothesis, first introduced by Nieuwstadt two decades
ago, describes the turbulence structure of stable boundary layers in a very
succinct way and is an integral part of numerous local closure-based numerical
weather prediction models. However, the validity of this hypothesis under very
stable conditions is a subject of on-going debate. In this work, we attempt to
address this controversial issue by performing extensive analyses of turbulence
data from several field campaigns, wind-tunnel experiments and large-eddy
simulations. Wide range of stabilities, diverse field conditions and a
comprehensive set of turbulence statistics make this study distinct
The Intentional Use of Service Recovery Strategies to Influence Consumer Emotion, Cognition and Behaviour
Service recovery strategies have been identified as a critical factor in the success of. service organizations. This study develops a conceptual frame work to investigate how specific service recovery strategies influence the emotional, cognitive and negative behavioural responses of . consumers., as well as how emotion and cognition influence negative behavior. Understanding the impact of specific service recovery strategies will allow service providers' to more deliberately and intentionally engage in strategies that result in positive organizational outcomes. This study was conducted using a 2 x 2 between-subjects quasi-experimental design. The results suggest that service recovery has a significant impact on emotion, cognition and negative behavior. Similarly, satisfaction, negative emotion and positive emotion all influence negative behavior but distributive justice has no effect
Holocene landscape intervention and plant food production strategies in island and mainland Southeast Asia
In the areas adjacent to the drowned Pleistocene continent of Sunda - present-day Mainland and Island SE Asia - the Austronesian Hypothesis of a diaspora of rice cultivators from Taiwan ~4200 years ago has often been linked with the start of farming. Mounting evidence suggests that these developments should not be conflated and that alternative explanations should be considered, including indigenous inception of complex patterns of plant food production and early exchange of plants, animals, technology and genes. We review evidence for widespread forest disturbance in the Early Holocene which may accompany the beginnings of complex food-production. Although often insubstantial, evidence for incipient and developing management of rainforest vegetation and of developing complex relationships with plants is present, and early enough to suggest that during the Early to mid-Holocene this vast region was marked by different approaches to plant food production. The trajectory of the increasingly complex relationships between people and their food organisms was strongly locally contingent and in many cases did not result in the development of agricultural systems that were recognisable as such at the time of early European encounters. Diverse resource management economies in the Sunda and neighbouring regions appear to have accompanied rather than replaced a reliance on hunting and gathering. This, together with evidence for Early Holocene interaction between these neighbours, gives cause for us to question some authors continued adherence to a singular narrative of the Austronesian Hypothesis and the 'Neolithisation' of this part of the world. It also leads us to suggest that the forests of this vast region are, to an extent, a cultural artefact
Some Consequences of Thermosolutal Convection: The Grain Structure of Castings
The essential principles of thermosolutal convection are outlined, and how convection provides a transport mechanism between the mushy region of a casting and the open bulk liquid is illustrated. The convective flow patterns which develop assist in heat exchange and macroscopic solute segregation during solidification; they also provide a mechanism for the transport of dendritic fragments from the mushy region into the bulk liquid. Surviving fragments become nuclei for equiaxed grains and so lead to blocking of the parental columnar, dendritic growth front from which they originated. The physical steps in such a sequence are considered and some experimental data are provided to support the argument
Dispersion of Ordered Stripe Phases in the Cuprates
A phase separation model is presented for the stripe phase of the cuprates,
which allows the doping dependence of the photoemission spectra to be
calculated. The idealized limit of a well-ordered array of magnetic and charged
stripes is analyzed, including effects of long-range Coulomb repulsion.
Remarkably, down to the limit of two-cell wide stripes, the dispersion can be
interpreted as essentially a superposition of the two end-phase dispersions,
with superposed minigaps associated with the lattice periodicity. The largest
minigap falls near the Fermi level; it can be enhanced by proximity to a (bulk)
Van Hove singularity. The calculated spectra are dominated by two features --
this charge stripe minigap plus the magnetic stripe Hubbard gap. There is a
strong correlation between these two features and the experimental
photoemission results of a two-peak dispersion in LaSrCuO, and
the peak-dip-hump spectra in BiSrCaCuO. The
differences are suggestive of the role of increasing stripe fluctuations. The
1/8 anomaly is associated with a quantum critical point, here expressed as a
percolation-like crossover. A model is proposed for the limiting minority
