    Unmaking citizens: passport removals, pre-emptive policing and the reimagining of colonial governmentalities

    With the intensifying securitization of Western borders in the global War on Terror citizenship rights are increasingly fragile. Measures introduced by the British government to deal with the terrorist threat at home include citizenship deprivation, temporary exclusion orders as well as passport removals. Whilst citizenship deprivation has provoked critique for its potential violations of international human rights conventions on statelessness, cancellations of passports have not been subjected to the same kind of critique. Drawing on recent debates and interview data we demonstrate the alignment of citizenship deprivation and passport removals and conclude that these measures serve the same goal: of unmaking citizens. In this paper, we discuss findings from novel empirical research with individuals who have been removed of their British passports to illuminate the racialized dynamics of this process and the reconfiguration of racial governmentalities

    ‘Ethnic group’, the state and the politics of representation

    The assertion, even if only by implication, that ‘ethnic group’ categories represent ‘real’ tangible entities, indeed identities, is commonplace not only in the realms of political and policy discourse but also amongst contemporary social scientists. This paper, following Brubaker (2002), questions this position in a number of key respects: of these three issues will dominate the discussion that follows. First, there is an interrogation of the proposition that those to whom the categories/labels refer constitute sociologically meaningful ‘groups’ as distinct from (mere) human collectivities. Secondly, there is the question of how these categories emerge, i.e. exactly what series of events, negotiations and contestations lie behind their construction and social acceptance. Thirdly, and as a corollary to the latter point, we explore the process of reification that leads to these categories being seen to represent ‘real things in the world’ (ibid.)

    Narratives of ethnic identity among practitioners in community settings in the northeast of England

    The increasing ethnic diversity of the UK has been mirrored by growing public awareness of multicultural issues, alongside developments in academic and government thinking. This paper explores the contested meanings around ethnic identity/ies in community settings, drawing on semi-structured interviews with staff from Children’s Centres and allied agencies conducted for a research project that examined the relationship between identity and the participation of parents/carers in services in northeast England. The research found that respondents were unclear about, especially, white ethnic identities, and commonly referred to other social categorizations, such as age, nationality, and circumstances such as mobility, when discussing service users. While in some cases this may have reflected legitimate attempts to resist overethnicizing non-ethnic phenomena, such constructions coexisted with assumptions about ethnic difference and how it might translate into service needs. These findings raise important considerations for policy and practice

    Is tolerance of faith helpful in English school policy? Reification, complexity and values education

    Government policies for teachers and schools in England promote values including tolerance of faiths and beliefs alongside law keeping, democracy and respect. Tolerance of faiths has been highlighted as a key value but complexities around tolerance make interpretations and applications of the policy difficult. Policy documents in this area are inevitably interpreted through the context of events and concerns and with the education accountability culture as a driving motivation. In addition, insights from leading scholarly treatments of tolerance raise further difficulties of conceptual clarity and moral worth. One treatment critiques tolerance discourses as sustaining unequal power relationships. Another posits tolerance as reciprocal respect necessary in a democracy. A key claim in the article is that teachers and school leaders are left to resolve difficulties in translating tolerance policy into practice with the threat of sanction through inspection and associated processes. The article identifies for the first time an additional specific danger that the context of this policy simplifies complex factors by compressing concerns about a number of issues into single category of the value of tolerance of religion. While tolerance of religion is necessary in plural liberal democracies, emphasizing religion contributes to a reification that religion is the determining identity criteria of concern which may have the unintended consequence of polarising interests and communities

    The Possibilities of Tolerance: Intercultural Dialogue in a Multicultural Europe

    Tolerance is everywhere. The Council of Europe endeavours to build it, schools are required to teach it, and neighbours are asked to extend it. It features in citizenship ceremonies, city-marketing campaigns, and religious texts and is attached to a variety of different objects, people, and behaviours. Yet despite its ubiquitous circulation as a moral good, critiques of tolerance as a way of relating have called for its rejection in favour of alternative projects such as respect and equality. In this paper I contextualise recent critiques and ask what possibilities remain for a politics of tolerance in multicultural Europe. In so doing, I argue that critiques are insufficiently attuned to the different contexts in which tolerance becomes productive and offer a starting point for further empirical research on its embodied practice. Using an example of dialogue, I argue that tolerance can be intrinsic to the development of alternative relations when positioned as part of an ongoing struggle to multiply ways of thinking and acting. I finish by reflecting on the relationship between tolerance, agonism, and dialogue, to outline a more pragmatic politics of difference, arguing that it is not enough to call for alternative projects without attending to the difficult and incremental learning that such projects demand

    Policing unacceptable protest in England and Wales: A case study of the policing of anti-fracking protests

    In recent years public order policing policy in England and Wales has undergone significant changes. A ‘human rights compliant’ model of protest policing has been developed since 2009 and this article makes a contribution to the body of academic work considering the impact of these changes on operational policing. Drawing upon a longitudinal case study of the policing of protests against ‘fracking’ in Salford, Greater Manchester, in 2013-2014, the article contrasts post-2009 policy and academic discourses on protest policing with the experiences of anti-fracking protesters. To develop this assessment, the article also draws attention to previously unexplored definitions of acceptable and unacceptable protest set out by police in more recent policy, and considers the extent to which these definitions are reflected in the police response to anti-fracking protest. The article suggests that a police commitment to a human rights approach to protest facilitation is, at least in the case of anti-fracking protest, contingent on the focus and form of political activism

    Migrant family display: a strategy for achieving recognition and validation in the host country

    This article draws on the narratives of 10 migrant families living in a predominantly White British northern UK city, Hull, and brings together the typically distinct fields of the sociology of family, transnational family studies and migration studies. By uniquely applying the lens of family display to migrant family accounts, this article offers a timely new way to understand the strategies migrant families employ when negotiating recognition and validation in an increasingly globalised world. Existing applications of family display focus on what might be referred to as unconventional families: same-sex couples, dual-heritage families, single-parent households, and families living in commercial homes. Furthermore, previous migration studies consider the strategies employed by migrant individuals, sometimes within a family, but do not do so through the lens of family display. The concept has not, then, been applied to migrant families and their everyday lives, and with a specific focus on understanding the influence of audience in family display. This article, therefore, contributes to migration and transnational family studies by providing a new way of understanding migrant family lives, and also advancing the concept of family display in three clear ways: by showing that migrant families do display family to audiences beyond the family–including the State–so as to present as a ‘legitimate’ family; by expanding understanding of how family display is enacted; and by arguing that broader narratives influence those related to ‘family’ and impact on how and why migrant families engage in family displays

    Turning the Tables: Media Constructions of British Asians from Victims to Criminals, 1962 to 2011

    Book synopsis: Media, Crime and Racism draws together contributions from scholars at the leading edge of their field across three continents to present contemporary and longstanding debates exploring the roles played by media and the state in racialising crime and criminalising racialised minorities. Comprised of empirically rich accounts and theoretically informed analysis, this dynamic text offers readers a critical and in-depth examination of contemporary social and criminal justice issues as they pertain to racialised minorities and the media. Chapters demonstrate the myriad ways in which racialised ‘others’ experience demonisation, exclusion, racist abuse and violence licensed – and often induced – by the state and the media. Together, they also offer original and nuanced analysis of how these processes can be experienced differently dependent on geography, political context and local resistance. This collection critically reflects on a number of globally significant topics including the vilification of Muslim minorities, the portrayal of the refugee ‘crisis’ and the representations and resistance of Indigenous and Black communities. This volume demonstrates that processes of racialisation and criminalisation in media and the state cannot be understood without reference to how they are underscored and inflected by gender and power.
