Extreme Longitudinal Variability of Plasma Structuring in the Equatorial Ionosphere on a Magnetically Quiet Equinoctial Day

We investigate the extreme longitudinal variability of equatorial scintillation under quiet magnetic conditions during 22–23 March 2002. Scintillation Network Decision Aid (SCINDA) observations show intense activity in the South American–Atlantic sector during local evening hours, whereas an absence of scintillation is seen in the far east Asian sector. Ground- and space-based measurements from SCINDA, the Global Ultraviolet Imager (GUVI), TOPEX, and a chain of GPS receivers are used in combination with the Utah State University Global Assimilation of Ionospheric Measurements (USU-GAIM) model to explore the relationship between the large-scale ionization distribution and small-scale irregularities at low latitudes in both the scintillating and nonscintillating longitude sectors. Our analysis shows that there are significant differences in the evolution of the ionization distributions during the evening hours, which are likely the result of differences in the daytime and postsunset vertical plasma drift in the two sectors. This study demonstrates the importance of USU-GAIM as a new tool for investigating longitudinal as well as day-to-day variability that is observed in the large-scale distribution of the ionosphere and how this relates to the occurrence of scintillation

Liberal market economies, business, and political finance: Britain under New Labour

The extent and nature of business financing of parties is an important feature of political finance. Britain’s transparent and permissive regulatory system provides an excellent opportunity to study business financing of parties. Business donations have been very important to the Conservative party over the last decade, and of only marginal importance to Labour. Unlike other Conservative contributors, business donors are more likely to contribute when the party is popular. In contrast to the previous period of Conservative government, the biggest British businesses tended to abstain from political finance under New Labour. However, their bias towards the Conservatives is affected by the party’s popularity and the closeness of an election. Britain shares the political importance of business financing of parties and its mixture of ideological and pragmatic motivations with other liberal market economies. However, in Britain the bias towards the right is much stronger and the role of big business more marginal

Learning and Expertise in Mineral Exploration Decision-Making: An Ecological Dynamics Perspective

The declining discovery rate of world-class ore deposits represents a significant obstacle to future global metal supply. To counter this trend, there is a requirement for mineral exploration to be conducted in increasingly challenging, uncertain, and remote environments. Faced with such increases in task and environmental complexity, an important concern in exploratory activities are the behavioural challenges of information perception, interpretation and decision-making by geoscientists tasked with discovering the next generation of deposits. Here, we outline the Dynamics model, as a diagnostic tool for situational analysis and a guiding framework for designing working and training environments to maximise exploration performance. The Dynamics model is based on an Ecological Dynamics framework, combining Newell’s Constraints model, Self Determination Theory, and including feedback loops to define an autopoietic system. By implication of the Dynamics model, several areas are highlighted as being important for improving the quality of exploration. These include: (a) provision of needs-supportive working environments that promote appropriate degrees of effort, autonomy, creativity and technical risk-taking; (b) an understanding of the wider motivational context, particularly the influence of tradition, culture and other ‘forms of life’ that constrain behaviour; (c) relevant goal-setting in the design of corporate strategies to direct exploration activities; and (d) development of practical, representative scenario-based training interventions, providing effective learning environments, with digital media and technologies presenting decision-outcome feedback, to assist in the development of expertise in mineral exploration targeting
