The Evolution of Collective Land Tenure Regimes in Pastoralist Societies: Lessons from Andean Countries
Much has been said about the importance of pastoralist livelihoods for the effective and sustainable use of drylands around the world. Yet, pastoralist societies are experiencing more pressures to their way of life than ever before. These pressures and changing trends are jeopardising pastoralist livelihoods as well as the sustainability of dryland resources.
In the face of this challenging reality, this paper aims to analyse how land tenure regimes of pastoralist societies living in the Andean altiplano have transformed over the last 50 years. It also discusses the implications of these transformations for the sustainability of resource management in these areas, based on the premise that a better understanding of customary land tenure regimes can help to inform public policy and decision making.GRADEELLA projectPractical Actio
Coordinación entre las políticas fiscal y ambiental en el Perú
Incluye BibliografíaEl objetivo del estudio es, identificar y evaluar los mecanismos usados entre los distintos niveles de gobierno [central, intermedio (provincial, estadual, distrital, departamental); y municipal] para asegurar la coordinación entre la política fiscal y los objetivos de política ambiental. Es de suma importancia por lo tanto, caracterizar eventuales 'fallas de coordinación' entre las políticas fiscal y ambiental (y si es el caso, también entre éstas y otras políticas sectoriales); que puedan estar afectando adversamente la gestión ambiental y el logro de metas nacionales de desarrollo sostenible dentro de los sectores económicos de interés para las autoridades ambientales y fiscales.
Sin embargo, la economía peruana no sobresale ni por el manejo adecuado (sostenible); de su riqueza natural, tal como lo muestran las estadísticas de deforestación y las tendencias de largo plazo de la riqueza hidrobiológica, ni por la maximización de beneficios económicos a través de la comercialización en los mercados interno y externo de los productos derivados de su capital natural. ¿Cuáles han sido las principales razones que nos han conducido a tal manejo de nuestros recursos? ¿Las políticas ambientales se encuentran claramente definidas e insertadas en las políticas nacionales de desarrollo? ¿Cuáles han sido los principales mecanismos de regulación aplicados en la explotación de recursos naturales? ¿Cómo se puede lograr, al mismo tiempo, el crecimiento económico sostenido y la conservación de la calidad ambiental y riqueza natural? ¿Qué papel juegan (pueden jugar); los incentivos (instrumentos); económicos para lograr estos objetivos? ¿Cuáles instrumentos se consideran con mayor viabilidad, dadas las capacidades de gestión y marcos institucionales prevalecientes? Estas son algunas de las preguntas que se buscaron responder en un Grupo Técnico Multisectorial, convocado y coordinado por el CONAM, y donde se ha enfatizado la identificación de nuevos incentivos de mercado para que los agentes económicos adopten nuevos procesos y tecnologías
Rotación y fertilización en sistemas de producción de la región semiárida bonaerense I : productividad (calidad y rendimiento) del trigo
p.67-75En la región semiárida bonaerense se estudió el efecto de 12 años de diferentes rotaciones con trigo (Triticum aestivum ) sobre la productividad del cultivo. Las rotaciones estudiadas fueron: TV, trigo-verdeos de invierno y verano; TI, trigo verdeos de invierno; TPa, trigo-alfalfa (Medicago sativa); TPc, trigo-pastura conso ciada. Todas ellas divididas en tratamientos sin (nf) y con (f) fertilizantes (N y P todos los años). Se incluyó la rotación trigo-pastoreo (TP), típica de la región. Se evaluaron la producción de materia seca total aérea (MSta), de grano, de paja, de proteína y el contenido de N en grano y paja. La inclusión de verdeos en la rotación produjo efecto positivo pero de corto p la zo , mejoró el rendimiento pero no la calidad proteica del grano. La fertilización incrementó el rendimiento pero sólo en TV mejoró la calidad. En las rotaciones con pastura el rendimiento en grano fue semejante, pero la respuesta a la fertilización fu e significativa solamente en TPc. La alfalfa como antecesor favoreció la mayor producción y calidad inicial de la materia seca del trigo, pero no se tradujo en incremento en el rendimiento en grano
‘Savage times come again’ : Morel, Wells, and the African Soldier, c.1885-1920
The African soldier trained in western combat was a figure of fear and revulsion in the late nineteenth and early twentieth centuries. My article examines representations of African soldiers in nonfictional writings by E.D. Morel about the Congo Free State (1885-1908), the same author’s reportage on African troops in post-First World War Germany, and H.G. Wells’s speculative fiction When the Sleeper Wakes (1899, 1910). In each text racist and anti-colonialist discourses converge in representing the African soldier as the henchman of corrupt imperialism. His alleged propensity for taboo crimes of cannibalism and rape are conceived as threats to white safety and indeed supremacy. By tracing Wells’s connections to the Congo reform campaign and situating his novel between two phases of Morel’s writing career, I interpret When the Sleeper Wakes as neither simply a reflection of past events in Africa or as a prediction of future ones in Europe. It is rather a transcultural text which reveals the impact of European culture upon the ‘Congo atrocities’, and the inscription of this controversy upon European popular cultural forms and social debates

Questions of presence
This article considers some of the ways in which ‘the black woman’ as both representation and embodied, sentient being is rendered visible and invisible and to link these to the multiple and competing ways in which she is ‘present’. The issues are engaged through three distinct but overlapping conceptualisations of ‘presence’. ‘Presence’ as conceived (and highly contested) in performance studies; ‘presence’ as conceived and worked with in psychoanalysis; and ‘presence’ as decolonising political praxis among indigenous communities. I use these conceptualisations of presence to consider the various ways in which the black woman as figure and as embodied/sentient subject has been made present/absent in different discursive registers. I also explore what is foreclosed and how this is itself linked to legacies of colonial ‘worlding’. I end with consideration of alternative modes of black women’s presence and how this offers a resource for new modes of sociality.

Financing shipping related investment projects has always been a focal area of debate and research within the international maritime industry since access to funding can determine the competitiveness of a capital-intensive business as well as its success or failure under adverse market conditions.
