Utilising applied behavioural research to execute subsidy reform in Kuwait
The Kuwait government is highly dependent on oil revenues; its fiscal position is exposed to fluctuations in crude oil prices. Reducing expenditures will make Kuwait’s government more fiscally robust in the context of volatile oil markets. Reforming subsides is one way by which the government can reduce expenditures. Electricity and water subsidies in Kuwait represent about 11–20 percent of fiscal expenditures. The goal of this paper is to identify behavioural interventions, ‘nudges’, that could help save electricity in the household sector, which consumes 50 percent of electricity produced. We developed the nudges by first, reviewing relevant behavioural literature; second, conducting focus group interviews; third, comparing Kuwait to other Gulf Cooperation Council countries; and last, testing the cultural appropriateness of the nudges. The first nudge we propose is making the government subsidy more salient for citizens. The second is activating social norms. The third is framing, adding a message that makes subscribers care for future generations. Lastly, there is the recognition of saving efforts through a reward system
Maximizing opportunities and minimizing risks for children online: the role of digital skills in emerging strategies of parental mediation
As internet use becomes widespread at home, parents are trying to maximize their children’s online opportunities while also minimizing online risks. We surveyed parents of 6- to 14-year-olds in eight European countries (N=6,400). A factor analysis revealed two strategies. Enabling mediation is associated with increased online opportunities but also risks. This strategy incorporates safety efforts, responds to child agency and is employed when parent or child is relatively digitally skilled, so may not support harm. Restrictive mediation is associated with fewer online risks but at the cost of opportunities, reflecting policy advice that regards media use as primarily problematic. It is favoured when parent or child digital skills are lower, potentially keeping vulnerable children safe yet undermining their digital inclusion
COVID-19 vaccine hesitancy in eight European countries: prevalence, determinants and heterogeneity
We examine heterogeneity in COVID-19 vaccine hesitancy across eight European countries. We reveal striking differences across countries, ranging from 6.4% of adults in Spain to 61.8% in Bulgaria reporting being hesitant. We experimentally assess the effectiveness of different messages designed to reduce COVID-19 vaccine hesitancy. Receiving messages emphasizing either the medical benefits or the hedonistic benefits of vaccination significantly increases COVID-19 vaccination willingness in Germany, whereas highlighting privileges contingent on holding a vaccination certificate increases vaccination willingness in both Germany and the United Kingdom. No message has significant positive effects in any other country. Machine learning-based heterogeneity analyses reveal that treatment effects are smaller or even negative in settings marked by high conspiracy beliefs and low health literacy. In contrast, trust in government increases treatment effects in some groups. The heterogeneity in vaccine hesitancy and responses to different messages suggests that health authorities should avoid one-size-fits-all vaccination campaigns
Negative Shocks Predict Change in Cognitive Function and Preferences: Assessing the Negative Affect and Stress Hypothesis
In the context of the current COVID-19 pandemic, households throughout the world have to cope with negative shocks. Previous research has shown that negative shocks impair cognitive function and change risk, time and social preferences. In this study, we analyze the results of a longitudinal multi-country survey conducted in Italy (N = 1652), Spain (N = 1660) and the United Kingdom (N = 1578). We measure cognitive function using the Cognitive Reflection Test and preferences traits (risk, time and social preferences) using an experimentally validated set of questions to assess the differences between people exposed to a shock compared to the rest of the sample. We measure four possible types of shocks: labor market shock, health shock, occurrence of stressful events, and mental health shock. Additionally, we randomly assign participants to groups with either a recall of negative events (more specifically, a mild reinforcement of stress or of fear/anxiety), or to a control group (to recall neutral or joyful memories), in order to assess whether or not stress and negative emotions drive a change in preferences. Results show that people affected by shocks performed worse in terms of cognitive functioning, are more risk loving, and are more prone to punish others (negative reciprocity). Data do not support the hypotheses that the result is driven by stress or by negative emotions
Arabs in Europe: arguments for and against integration
The recent wave of immigration across European countries has precipitated an unprecedented political crisis in many Western countries. This is compounded by the fact that the large majority of these migrants originate from Arab countries. Research has demonstrated that Arabs are devalued relative to other socioethnic groups. The present study sought to investigate representations of Arabs and their integration. Twenty-one interviews conducted in Malta were used to analyze the logic and structure of argumentation supporting both favorable and unfavorable positions relative to Arabs. The findings demonstrate a variety of perspectives founded on 6 major themes, namely cultural, sociopolitical, psychological, religious, stigma, and economic issues. All views were elaborated and warranted, and served to justify particular forms of social relations that make the integration of Arabs possible but highly difficult. In particular, findings demonstrate a lack of positive appraisals of Islam. These findings suggest that breaking the spiral of conflict between Europeans and the Arab communities they host requires affirmative action to redress the negative representational climate that Arab immigrants need to negotiate. Our study also introduces an innovative method for unpacking argumentation structures that mark representational fields. This serves to understand the ways by which social representations form and transform in everyday social interaction. This understanding is essential in designing smart policy that can cater to the logic of ordinary citizens
Designing and implementing a research integrity promotion plan: recommendations for research funders
Various stakeholders in science have put research integrity high on their agenda. Among them, research funders are prominently placed to foster research integrity by requiring that the organizations and individual researchers they support make an explicit commitment to research integrity. Moreover, funders need to adopt appropriate research integrity practices themselves. To facilitate this, we recommend that funders develop and implement a Research Integrity Promotion Plan (RIPP). This Consensus View offers a range of examples of how funders are already promoting research integrity, distills 6 core topics that funders should cover in a RIPP, and provides guidelines on how to develop and implement a RIPP. We believe that the 6 core topics we put forward will guide funders towards strengthening research integrity policy in their organization and guide the researchers and research organizations they fund

Toward an accurate prediction of inter-residue distances in proteins using 2D recursive neural networks
BACKGROUND: Protein inter-residue contact maps provide a translation and rotation invariant topological representation of a protein. They can be used as an intermediary step in protein structure predictions. However, the prediction of contact maps represents an unbalanced problem as far fewer examples of contacts than non-contacts exist in a protein structure. In this study we explore the possibility of completely eliminating the unbalanced nature of the contact map prediction problem by predicting real-value distances between residues. Predicting full inter-residue distance maps and applying them in protein structure predictions has been relatively unexplored in the past. RESULTS: We initially demonstrate that the use of native-like distance maps is able to reproduce 3D structures almost identical to the targets, giving an average RMSD of 0.5Å. In addition, the corrupted physical maps with an introduced random error of ±6Å are able to reconstruct the targets within an average RMSD of 2Å. After demonstrating the reconstruction potential of distance maps, we develop two classes of predictors using two-dimensional recursive neural networks: an ab initio predictor that relies only on the protein sequence and evolutionary information, and a template-based predictor in which additional structural homology information is provided. We find that the ab initio predictor is able to reproduce distances with an RMSD of 6Å, regardless of the evolutionary content provided. Furthermore, we show that the template-based predictor exploits both sequence and structure information even in cases of dubious homology and outperforms the best template hit with a clear margin of up to 3.7Å. Lastly, we demonstrate the ability of the two predictors to reconstruct the CASP9 targets shorter than 200 residues producing the results similar to the state of the machine learning art approach implemented in the Distill server. CONCLUSIONS: The methodology presented here, if complemented by more complex reconstruction protocols, can represent a possible path to improve machine learning algorithms for 3D protein structure prediction. Moreover, it can be used as an intermediary step in protein structure predictions either on its own or complemented by NMR restraints
