    This paper examines perceptions of time and institutional support for decision making and staff confidence in child welfare staffs ultimate decisions – examining differences and similarities between and within the service-oriented Nordic countries (Norway and Finland) and the risk-oriented Anglo-American countries (England and California). The study identifies a high degree of work pressure across all the countries, lines of predominantly vertical institutional support and relatively high confidence in decisions. Finland stands out with higher perceived work pressure and with a horizontal support line, whereas England stands out with workers having a lower degree of confidence in their own and others’ decisions

    Two Circular-Rotational Eigenmodes in Vortex Gyrotropic Motions in Soft Magnetic Nanodots

    We found, by micromagnetic numerical and analytical calculations, that the clockwise (CW) and counterclockwise (CCW) circular-rotational motions of a magnetic vortex core in a soft magnetic circular nanodot are the elementary eigenmodes existing in the gyrotropic motion with respect to the corresponding CW and CCW circular-rotational-field eigenbasis. Any steady-state vortex gyrotropic motions driven by a linearly polarized oscillating in-plane magnetic field in the linear regime can be perfectly understood according to the superposition of the two circular eigenmodes, which show asymmetric resonance characteristics reflecting the vortex polarization. The relative magnitudes in the amplitude and phase between the CCW and CW eigenmodes determine the elongation and orientation of the orbital trajectories of the vortex core motions, respectively, which trajectories vary with the polarization and chirality of the given vortex as well as the field frequency across the resonance frequency.Comment: 30 pages, 7 figure

    Differential Expression Of Gap Junction mRNAs And Proteins In The Developing Murine Kidney And In Experimentally Induced Nephric Mesenchymes

    The expression of three gap junction (GJ) proteins, alpha-1 (Cx43), beta-1 (Cx32), and beta-2 (Cx26), and their transcripts were examined during the ontogeny of the mouse and rat kidney. These proteins were expressed in two non-overlapping patterns. The alpha-1 GJ protein was first observed in mesenchymal cells in the 12-day mouse kidney. By day 14 and thereafter, the ai protein was detected in the transient S-shaped bodies, but not in the podocytes of the maturing glomeruli. After birth the antigen was retained in a small subset of secretory tubules.The beta-1 and beta-2 GJ proteins were similar in their developmental patterns. They were first detected in a small subset of secretory tubules in the subcortical zone of day 17 embryos. These tubules were identified by immunohistochemical markers to be proximal. At birth, practically all proximal tubules expressed the two antigens.This analysis of GJ proteins was consistent with the results of S1 nuclease protection assays showing that, while the alpha-1 mRNA appeared early during kidney development and declined around birth, the two beta mRNAs appeared later and became intensified during the last days of intrauterine development.In experimentally induced metanephric mesenchymes, a transient expression of the alpha-1 GJ protein was seen during the segregation of the tubular anlagen. beta-1 and beta-2 GJ proteins were not detected in such induced mesenchymes cultivated up to 7 days.These observations provide evidence for the cell-specific utilization of different GJ genes during different stages of kidney organogenesis. The alpha-1 gene is activated during the early segregation of the secretory tubule and might contribute to its compartmentalization, while the beta-1 and beta-2 gene products are not detected until advanced stages of development. The latter gene products might be correlated with the physiological activity of the proximal tubules in vivo, as they are not expressed in experimentally induced tubules detectable with markers for proximal tubules

    Cet article étudie la pertinence d'une analyse coût-bénéfice (ACB) basée sur la méthode des dommages évités pour évaluer des politiques de prévention des inondations. S'appuyant sur un cas d'étude dans la vallée de l'Orb (Hérault), il détaille les étapes de l'approche, notamment la modélisation des enjeux et le calcul des dommages moyens annuels. Il propose différentes formes de résultats : valeur actuelle nette, carte des dommages potentiels et carte des bénéfices attendus des projets, et montre comment ces résultats peuvent contribuer à la définition de stratégies de gestion des inondations, par exemple en déterminant les crues de projet. La discussion porte sur la transférabilité de la méthode, sur ses limites et les perspectives de développement. / This article explores the relevance of implementing a Cost-Benefit Analysis (CBA) of flood prevention policies via the Damage Avoided approach. Based on a case study in the Orb catchment (Hérault), the article reminds the different steps of the approach, in particular the modelization of assets in floodplains and the calculus of mean annual damages. The article proposes different ways to present the results : the net present value, a map of potential damage and a map of expected benefits, and shows how these results can contribute to the definition of flood management strategies, for example by the choice of design-floods. The discussion deals with the transferability of the method, its limits and perspectives for further developments

    Hot Stars and Cool Clouds: The Photodissociation Region M16

    We present high-resolution spectroscopy and images of a photodissociation region (PDR) in M16 obtained during commissioning of NIRSPEC on the Keck II telescope. PDRs play a significant role in regulating star formation, and M16 offers the opportunity to examine the physical processes of a PDR in detail. We simultaneously observe both the molecular and ionized phases of the PDR and resolve the spatial and kinematic differences between them. The most prominent regions of the PDR are viewed edge-on. Fluorescent emission from nearby stars is the primary excitation source, although collisions also preferentially populate the lowest vibrational levels of H2. Variations in density-sensitive emission line ratios demonstrate that the molecular cloud is clumpy, with an average density n = 3x10^5 cm^(-3). We measure the kinetic temperature of the molecular region directly and find T_H2 = 930 K. The observed density, temperature, and UV flux imply a photoelectric heating efficiency of 4%. In the ionized region, n_i=5x10^3 cm^(-3) and T_HII = 9500 K. In the brightest regions of the PDR, the recombination line widths include a non-thermal component, which we attribute to viewing geometry.Comment: 5 pages including 2 Postscript figures.     K-Band Spectroscopy of an Obscured Massive Stellar Cluster in the Antennae Galaxies (NGC 4038/4039) with NIRSPEC

    We present infrared spectroscopy of the Antennae Galaxies (NGC 4038/4039) with NIRSPEC at the W. M. Keck Observatory. We imaged the star clusters in the vicinity of the southern nucleus (NGC 4039) in 0.39" seeing in K-band using NIRSPEC's slit-viewing camera. The brightest star cluster revealed in the near-IR (M_K(0) = -17.9) is insignificant optically, but coincident with the highest surface brightness peak in the mid-IR (12-18 um) ISO image presented by Mirabel et al (1998). We obtained high signal-to-noise 2.03-2.45 um spectra of the nucleus and the obscured star cluster at R = 1900. The cluster is very young (age ~ 4 Myr), massive (M ~ 16E6 M_sun), and compact (density ~ 115 M_sun pc^(-3) within a 32 pc half-light radius), assuming a Salpeter IMF (0.1-100 M_sun). Its hot stars have a radiation field characterized by T_eff ~ 39,000 K, and they ionize a compact HII region with n_e ~ 10^4 cm^(-3). The stars are deeply embedded in gas and dust (A_V = 9-10 mag), and their strong FUV field powers a clumpy photodissociation region with densities n_H > 10^5 cm^(-3) on scales of ~ 200 pc, radiating L{H_2 1-0 S(1)}= 9600 L_sun.Comment: 4 pages, 4 embedded figures, uses emulateapj.sty.     The Combined Impact Of IgLON Family Proteins Lsamp And Neurotrimin On Developing Neurons And Behavioral Profiles In Mouse

    Cell surface neural adhesion proteins are critical components in the complex orchestration of cell proliferation, apoptosis, and neuritogenesis essential for proper brain construction and behavior. We focused on the impact of two plasticity-associated IgLON family neural adhesion molecules, Neurotrimin (Ntm) and Limbic system associated membrane protein (Lsamp), on mouse behavior and its underlying neural development. Phenotyping neurons derived from the hippocampi of Lsamp−/−, Ntm−/− and Lsamp−/−Ntm−/− mice was performed in parallel with behavioral testing. While the anatomy of mutant brains revealed no gross changes, the Ntm−/− hippocampal neurons exhibited premature sprouting of neurites and manifested accelerated neurite elongation and branching. We propose that Ntm exerts an inhibitory impact on neurite outgrowth, whereas Lsamp appears to be an enhancer of the said process as premature neuritogenesis in Ntm−/− neurons is apparent only in the presence of Lsamp. We also show interplay between Lsamp and Ntm in regulating tissue homeostasis: the impact of Ntm on cellular proliferation was dependent on Lsamp, and Lsamp appeared to be a positive regulator of apoptosis in the presence of Ntm. Behavioral phenotyping indicated test-specific interactions between Lsamp and Ntm. The phenotypes of single mutant lines, such as reduced swimming speed in Morris water maze and increased activity in the elevated plus maze, were magnified in Lsamp−/−Ntm−/− mice. Altogether, evidence both from behavioral experiments and cultured hippocampal cells show combined and differential interactions between Ntm and Lsamp in the formation of hippocampal circuits and behavioral profiles. We demonstrate that mutual interactions between IgLON molecules regulate the initiation of neurite sprouting at very early ages, and even cell-autonomously, independent of their regulation of cell-cell adhesion

    The Origin And Loss Of Periodic Patterning In The Turtle Shell

    The origin of the turtle shell over 200 million years ago greatly modified the amniote body plan, and the morphological plasticity of the shell has promoted the adaptive radiation of turtles. The shell, comprising a dorsal carapace and a ventral plastron, is a layered structure formed by basal endochondral axial skeletal elements (ribs, vertebrae) and plates of bone, which are overlain by keratinous ectodermal scutes. Studies of turtle development have mostly focused on the bones of the shell; however, the genetic regulation of the epidermal scutes has not been investigated. Here, we show that scutes develop from an array of patterned placodes and that these placodes are absent from a soft-shelled turtle in which scutes were lost secondarily. Experimentally inhibiting Shh, Bmp or Fgf signaling results in the disruption of the placodal pattern. Finally, a computational model is used to show how two coupled reaction-diffusion systems reproduce both natural and abnormal variation in turtle scutes. Taken together, these placodal signaling centers are likely to represent developmental modules that are responsible for the evolution of scutes in turtles, and the regulation of these centers has allowed for the diversification of the turtle shell
