Livelihoods, conflict and aid programming: Is the evidence base good enough?
In conflict-affected situations, aid-funded livelihood interventions are often tasked with a dual
imperative: to generate material welfare benefits and to contribute to peacebuilding outcomes.
There may be some logic to such a transformative agenda, but does the reality square with the
rhetoric? Through a review of the effectiveness of a range of livelihood promotion interventions—from job creation to microfinance—this paper finds that high quality empirical evidence
is hard to come by in conflict-affected situations. Many evaluations appear to conflate outputs
with impacts and numerous studies fail to include adequate information on their methodologies
and datasets, making it difficult to appraise the reliability of their conclusions. Given the primary
purpose of this literature—to provide policy guidance on effective ways to promote livelihoods—
this silence is particularly concerning. As such, there is a strong case to be made for a restrained

Barriers of solar energy uptake and the potential for mitigation solutions in Barbados
Understanding the barriers that inhibit the deployment of renewable energy technologies to achieve long-term reductions in carbon emissions from the use of fossil fuels is paramount to Barbados. Although there are targets towards renewable energy (solar, wind, biomass, geothermal) uptake, the share of these technologies in the energy mix does not exist in Barbados due to the total dependence on fossil fuels. In this paper, a review of potential challenges and the main problems for deployment of alternative energy sources is presented. Through interviews, questionnaires with a focus group of key personnel’s, the paper documents the lack of renewable energy sources (with emphasis on solar energy) as one of the main alternatives to meet the carbon emission targets set by the country. The barriers and challenges facing the implementation of solar energy deployment have been clarified. From the results, it is evident that significant policy barriers still exist at the country level, which has reduced the effectiveness of a concerted national effort to deploy renewables. The current policy landscape which benefits from fossil fuel imports, the lack of technical know-how and the lack of research and development in the renewable energy space are amongst the key barriers identified. The paper also outlines the key policy’s frameworks, regulatory environment and the lack of incentives, which encompasses the renewable energy sector, and presents a critical analysis of the barriers faced by the industry. Opportunité de création de technopoles dans les pays du Maghreb : enseignements à partir de l’exemple du secteur agro-alimentaire
International audienceCette communication s’appuie sur l’expérience acquise dans le domaine agroalimentaire, pour analyser l’opportunité de création de technopoles. Le concept de technopole, est particulièrement adapté au secteur agroalimentaire, dont la production est bien ancrée dans les territoires. Deux séries d’arguments peuvent justifier l’opportunité de création de technopoles agroalimentaires dans les pays du Maghreb : l’urgence des gains de compétitivité, face aux perspectives des marchés et à la fracture économique Nord-Sud ; l’exigence de dispositifs novateurs aptes à organiser les ressources cognitives et à permettre de réels transferts des savoirs, leur accumulation, et leur démultiplication locale. Ce sera l’objet des deux premières sections qui présentent un bref diagnostic, d’abord du contexte économique, et ensuite des systèmes de formation et de recherche, et de leurs interfaces avec les acteurs du territoire. La troisième section vient proposer des orientations et une réflexion sur les conditions de réussite des technopoles. Après avoir présenté les principaux facteurs clés de succès l’attention est porté sur la coopération internationale et la mise en place de réseaux qui s’impose à tous les niveaux des filières, et au sein des territoires. La dernière section est enfin consacrée à la présentation du cadre méthodologique adapté au projet de technopole. L’étude s’appuie sur trois types d’approches : analyse sectorielle, diagnostic institutionnel, diagnostic opérationnel (acteurs économiques, y compris l'économie des savoirs). L’évaluation consiste alors à confronter les résultats de ces trois analyses, en vue de vérifier la pertinence et la cohérence, à plusieurs niveaux, de tester la viabilité du projet, et d’opérer les ajustements nécessaires
