Departmental elections and the changing landscape of French politics
The departmental elections of March 2015 redrew the French political landscape, setting the new terms of electoral competition in advance of the regional elections of December 2015 and, more critically, the presidential election of AprilâMay 2017. These elections saw the far-right National Front (FN) come top in both rounds only to be outmanoeuvred by the mainstream parties and prevented from winning a single department. As a case study in voteâseat distortion, the elections highlighted a voting system effective in keeping the FN out of executive power but deficient in terms of democratic representation and inadequate as a response to the new tripartite realities of France's changing political landscape
Mandates matter: how decisive victories enhance expectations about government performance

However, the relationship between electoral outcomes and government policy performance is under-researched. In particular, little is known about the effect that the perceived narrowness of electoral victories has on expectations about incumbentsâ policy behaviour. Drawing on the literature on electoral mandates and framing theory, we examine how the way in which election results are portrayed by the media affects citizensâ confidence that winners will enact their policy programmes, using the 2015 UK election as a case study. Based on a survey experiment conducted in the aftermath of the race, we find that victories depicted as narrow increased scepticism about the incoming governmentâs ability to deliver on its promises, contradicting normative theories of electoral competition. Instead, and consistent with mandate interpretations, subjects â especially less political knowledgeable ones â became more likely to trust in the governmentâs ability to fulfil its campaign pledges when the Conservative electoral victory was presented as decisive. Besides shedding light on the link between the framing of election results and expectations about government performance, our results have potentially relevant implications for understanding how such expectations may affect actual policy-making and the enforcement of accountability.Economic and Social Research Council (ESRC
Disability and Political Representation: Analysing the Obstacles to Elected Office in the UK
Around 1 in 6 Europeans are disabled, yet there are few self-declared disabled politicians. Despite scholarly and political interest in the under-representation of various social groups, little attention has been paid to disabled people. This article identifies and analyses the barriers to elected office faced by disabled people by drawing upon interviews with 51 candidates and elected politicians in the UK. It reveals barriers which occur throughout the political recruitment process, from initial participation to selection and the election campaign. They broadly fall into (1) a lack of accessibility, including the built environment and documents; (2) a lack of resources to make events and activities accessible; and (3) ableism, including openly expressed prejudices but also a lack of awareness and willingness to make processes inclusive. While people with different impairments encounter some distinct barriers, all of them have similar experiences of obstacles and exclusion which go beyond those faced by people from other under-represented groups seeking elected office

Political values and extra-institutional political participation: The impact of economic redistributive and social libertarian preferences on protest behaviour
Previous studies have found that left-wing and libertarian individuals are more likely to engage in extra-institutional political activism. However, due to a lack of suitable data, studies to date have not analysed the relative influence of economic redistributive and social libertarian values for the intensity of protest participation. By analysing data from a unique cross-national dataset on participants in mass demonstrations in seven countries, this article addresses this gap in the literature and provides evidence of the relative impact of economic redistributive and social libertarian values in explaining different degrees of protest participation. We show that there are divergent logics underpinning the effect of the two value sets on extra-institutional participation. While both economically redistributive and libertarian social values support extra-institutional participation, economically redistributive protesters are mobilized to political action mainly through organizations, whereas the extra-institutional participation of social libertarian protesters is underpinned by their dissatisfaction with the workings of democracy
Hydrographic Observations During the 2002 IOC Contaminant Baseline Survey in the Western Pacific Ocean
The 2002 IOC Contaminant Baseline Survey in the western Pacific Ocean was the fourth in a series of cruises intended to establish the contemporary concentrations of trace elements and other materials in the major water masses of the ocean and to illuminate the pathways by which materials delivered to the surface ocean are incorporated in the subsurface waters. The expedition occupied 9 vertical profile stations encompassing the subtropical and subarctic gyre of the western North Pacific. In addition, underway surface water samples were collected during transits between the stations. This paper uses the temperature, salinity, nutrient, oxygen, and chlorophyll data to set the hydrographic and biological background for the other papers in this theme

Mitigation of Moral Hazard and Adverse Selection in Venture Capital Financing: The Influence of the Countryâs Institutional Setting
A venture capitalist (VC) needs to trade off benefits and costs when attempting to mitigate agency problems in their investor-investee relationship. We argue that signals of ventures complement the VCâs capacity to screen and conduct a due diligence during the pre-investment phase, but its attractiveness may diminish in institutional settings supporting greater transparency. Similarly, whereas a VC may opt for contractual covenants to curb potential opportunism by ventures in the post-investment phase, this may only be effective in settings supportive of shareholder rights enforcement. Using an international sample of VC contracts, our study finds broad support for these conjectures. It delineates theoretical and practical implications for how investors can best deploy their capital in different institutional settings whilst nurturing their relationships with entrepreneurs
The fulfillment of parties' election pledges : a comparative study on the impact of power sharing
Why are some parties more likely than others to keep the promises they made during previous election campaigns? This study provides the first comparative analysis that addresses this question with common definitions of pledges and fulfillment. We study the fulfillment of 18,743 pledges made in 54 election campaigns in 12 countries. We find high levels of pledge fulfillment for most parties that enter the government executive, and substantially lower levels for parties that do not. The findings challenge the common view of parties as promise breakers. The degree to which governing parties share power affects pledge fulfillment, with parties in single-party executives, both with and without legislative majorities, having the highest fulfillment rates. Within coalition governments, the likelihood of pledge fulfillment depends on whether the party receives the chief executive post and whether another governing party made a similar pledge, but not on the ideological range of the coalition
