Dynamic efficiency of enviromental policy: the case of intertemporal emissions trading

In this paper we analyze the effects of dynamic environmental policies on firms' optimal investment behavior within finite time horizons. We show that when finns are allowed to intertemporally trade their emissions, they invest in abatement in earlier periods, advancing compliance with future environmental standards. Therefore, policies such us emissions banking" enhances the dynamic efficiency of the marketable permits and derives substantial cost-savings by itself. We show the dynamics of banking policy and emissions trading when the firm faces a two step emission standard with strict requirements at the end of the programo The firm's optimaI trajectory under apure banking program is compared to command-and-control (CAC), Pigouvian taxes and emissions borrowing, aH for a finite time horizon. Banking introduces time flexibility, inducing the firm to over-comply with environmental standards in earlier periods, thus buying a delay in adjustment to future tighter policies. Finally, we analyze the dynamics of a pure emission trading program, where permits are available in a perfect competitive market, but do not last forever. Our results justify the current low trading in the U.S. Acid Rain Program (ARP) alld link firm's cost savings to the success of the banking policy

Los estudios culturales en Centroamérica.

En el presente artículo se considerará el inicio de los estudios culturales en Centroamérica y las diversas corrientes que influyeron en este cambio. Posteriormente, se analizará la problemática que supone el estudio del istmo, en términos de su diversidad y del desarrollo de adecuadas perspectivas comparativas. Por último, se revisarán los avances logrados por los estudios literarios y los desafíos planteados en el futuro inmediato

LOS ESTUDIOS CULTURALES EN CENTROAMÉRICA: EL DOCTORADO EN ESTUDIOS DE LA SOCIEDAD Y LA CULTURA, UNIVERSIDAD DE COSTA RICA

El presente trabajo discute sobre la necesidad de institucionalizar el trabajo inter, multi y transdisciplinario para analizar procesos socioculturales desde aproximaciones analíticas complejas. Segundo, resalta el papel de las alianzas de larga distancia con pares académicos, institucionales e interpersonales, como una opción para maximizar los recursos escasos de las universidades públicas latinoamericanas. Unido a lo anterior se consideran dos elementos pues construir redes académicas también obliga a repensar las diferencias entre las prácticas académicas latinoamericanas y de aquellos países del "Global North": la diferencia que se derivan del uso y acceso a las tecnologías de la información y, el valor relativo que desde los centros productores de conocimiento -léase el "Global North"- se le da a la participación de los académicos de la región. Tercero, se hace referencia específica a la experiencia con los estudios culturales en Centroamérica y el impacto de la migración

Polution linked to consumption: a study of policy instruments in an environmental differentiated oligopoly.

In this paper we evaluate tlle effeetiveness of alternative regulatory policies on redueing aggregate pollution in an environmental1y differentiated market. Two frrms frrst ehoose their environmental quality and then their priees in a market where eonsumers differ in their valuations of the environmental features of the produets. We frrst show that environmental standards may have an adverse impaet on aggregate pollution. Moreover, we fmd that a uniform ad-valorem tax rate unambiguously increases the level of pollution in the market. When the tax rate is set in favor of the environmentally eleaner produet, aggregate pollution deereases. El artículo presenta, a modo de breve ensayo, las diferencias entre la Sociedad de la Información, como construcción social inacabada, y el estadio evolutivo actual de las Infotecnologías como fenómeno sociotécnico complejo. Se repasa el fenómeno de la Web 2.0, desarrollado alrededor de una serie de tecnologías y herramientas generalmente asociadas al concepto de software "social". El autor dedica unos párrafos al análisis del nuevo contexto sociotécnico para repasar luego algunos extremos críticos y puntos clave de lo que se ha venido en llamar revolución "social" de la Red, enfrentando la percepción de una sociedad tecnológica frente a la emergencia de una tecnología "social

IRC 2.0. Medios para la información, la relación y la comunicación en la web 2.0

El ritmo acelerado al que llegan y desaparecen tendencias, novedades, herramientas, tecnologías, dispositivos, servicios, etc., en nuestra sociedad de la información exige a cualquier ciudadano cierta capacidad para interiorizar esa complejidad. En el artículo se presenta y desarrolla muy brevemente un modelo simplificado que nos ayudará en el análisis de tres fenómenos clave para entender el estadio evolutivo actual de la Web como parte más visible de la Red: el periodismo ciudadano, las redes sociales y la Web en tiempo real. Se basa en tres elementos (infotecnologías, personas y contenidos) y se articula sobre tres ejes (información, relación y comunicación). El modelo quiere servir al lector como herramienta intelectual y referencia conceptual para profundizar en cualquiera de sus dimensiones
