    Counting the costs of crime in Australia: a 2011 estimate

    This report estimates the costs of crime for the calendar year 2011. Executive summary This report seeks to estimate how much crime costs the Australian economy by calculating the number of crimes that come to the attention of the authorities and, using crime victimisation survey data, the number of crimes that are not recorded officially. A dollar figure is then calculated for each estimated crime event and an indication given of the total cost of each specific crime type in terms of actual loss, intangible losses, loss of output caused through the criminal conduct and other related costs such as medical expenses, where relevant. Added to these costs are the costs of preventing and responding to crime in the community including the costs of maintaining the criminal justice system agencies of police, prosecution, courts and correctional agencies, as well as a proportion of the costs of Australian and state and territory government agencies that have crime-related functions. Finally, a deduction is made for the value of property recovered in the case of property crime, as well as the amount of funds recovered from criminals under federal, state and territory proceeds of crime legislation. More detailed information about how each of these estimates was derived is provided in the main body of the report. Official attention paid to specific crime types, particularly drug-related crime and organised crime, affects both the reporting rate and also the cost of policing and correctional responses. In this sense, individual crime type costs and prevention and response costs are not mutually exclusive. Arguably, as individual crime types attract more attention, reporting rates increase and prevention and control of the crimes in question are seen as being deserving of increased resource

    Code Offset in the Exponent

    Fuzzy extractors derive stable keys from noisy sources. They are a fundamental tool for key derivation from biometric sources. This work introduces a new construction, code offset in the exponent. This construction is the first reusable fuzzy extractor that simultaneously supports structured, low entropy distributions with correlated symbols and confidence information. These properties are specifically motivated by the most pertinent applications - key derivation from biometrics and physical unclonable functions - which typically demonstrate low entropy with additional statistical correlations and benefit from extractors that can leverage confidence information for efficiency. Code offset in the exponent is a group encoding of the code offset construction (Juels and Wattenberg, CCS 1999). A random codeword of a linear error-correcting code is used as a one-time pad for a sampled value from the noisy source. Rather than encoding this directly, code offset in the exponent encodes by exponentiation of a generator in a cryptographically strong group. We introduce and characterize a condition on noisy sources that directly translates to security of our construction in the generic group model. Our condition requires the inner product between the source distribution and all vectors in the null space of the code to be unpredictable

    Burden of disease resulting from lead exposure at toxic waste sites in Argentina, Mexico and Uruguay

    Background: Though lead contaminated waste sites have been widely researched in many high-income countries, their prevalence and associated health outcomes have not been well documented in low- and middle-income countries. Methods: Using the well-established health metric disability-adjusted life year (DALY) and an exposure assessment method developed by Chatham-Stephens et al., we estimated the burden of disease resulting from exposure to lead at toxic waste sites in three Latin American countries in 2012: Argentina, Mexico and Uruguay. Toxic waste sites identified through Pure Earth’s Toxic Sites Identification Program (TSIP) were screened for lead in both biological and environmental sample media. Estimates of cardiovascular disease incidence and other outcomes resulting from exposure to lead were utilized to estimate DALYs for each population at risk. Results: Approximately 316,703 persons in three countries were at risk of exposure to pollutants at 129 unique sites identified through the TSIP database. Exposure to lead was estimated to result in between 51,432 and 115,042 DALYs, depending on the weighting factor used. The estimated burden of disease caused by exposure to lead in this analysis is comparable to that estimated for Parkinson’s disease and bladder cancer in these countries. Conclusions: Lead continues to pose a significant public health risk in Argentina, Mexico, and Uruguay. The burden of disease in these three countries is comparable with other widely recognized public health challenges. Knowledge of the relatively high number of DALYs associated with lead exposure may be used to generate support and funding for the remediation of toxic waste sites in these countries and others

    An active noise control system using a compact sound source is effective to reduce aircraft engine duct noise. The fan noise from a turbofan engine is controlled using an adaptive filtered-x LMS algorithm. Single multi channel control systems are used to control the fan blade passage frequency (BPF) tone and the BPF tone and the first harmonic of the BPF tone for a plane wave excitation. A multi channel control system is used to control any spinning mode. The multi channel control system to control both fan tones and a high pressure compressor BPF tone simultaneously. In order to make active control of turbofan inlet noise a viable technology, a compact sound source is employed to generate the control field. This control field sound source consists of an array of identical thin, cylindrically curved panels with an inner radius of curvature corresponding to that of the engine inlet. These panels are flush mounted inside the inlet duct and sealed on all edges to prevent leakage around the panel and to minimize the aerodynamic losses created by the addition of the panels. Each panel is driven by one or more piezoelectric force transducers mounted on the surface of the panel. The response of the panel to excitation is maximized when it is driven at its resonance; therefore, the panel is designed such that its fundamental frequency is near the tone to be canceled, typically 2000-4000 Hz

    Reconstructing long-term ecological data from annual census returns: a test for observer bias in counts of bird populations on Skokholm 1928–2002

    Long-term ecological data are essential for conservation and to monitor and evaluate the effects of environmental change. Bird populations have been routinely assessed on islands off the British coast for many years and here long term data for one such island, Skokholm, is evaluated for robustness in the light of some 20 changes in observers (wardens) on the island over nearly eight decades. It was found that the dataset was robust when compared to bootstrap data with no species showing significant changes in abundance in years when wardens changed. It is concluded that the breeding bird populations on Skokholm and other British offshore islands are an important scientific resource and that protocols should be enacted to ensure the archiving of records, the continuance of data collection using standardised protocols into the future, and the recognition of such long-term data for science in terms of an appropriate conservation designation
