Does the European Union have a reverse gear? Policy dismantling in a hyperconsensual polity
The financial crisis has triggered demands to halt and even reverse the expansion of European Union (EU) policies. But have these and previous demands actually resulted in policy dismantling? The existing literature has charted the rise of dismantling discourses such as subsidiarity and better regulation, but has not examined the net effect on the acquis. For the first time, this contribution addresses this gap in the literature through an empirical study of policy change between 1992 and 2014. It is guided by a coding framework which captures the direction of policy change. It reveals that, despite its disposition towards consensualism, the EU has become a new locus of policy dismantling. However, not all policies targeted have been cut; many have stayed the same and some have even expanded. It concludes by identifying new directions for research on a topic that has continually fallen into the analytical blind spot of EU scholars
Lateral absorption measurements of InAs/GaAs quantum dots stacks: Potential as intermediate band material for high efficiency solar cells
Prototypes based on InAs/GaAs QDs have been manufactured in order to realize the theoretically predicted high efficiency intermediate band solar cells (IBSCs). Unfortunately, until now, these prototypes have not yet demonstrated the expected increase in efficiency when compared with reference samples without IB material. One of the main arguments explaining this performance is the weak photon absorption in the QD-IB material, arising from a low density of QDs. In this work, we have analyzed the absorption coefficient of the IB material by developing a sample in an optical wave-guided configuration. This configuration allows us to illuminate the QDs laterally, increasing the path length for photon absorption. Using a multi-section metal contact device design, we were able to measure an absorption coefficient of ∼100 cm−1 around the band edge (∼1 eV ) defined by the transition in InAs/GaAs QD-IB materials. The use of an e-learning constructivist solution in workplace learning
We wished to investigate whether an e-learning approach which uses constructivist principles can be successfully applied to train employees in a highly specialised skill thought to require expert individuals and extensive prolonged training. The approach involved the development of an e-learning package which included simulations and interactivity, then experimental testing in a case study workplace environment with the collection of both quantitative and qualitative data to assess the effectiveness of the package. Our study shows that this e-learning strategy improved the skills of the inexperienced
operator significantly. We therefore propose that such programmes could be used as a work based training aid and used as a model system for the training of employees in complex skilled tasks in the workplace. This research demonstrates that the e-learning can be applied outside the traditional learning environment to train unskilled employees to undertake complex practical tasks which traditionally would involve prohibitively expensive instruction. This work also illustrates that simulations and interactivity are powerful tools in the design of successful e-learning packages in preparing learners for real world practical situations. Finally this study shows that workplace learners can be better served by elearning environments rather than conventional training as they allow asynchronous learning and private study which are valued by employees who have other demands on their time and are more comfortable receiving tuition privately Relevance to industry: E-learning using constructivist principles, and incorporating simulations and interactivity can be used successfully in the training of highly specialised and skilled tasks required in the

Multifractal stationary random measures and multifractal random walks with log-infinitely divisible scaling laws
We define a large class of continuous time multifractal random measures and
processes with arbitrary log-infinitely divisible exact or asymptotic scaling
law. These processes generalize within a unified framework both the recently
defined log-normal Multifractal Random Walk (MRW) [Bacry-Delour-Muzy] and the
log-Poisson "product of cynlindrical pulses" [Barral-Mandelbrot]. Our
construction is based on some ``continuous stochastic multiplication'' from
coarse to fine scales that can be seen as a continuous interpolation of
discrete multiplicative cascades. We prove the stochastic convergence of the
defined processes and study their main statistical properties. The question of
genericity (universality) of limit multifractal processes is addressed within
this new framework. We finally provide some methods for numerical simulations

A complex systems approach to constructing better models for managing financial markets and the economy
We outline a vision for an ambitious program to understand the economy and financial markets as a complex evolving system of coupled networks of interacting agents. This is a completely different vision from that currently used in most economic models. This view implies new challenges and opportunities for policy and managing economic crises. The dynamics of such models inherently involve sudden and sometimes dramatic changes of state. Further, the tools and approaches we use emphasize the analysis of crises rather than of calm periods. Inx(GayAl1-y)1-xAs quaternary alloys for quantum dot intermediate band solar cells
Within the context of quantum dot Intermediate Band Solar Cells (QD-IBSC), it is of interest to investigate the maximum value that can be achieved for the smaller of the transitions (EL), since values larger than 0.3 eV are required for improved performance. This work provides both theoretical and experimental arguments to verify the shift of the IB position to deeper energies by using an Inx(GayAl1−y)1−xAs capping layer, fulfilling the double function of increasing the QD size and eliminating the discontinuity in the conduction band between the quaternary cap and the GaAs barrier
Estimating the Fractal Dimension, K_2-entropy, and the Predictability of the Atmosphere
The series of mean daily temperature of air recorded over a period of 215
years is used for analysing the dimensionality and the predictability of the
atmospheric system. The total number of data points of the series is 78527.
Other 37 versions of the original series are generated, including ``seasonally
adjusted'' data, a smoothed series, series without annual course, etc. Modified
methods of Grassberger and Procaccia are applied. A procedure for selection of
the ``meaningful'' scaling region is proposed. Several scaling regions are
revealed in the ln C(r) versus ln r diagram. The first one in the range of
larger ln r has a gradual slope and the second one in the range of intermediate
ln r has a fast slope. Other two regions are settled in the range of small ln
r. The results lead us to claim that the series arises from the activity of at
least two subsystems. The first subsystem is low-dimensional (d_f=1.6) and it
possesses the potential predictability of several weeks. We suggest that this
subsystem is connected with seasonal variability of weather. The second
subsystem is high-dimensional (d_f>17) and its error-doubling time is about 4-7
days. It is found that the predictability differs in dependence on season. The
predictability time for summer, winter and the entire year (T_2 approx. 4.7
days) is longer than for transition-seasons (T_2 approx. 4.0 days for spring,
T_2 approx. 3.6 days for autumn). The role of random noise and the number of
data points are discussed. It is shown that a 15-year-long daily temperature
series is not sufficient for reliable estimations based on Grassberger and

Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study
The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a “past” that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion.
