    Vertexing detectors and vertexing performance in Run 2 in ALICE

    The ALICE apparatus includes an Inner Tracking System for high-precision vertexing and tracking at midrapidity. Thanks to this detector, remarkable results were obtained with Run 2 data in all collision systems studied at the LHC. In this contribution, the role of the ITS in the event, track and secondary vertex reconstruction is highlighted, and the comparison of the resolution on the track impact parameter to the collision point in data and Monte Carlo simulations is reported. Finally, some of the main physics results obtained in pp and Pb--Pb collisions relying on the excellent ALICE vertexing and tracking capabilities are presented

    Um sistema de espaços livres para São Paulo

    The system of urban free spaces constitutes a complex in interrelation with other systems - of drainage, transports, protection - whose functions may coincide with it or only juxtapose it, establishing relations of connectivity and complementarity with the environmental preservation, conservation and requalification, the urban circulation and drainage, the leisure activities, the imaginariness, the memory and the public social contact. In São Paulo this system may be only precariously appointed, since the group of the city free spaces, disconnected from its constructed surroundings, does not conform an articulated web of elements with locations, performance and several dimensions, such as the word system and its component elements suggest. Without the basic conditions to shelter the requirements of the contemporary public scope, it cannot be appointed as public space associated with the idea of location, access and distribution, leisure and conservation of natural resources - fundamental condition of the public freedom performance required by the city cultural entreaty.O sistema de espaços livres urbanos constitui um complexo em inter-relação com outros sistemas - de drenagem, de transportes, de proteção - cujas funções podem com as dele coincidir ou apenas justapor-se, tecendo relações de conectividade e complementaridade com a preservação, a conservação e a requalificação ambientais, a circulação e a drenagem urbanas, as atividades de lazer, o imaginário, a memória e o convívio social públicos. Em São Paulo, esse sistema pode ser apenas precariamente nomeado, dado que o conjunto de espaços livres da cidade, desconectado de seu entorno edificado, não conforma uma rede articulada de elementos com localizações, desempenho e tamanhos variados, tal como sugerem o termo sistema e seus elementos constituintes. Sem as condições básicas de abrigar as exigências da esfera pública contemporânea, não pode ser entendido como espaço público associado à ideia de localização, acessibilidade e distribuição, lazer e conservação de recursos naturais, condição fundamental para o desempenho das liberdades públicas demandadas pela instância cultural da cidade

    The global-local nexus and sustainable forest management: institutional translations in Brazil and Caatinga biome

    Sustainable Forest Management (SFM) strategies aim for the sustainable use of forest resources maintaining forest-related ecosystem services for future generations. SFM is a central concept in international debates on forest governance. However, how the concept of SFM ‘travels’ from these international debates and governance arenas to its implementation on the ground involves various institutional translations that result in different outcomes per locality. This thesis focuses on investigating how SFM institutions – rules, norms, and beliefs – are translated from their conceptualisation in international policy arenas, to domestic and sub-national policy and governance frameworks, and further down to their implementation in a specific locality. For the purpose of this thesis, SFM institutional translations are defined as processes through which SFM institutions are reshaped by actors across different levels of governance and social-ecological settings until their implementation on the ground. The thesis investigates how multiple actors from governmental and non-governmental organisations, including civil society and private industry and businesses, translate SFM institutions across different levels of governance, and explores how these translations occur specifically in Caatinga biome, in Brazil. Caatinga biome, a tropical dry forest, is often not the focus of research and policy efforts when discussing strategies to combat deforestation in Brazil, even though it represents one of the most biodiverse tropical dry forests in the world, and is home to the poorest population in Brazil. The main objective of this thesis is therefore to explore how SFM is translated within the global- local nexus of forest governance. The overall findings of this thesis demonstrate that horizontal interactions in the global-local nexus, in addition to vertical dynamics across administrative levels, are highly relevant for understanding how SFM institutions are translated in the Brazilian forest governance context. Moreover, in a country such as Brazil, which is home to multiple biomes, the different values that are given to forest resources in various regions are key factors that shape SFM institutional translations. Therefore, studying the interactions amongst actors, resources use, and governance systems within these different social-ecological settings is essential to understanding how SFM institutions are translated differently across the country. Finally, the findings of this thesis demonstrate that different groups of local actors, isolated or together, reject, adapt, and/or integrate SFM institutions through their local practices in order to cope with SFM implementation challenges. As such, the global-local nexus of SFM embodies a complex set of vertical and horizontal interactions amongst actors, forest resources, and governance systems. Within that complexity, greater sensitivity to sustainable use on multiple levels of governance – not just the global or the local - will be needed to enhance the ‘guardian’ role of local communities in the conservation of forest resources.</p

    Prisão perpétua e entrega de nacionais : um estudo sobre a compatibilidade constitucional do Estatuto de Roma do Tribunal Penal Internacional

    Trabalho de Conclusão de Curso (graduação)—Universidade de Brasília, Faculdade de Direito, 2018.O presente trabalho busca abordar a compatibilidade do Estatuto de Roma do Tribunal Penal Internacional com a Constituição Federal de 1988. Os objetos de análise são, justamente, o Estatuto e a Constituição. A pesquisa foi realizada por meio do levantamento de bibliografia relevante e a revisão de jurisprudência sobre o tema. O trabalho é divido em três partes. A primeira é uma abordagem histórica do Tribunal Penal Internacional, estabelecido como o primeiro tribunal internacional criminal de caráter permanente, visando combater a impunidade e promover um efetivo julgamento de graves violações a direitos humanos. Sucede-se com uma breve análise dos principais dispositivos do Estatuto, o que permite a melhor compreensão do tema. A segunda parte trata da análise da compatibilidade constitucional do Estatuto de Roma no que tange à entrega de nacionais e à previsão de pena de prisão perpétua, o que colidiria, a princípio, com proibições constitucionais. Vê-se que tais tensões são meramente aparentes, firmando-se a tese da compatibilidade entre os dois diplomas jurídicos. A terceira parte é no sentido de identificar as autoridades competentes a cooperarem com o TPI, propondo-se um método de cooperação ideal e um provisório, até que a questão seja pacificada legalmente e jurisprudencialmente. A conclusão é pela compatibilidade entre o Estatuto e a Constituição.This article deals with the compatibility of the Rome Statute of the International Criminal Court in regard to the Federal Constitution of 1988. The objects of analysis are, precisely, the Statute and the Constitution. The research was carried out by means of the collection of relevant publications and the review of the case law on the subject. The paper is divided into three parts. The first comprises a historical approach to the International Criminal Court, established as the first permanent international criminal tribunal, aimed at fighting impunity and promoting effective prosecution of serious human rights violations. This is followed by a brief analysis of the main provisions of the Statute, which allows for a better understanding of the topic. The second part covers an analysis of the constitutional compatibility of the Rome Statute with regard to the surrender of nationals and the provision of life imprisonment, which would, in principle, conflict with constitutional prohibitions. It will be argued that such tensions are merely apparent, upholding the compatibility of the two legal instruments. The third part identifies the competent authorities to co-operate with the ICC, suggesting an ideal and a provisional co-operation method, until the matter is settled legally and by the case law. The conclusion is that the Statute and the Constitution are compatible

Based upon these ideas, som e public program s of spatial intervention, in spite of their intention of representing the hole territory, frequently operates just in a few places where visibility assure some control power in the organization of the territory, worsen the problems of fragmentation and individualismNo Brasil dos últimos 40 anos, discursos desenvolvimentistas e, mais recentemente, o discurso neoliberal, sempre procuraram justificar a substituição da vida comunitária pela sociedade individualista, em cujos horizontes não se pode vislumbrar a possibilidade de construção de um modo de vida solidário. Apoiando-se neste discurso, alguns programas públicos de intervenção espacial, apesar de suas intenções de representar o território com o totalidade, o fazem apenas parcialmente e, freqüentemente, sobre lugares que, por sua visibilidade, detêm algum poder de comando na organização espacial, agravando o problema da fragmentação e do individualism
