    In the Dark: A Consumer Perspective on FCC Broadcast Indecency Denials

    Indecency regulation has been a hot political and social topic since Janet Jackson revealed her breast during the 2004 Super Bowl halftime show. The number of indecency complaints the FCC receives each year continues to rise. Moreover, to further complicate matters, in 2007 the Second Circuit overturned the FCC policy that so-called fleeting expletives would be considered indecent. However, there has been no systematic review of the complaints from the perspective of the complainant. How has the FCC managed its increasing indecency complaint load, and what does it tell consumers who have taken the time to write formal complaints about what they perceive to be indecent programming? The authors obtained indecency complaints about broadcast programming received and denied by the FCC in 2004 through a Freedom of Information Act request. The nature of the complaint, geographic area, and FCC response were examined from the standpoint of the consumer. The authors make several suggestions to improve the FCC\u27s handling of its increasing load of indecency complaints and its correspondence with the complainants. The authors also take a critical look at activist groups and their effect on the complaint process

    The development of a theory-based intervention to promote appropriate disclosure of a diagnosis of dementia

    Background: The development and description of interventions to change professional practice are often limited by the lack of an explicit theoretical and empirical basis. We set out to develop an intervention to promote appropriate disclosure of a diagnosis of dementia based on theoretical and empirical work. Methods: We identified three key disclosure behaviours: finding out what the patient already knows or suspects about their diagnosis; using the actual words 'dementia' or 'Alzheimer's disease' when talking to the patient; and exploring what the diagnosis means to the patient. We conducted a questionnaire survey of older peoples' mental health teams (MHTs) based upon theoretical constructs from the Theory of Planned Behaviour (TPB) and Social Cognitive Theory (SCT) and used the findings to identify factors that predicted mental health professionals' intentions to perform each behaviour. We selected behaviour change techniques likely to alter these factors. Results: The change techniques selected were: persuasive communication to target subjective norm; behavioural modelling and graded tasks to target self-efficacy; persuasive communication to target attitude towards the use of explicit terminology when talking to the patient; and behavioural modelling by MHTs to target perceived behavioural control for finding out what the patient already knows or suspects and exploring what the diagnosis means to the patient. We operationalised these behaviour change techniques using an interactive 'pen and paper' intervention designed to increase intentions to perform the three target behaviours. Conclusion : It is feasible to develop an intervention to change professional behaviour based upon theoretical models, empirical data and evidence based behaviour change techniques. The next step is to evaluate the effect of such an intervention on behavioural intention. We argue that this approach to development and reporting of interventions will contribute to the science of implementation by providing replicable interventions that illuminate the principles and processes underlying change.This project is funded by UK Medical Research Council, Grant reference number G0300999.     Lighten UP! A community-based group intervention to promote psychological well-being in older adults

    Objectives: Aging is often characterized by declines in physical and mental health and increased risk for depression and social isolation. A protective factor that has been found to effectively moderate these phenomena is psychological well-being. The aim of his study was to pilot test a novel group intervention (Lighten UP! program) for the promotion of psychological well-being in older adults living in the community. Methods: Lighten UP! is an eight-week program consisting of 90-minute group session designed to teach participants to identify and savor positive experiences across multiple domains of eudaimonic well-being. It was delivered to a sample of 103 men and women aged 60 or over, that were assessed pre- and post-intervention with Ryff's Psychological Well-being Scale (PWB), Life Satisfaction scale, Geriatric Depression Scale, Symptom Questionnaire, and items measuring sleep complaints and social well-being. Results: At the end of the eight weeks, participants reported significantly increased PWB, life satisfaction, and social well-being along with lower levels of depression and fewer physical symptoms and sleep complaints. These gains were particularly robust for individuals with lower pre-program levels of PWB. Conclusions: This pilot investigation suggests the feasibility of a short group program for enhancing well-being in older adults. Future controlled investigations with long-term follow-up assessment are needed to confirm the effectiveness and sustained benefits of the Lighten UP! program. © 2015 Taylor & Franci

    A meteorological overview of the MILAGRO field campaigns

    International audienceWe describe the large-scale meteorological conditions that affected atmospheric chemistry over Mexico during March 2006 when several field campaigns were conducted in the region. In-situ and remote-sensing instrumentation was deployed to obtain measurements of wind, temperature, and humidity profiles in the boundary layer and free atmosphere at four primary sampling sites in central Mexico. Several models were run operationally during the field campaign to provide forecasts of the local, regional, and synoptic meteorology as well as the predicted location of the Mexico City pollutant plume for aircraft flight planning purposes. Field campaign measurements and large-scale analyses are used to define three regimes that characterize the overall meteorological conditions: the first regime prior to 14 March, the second regime between 14 and 23 March, and the third regime after 23 March. Mostly sunny and dry conditions with periods of cirrus and marine stratus along the coast occurred during the first regime. The beginning of the second regime was characterized by a sharp increase in humidity over the central plateau and the development of late afternoon convection associated with the passage of a weak cold surge on 14 March. Over the next several days, the atmosphere over the central plateau became drier so that deep convection gradually diminished. The third regime began with the passage of a strong cold surge that lead to humidity, afternoon convection, and precipitation over the central plateau that was higher than during the second regime. The frequency and intensity of fires, as determined by satellite measurements, also diminished significantly after the third cold surge. The synoptic-scale flow patterns that govern the transport of pollutants in the region are described and compared to previous March periods to put the transport into a climatological context. The complex terrain surrounding Mexico City produces local and regional circulations that govern short-range transport; however, the mean synoptic conditions modulate the thermally-driven circulations and on several days the near-surface flow is coupled to the ambient winds aloft

    A New Strategy for Deep Wide-Field High Resolution Optical Imaging

    We propose a new strategy for obtaining enhanced resolution (FWHM = 0.12 arcsec) deep optical images over a wide field of view. As is well known, this type of image quality can be obtained in principle simply by fast guiding on a small (D = 1.5m) telescope at a good site, but only for target objects which lie within a limited angular distance of a suitably bright guide star. For high altitude turbulence this 'isokinetic angle' is approximately 1 arcminute. With a 1 degree field say one would need to track and correct the motions of thousands of isokinetic patches, yet there are typically too few sufficiently bright guide stars to provide the necessary guiding information. Our proposed solution to these problems has two novel features. The first is to use orthogonal transfer charge-coupled device (OTCCD) technology to effectively implement a wide field 'rubber focal plane' detector composed of an array of cells which can be guided independently. The second is to combine measured motions of a set of guide stars made with an array of telescopes to provide the extra information needed to fully determine the deflection field. We discuss the performance, feasibility and design constraints on a system which would provide the collecting area equivalent to a single 9m telescope, a 1 degree square field and 0.12 arcsec FWHM image quality.Comment: 46 pages, 22 figures, submitted to PASP, a version with higher resolution images and other supplementary material can be found at http://www.ifa.hawaii.edu/~kaiser/wfhr

    Missing Data and Multiple Imputation: An Unbiased Approach

    The default method of dealing with missing data in statistical analyses is to only use the complete observations (complete case analysis), which can lead to unexpected bias when data do not meet the assumption of missing completely at random (MCAR). For the assumption of MCAR to be met, missingness cannot be related to either the observed or unobserved variables. A less stringent assumption, missing at random (MAR), requires that missingness not be associated with the value of the missing variable itself, but can be associated with the other observed variables. When data are truly MAR as opposed to MCAR, the default complete case analysis method can lead to biased results. There are statistical options available to adjust for data that are MAR, including multiple imputation (MI) which is consistent and efficient at estimating effects. Multiple imputation uses informing variables to determine statistical distributions for each piece of missing data. Then multiple datasets are created by randomly drawing on the distributions for each piece of missing data. Since MI is efficient, only a limited number, usually less than 20, of imputed datasets are required to get stable estimates. Each imputed dataset is analyzed using standard statistical techniques, and then results are combined to get overall estimates of effect. A simulation study will be demonstrated to show the results of using the default complete case analysis, and MI in a linear regression of MCAR and MAR simulated data. Further, MI was successfully applied to the association study of CO2 levels and headaches when initial analysis showed there may be an underlying association between missing CO2 levels and reported headaches. Through MI, we were able to show that there is a strong association between average CO2 levels and the risk of headaches. Each unit increase in CO2 (mmHg) resulted in a doubling in the odds of reported headaches
