zCap: a zero configuration adaptive paging and mobility management mechanism

Today, cellular networks rely on fixed collections of cells (tracking areas) for user equipment localisation. Locating users within these areas involves broadcast search (paging), which consumes radio bandwidth but reduces the user equipment signalling required for mobility management. Tracking areas are today manually configured, hard to adapt to local mobility and influence the load on several key resources in the network. We propose a decentralised and self-adaptive approach to mobility management based on a probabilistic model of local mobility. By estimating the parameters of this model from observations of user mobility collected online, we obtain a dynamic model from which we construct local neighbourhoods of cells where we are most likely to locate user equipment. We propose to replace the static tracking areas of current systems with neighbourhoods local to each cell. The model is also used to derive a multi-phase paging scheme, where the division of neighbourhood cells into consecutive phases balances response times and paging cost. The complete mechanism requires no manual tracking area configuration and performs localisation efficiently in terms of signalling and response times. Detailed simulations show that significant potential gains in localisation effi- ciency are possible while eliminating manual configuration of mobility management parameters. Elasmobranch bycatch distributions and mortality: Insights from the European tropical tuna purse-seine fishery

Despite bycatch of elasmobranch (sharks and rays) being a major concern in most fisheries worldwide, there is a lack of knowledge on their spatio-temporal species distribution, biology (life stage and sex-ratios), as well as their at-haulback mortality rate. Observer data from the French and Spanish tropical purse-seine tuna fisheries operating in the eastern Atlantic and western Indian Oceans between 2005 and 2017 were analysed to investigate elasmobranch bycatch. Data included 24 elasmobranchs species and distribution patterns of catch per unit of effort (CPUE) by species and sex-ratio were found to vary with life stages, areas, seasons and fishing modes. In general, higher catches were found in FAD-associated sets (>40%) than free tuna school sets (<17%) although this can vary depending on the species. For the large majority of species, a high proportion of juveniles were caught (30.7–100%), apparent at-haulback mortality rates was high (24.3–63.9%) and finally sex ratios was unbalanced (13.3–66.7% of females). Areas and seasons identified from these different components should be of interest for the monitoring and management of elasmobranch bycatches.Versión del edito

Les rencontres au sein de la sihfles ont contribué à stimuler la recherche sur l’histoire de l’enseignement du français hors de France ; depuis 25 ans nombre de publications ont vu le jour (cf. bibliographie Gisèle Kahn, dans ce même numéro), œuvres de chercheurs isolés ou d’équipes de chercheurs dont plusieurs ont entrepris de faire un inventaire des manuels utilisés pour cet enseignement dans leur pays. In 16th-19th century Holland young ladies of the aristocracy and upper middle classes were commonly educated in French, their second language. They frequented institutions often directed by the wife of the owner of the local French school for boys, or an unmarried lady or in the well-organized nineteenth-century school system, a well-educated female teacher who sometimes was the authoress of a school manual. In the eighteenth century this work was frequently entrusted to a French speaking governess who lived with the family and was duly supervised by the girls’ mother. Des éditions hollandaises des Avantures de Télémaque

Les éditions hollandaises des Avantures de Télémaque en français sont nombreuses mais aussi précoces (Moetjens, La Haye, 1699) et originales (1719, Hofhout, Rotterdam, célèbre pour les remarques pour l’intelligence de ce poème allégorique, attribuées à Limiers). L’édition Wetstein (Amsterdam, 1734 in 40) se remarque pour ses 25 gravures, figures en taille-douce, que l’on peut lire comme des interprétations du Télémaque. Les traductions néerlandaises sont elles aussi précoces (Ghijs, 1700) et originales: celle de Feitema (1733) est en vers, considérée comme l’épopée littéraire néerlandaise. Jusque dans la deuxième moitié du XIXe siècle, le Télémaque a été utilisé dans les écoles, en texte intégral ou non, avec apparat pédagogique plus ou moins important pour l’apprentisage des langues étrangères et au service de l’éducation morale et de celle du goût, comme en témoignent les éditions hollandaises qui portent la marque d’une conscience identitaire politique et religieuse.There are many Dutch editions of the Adventures of Telemachus.
