La etnoeducación indígena en Colombia a la luz del nuevo constitucionalismo latinoamericano

With the issuance of conventions 107 and 169 of the International Labor Organization, the rights of ethnic groups in the world began to be enshrined and recognized, among which the access and guarantee of their own education stands out. Likewise, the birth of the new Latin American Constitutionalism incorporated into new South American Constitutions was presented, which seek to protect the beliefs and highlight the traditions of indigenous peoples. Emphasizing that the National Constitution of 1991, which unlike its predecessor of 1886, is characterized by being multiethnic and multicultural. This article seeks to understand, reflect and analyze the right to indigenous ethno-education in Colombia. Starting from a holistic vision from the dogmatic, constitutional and legislative theory to resolve the question, what have been the contributions made from the new Latin American Constitutionalism to the national indigenous ethno-education? This concern will be solved through this qualitative research, which allows determining, through the integrative socio-legal study, what constitutional advances and what contributions the dogmatists of the new constitutional current make to the struggles of indigenous people, for the vindication of their rights. Finally, the present study leads to glimpse if the structuring of the Colombian Political Constitution of 1991 and the new Latin American Constitutionalism, complement and support each other in an effective way to guarantee respect for the ethno-education of indigenous peoples, in terms of their customs, their indigenous way of educating oneself, of living their cosmogony and of choosing their own indigenous ethno-educator.Con la expedición de los convenios 107 y 169 de la Organización Internacional del Trabajo se empezaron a consagrar y reconocer los derechos de los grupos étnicos en el mundo, entre los cuales se destaca el acceso y garantía a una educación propia. Asimismo, se presentó el nacimiento del nuevo constitucionalismo latinoamericano incorporado en nuevas Constituciones suramericanas, que buscan proteger las creencias y resaltar las tradiciones de los pueblos indígenas. Se destaca que la Constitución Nacional colombiana de 1991, a diferencia de su antecesora de 1886, se caracteriza por ser pluriétnica y multicultural. En el presente artículo se busca entender, reflexionar y analizar sobre el derecho a la etnoeducación indígena en Colombia, partiendo de una visión holística desde la teoría dogmática, constitucional y legislativa para resolver el interrogante ¿cuáles han sido los aportes que se efectúan desde el nuevo constitucionalismo latinoamericano a la etnoeducación indígena nacional? Dicha inquietud se solucionará mediante la presente investigación cualitativa, la cual permite determinar mediante el estudio integrativo socio-jurídico, qué avances constitucionales y qué aportes realizan los dogmáticos de la nueva corriente constitucional a las luchas de los indígenas por la reivindicación de sus derechos. Finalmente, el presente estudio lleva a vislumbrar si la estructuración de la Constitución Política colombiana de 1991 y el nuevo constitucionalismo latinoamericano se complementan y apoyan de manera efectiva para garantizar el respeto a la etnoeducación de los pueblos indígenas, en cuanto a sus costumbres, su forma autóctona de educarse, de vivir su cosmogonía y de elegir a su propio etnoeducador indígena

Es posible que la población víctima de la violencia, al participar en una red social, mejore sus condiciones de vida. La inclusión en una red social podría generarles a las víctimas algunos beneficios, como identificar, formular, crear y conseguir apoyo público y privado a sus emprendimientos sociales, que repercutirían en la disminución del desempleo y la pobreza dentro de esa comunidad. Efecto de un protocolo de intervención conductual en la respuesta de ansiedad ante situaciones de tipo social en una adolescente

El presente trabajo de investigación pretende evaluar el efecto de un protocolo de intervención conductual en la respuesta de ansiedad ante situaciones de tipo social en una adolescente. En la respuesta de ansiedad se evaluó la intensidad a través de la Escala de Ansiedad Manifiesta en niños CMASR y autoregistros que realizó la consultante. El patrón de evitación no pudo ser medido debido a inconsistencias en los registros de la consultante en tanto se presenta una apreciación cualitativa. A partir de este proceso fue posible evidenciar disminución en la respuesta de ansiedad en la consultante y formular hipótesis frente a los elementos terapéuticos involucrados que facilitaron el cambio conductual.The aim of this research was to identify the impact of a behavioural intervention on an anxiety response in female adolescent. In the anxiety response, intensity was assessed through Manifest Anxiety Scale in children CMASR and self report´s patient. The avoidance behavior could not be measured due to inconsistencies in the records of the patient, however I do present a qualitative assessment. From this process it was possible to demonstrate decreased anxiety response in the consultant and formulate hypotheses against the therapeutic elements involved that facilitated behavior change.Especialista en Psicología ClínicaEspecializació

Evaluation of a Cognitive Rehabilitation Protocol in HIV Patients with Associated Neurocognitive Disorders: Efficacy and Stability Over Time

The primary aim of the present study was to evaluate the efficacy and stability over time of a cognitive rehabilitation protocol (restorative and compensatory approach) in HIV/AIDS patients with HIV-associated Neurocognitive Disorder (HAND). At baseline, thirty-two HIV/AIDS patients (sixteen with and sixteen without HAND) were assessed with a neuropsychological battery (i.e., pre-assessment) consisting of twenty-two tests covering eight cognitive domains. Then, the experimental group was administered over four months a cognitive rehabilitation protocol aimed at improving four cognitive domains by means of eight paper and pencil/computer-based exercises. The control group received guideline-adherent clinical care (i.e., standard of care). At the end of the cognitive treatment, both groups were re-administered the neuropsychological battery (i.e., post-assessment). Additionally, six months after post-assessment, the experimental group was given the same neuropsychological battery (i.e., follow up-assessment). In order to test the efficacy of the cognitive rehabilitation protocol, we compared between groups the results of the neuropsychological battery at the pre- and post- assessments. In order to evaluate the stability over time, the effects of the cognitive rehabilitation protocol was examined comparing within the experimental group the results of the neuropsychological battery at post- and follow up-assessments. Our results show that the two groups did not differ at the pre-assessment, but differed at post- assessment. Specifically, the experimental group showed a significant improvement in five domains (Learning & memory, Abstraction/executive functioning, Verbal fluency, Attention/working memory and Functional), whereas the control group significantly worsened in the same domains. The improvement of the experimental group did not change in the follow up-assessment in two domains (Abstraction/executive functioning, Attention/working memory and Functional). Overall, these findings support the efficacy and, to some extent, the stability over time of our cognitive rehabilitation protocol

The feed-in tariff in the UK : a case study focus on domestic photovoltaic systems

This paper explores the photovoltaic (PV) industry in the United Kingdom (UK) as experienced by those who are working with it directly and with consideration of current standards, module efficiencies and future environmental trends. The government's consultation on the comprehensive review for solar PV tariffs, proposes a reduction of the generation tariff for PV installations in the UK of more than 50%. The introduction of the Feed-In Tariffs scheme (FITs) has rapidly increased deployment of PV technologies at small scale since its introduction in April 2010. The central principle of FIT policies is to offer guaranteed prices for fixed periods to enable greater number of investors. A financial analysis was performed on two real-life installations in Cornwall, UK to determine the impact of proposed cuts to the FIT will make to a typical domestic PV system under 4 kW. The results show that a healthy Return on Investment (ROI) can still be made but that future installations should focus on off-setting electricity required from the national grid as a long term push for true sustainability rather than subsidised schemes. The profitability of future installations will have to be featured within in-service and end-of-service considerations such as the feed-in tariff, module efficiencies and the implications of costs associated with end-of-life disposal

The UK solar energy resource and the impact of climate change

AbstractSolar energy use in the UK is increasing dramatically, providing both heat energy and generation of electricity. This trend is expected to continue due to solar technologies becoming cheaper and more readily available along with low carbon government legislation such as the Renewable Heat Incentive (RHI) and Feed in Tariffs (FiTs) supporting solar energy deployment. However, the effects of climate change on the solar resource remain largely unstudied. Climate change affects cloud cover characteristics and consequently directly affects the performance of solar energy technologies.This paper investigates the UK solar irradiation resource for both the present and future climates.The present solar irradiation level was assessed through the conversion of 30 years of observed historical monthly average sunshine duration data. The method and results are validated by comparing the converted solar irradiation levels to actual solar irradiance measurements at weather stations with significant historical records of solar irradiance data.The impact of climate change is investigated across different regions of the UK by using the UKCP09 probabilistic climate change projections.We find that the current average UK annual solar resource is 101.2 Wm−2, ranging from 128.4 Wm−2 in the south of England to 71.8 Wm−2 in the northwest of Scotland. It seems likely that climate change will increase the average resource in the south of the UK, while marginally decreasing it in the Northwest. The overall effect is a mean increase of the UK solar resource, however it will have greater seasonal variability and discrepancies between geographical regions will be reinforced
