Understanding the Institutional Evolution of the European Rural Policy: A Methodological Approach

    Get PDF
Last decades have seen the development of a new rural policy. Different problems occurring in rural areas have pushed the EU Commission to draft policy instruments aiming to address them. However this rural policy path has not always been explicit neither has followed a continuous trend but rather has seen a series of forward and backward steps. Given the lack of a method to establish the relevance and the level of political acceptance of EU rural policy, a methodology has been developed. This methodology has tried to identify the EU political procedure trend, though this is not a formal sequence, and to establish a classification of different events according to a proposed hierarchy. Several EU documents, decisions, directives and financial resource allocations have been analysed. Within the review performed, each rural policy milestone has been classified following the proposed hierarchical chart. This has enabled the drawing of the different backs and forwards taken by this process. Besides, it has lead to the interpretation of the rural policy instruments current position in relation with other European policy instruments.Rural development, policy analysis, institutional processes, Agricultural and Food Policy,

Teresa Vera’s suicide made her famous, although her work, emotional and full of romance, lacked sufficient quality. This essay explores what happens in the social imaginary to make this happen. Beyond that in her were two transgressions typical of her time: being a female writer, and the attempt against her life. The hypothesis of this essay runs on the dual sphere of masculine and feminine. In the first, the dominant imaginary, the man is associated with the culture, while the female is related to nature. In this dichotomy, the suicide of a writer ratified the presence of an emotional and irrational nature, typical of the feminine. Could be added the feeling that suicide in women, was due to their inability to face reality without male guidance. So is in this way that suicide replaced her in the social imaginary that was looked away: she delicate, tender, self-sacrificing, and passionate to the point of giving up the sanity that would anchor her to life. Documenting online writing practices: The case of nominal plural marking in Zamboanga Chabacano

    Get PDF
The emergence of computer-mediated communication has brought about new opportunities for both speakers and researchers of minority or under-described languages. This paper shows how the analysis of spontaneous contemporary language samples from online social networks can make a contribution to the documentation and description of languages like Chabacano, a Spanish-derived creole spoken in the Philippines. More specifically, we focus on nominal plural marking in the Zamboangueño variety, a still imperfectly understood feature, by examining a corpus composed of texts from online sources. The attested combination of innovative and vestigial features requires a close look at the high contact environment, different levels of metalinguistic awareness or even some language ideologies. The findings shed light on the wide variety of plural formation strategies which resulted from the contact of Spanish with Philippine languages. Possible triggers, such as animacy, definiteness or specificity, are also examined and some future research areas suggested
