    Ocean ecosystem-based management mandates and implementation in the North Atlantic

    Ecosystem-based management (EBM) necessarily requires a degree of coordination across countries that share ocean ecosystems, and among national agencies and departments that have responsibilities relating to ocean health and marine resource utilization. This requires political direction, legal input, stakeholder consultation and engagement, and complex negotiations. Currently there is a common perception that within and across national jurisdictions there is excessive legislative complexity, a relatively low level of policy coherence or alignment with regards to ocean and coastal EBM, and that more aligned legislation is needed to accelerate EBM adoption. Our Atlantic Ocean Research Alliance (AORA) task group was comprised of a small, focused and interdisciplinary mix of lawyers, social scientists, and natural scientists from Canada, the USA, and the EU. We characterized, compared, and synthesized the mandates that govern marine activities and ocean stressors relative to facilitating EBM in national and international waters of the North Atlantic, and identified formal mandates across jurisdictions and, where possible, policy and other non-regulatory mandates. We found that irrespective of the detailed requirements of legislation or policy across AORA jurisdictions, or the efficacy of their actual implementation, most of the major ocean pressures and uses posing threats to ocean sustainability have some form of coverage by national or regional legislation. The coverage is, in fact, rather comprehensive. Still, numerous impediments to effective EBM implementation arise, potentially relating to the lack of integration between agencies and departments, a lack of adequate policy alignment, and a variety of other socio-political factors. We note with concern that if challenges regarding EBM implementation exist in the North Atlantic, we can expect that in less developed regions where financial and governance capacity may be lower, that implementation of EBM could be even more challenging

    Exploring methods for predicting multiple pressures on ecosystem recovery: A case study on marine eutrophication and fisheries

    AbstractEfforts to attain good environmental status in the marine realm require decisions which cannot be done without knowledge of effects of different management measures. Given the wide diversity of marine ecosystems, multitude of pressures affecting it and the still poor understanding on linkages between those, there are likely no models available to give all the required answers. Hence, several separate approaches can be used in parallel to give support for management measures. We tested three completely different methods – a spatial impact index, a food web model and a Bayesian expert method. We found that a large uncertainty existed regarding the ecosystem response to the management scenarios, and that the three different modelling approaches complemented each other. The models indicated that in order to reach an improved overall state of the ecosystem nutrient reductions are the more effective of the two management variables explored, and that cumulative effects of the management of nutrient inputs and fishing mortality are likely to exist

    Surveillance indicators and their use in implementation of the Marine Strategy Framework Directive

    Abstract The European Union Marine Strategy Framework Directive (MSFD) uses indicators to track ecosystem state in relation to Good Environmental Status (GES). These indicators were initially expected to be “operational”, i.e. to have well-understood relationships between state and specified anthropogenic pressure(s), and to have defined targets. Recent discussion on MSFD implementation has highlighted an additional class of “surveillance” indicators. Surveillance indicators monitor key aspects of the ecosystem for which there is: first, insufficient evidence to define targets and support formal state assessment; and/or second, where links to anthropogenic pressures are either weak or not sufficiently well understood to underpin specific management advice. Surveillance indicators are not only expected to directly track state in relation to GES, but also to provide complementary information (including warning signals) that presents a broader and more holistic picture of state, and inform and support science, policy, and management. In this study, we (i) present a framework for including surveillance indicators into the Activity–Pressure–State–Response process, (ii) consider a range of possible indicators that could perform this surveillance role, and (iii) suggest criteria for assessing the performance of candidate surveillance indicators, which might guide selection of the most effective indicators to perform this function.</jats:p

    International perceptions of an integrated, multi-sectoral, ecosystem approach to management:Editor’s Choice

    Abstract The Ecosystem Approach to Management (EAM) has emerged over the past decades, largely to promote biodiversity conservation, and more recently sectoral tradeoffs in the management of marine ecosystems. To ascertain the state of practice of EAM operationalization, a workshop was held, which included a pre-workshop online survey. The survey gauged international participants’ perspectives regarding capacity, knowledge, and application of EAM. When asked about the subject, most survey respondents had a general understanding of EAM, and provided a clear definition. Major perceived challenges to EAM objectives by those surveyed included limited knowledge, conflicting interests, insufficient communication, and limited organizational legal frameworks or governance structures. Of those directly involved in an ecosystem approach, the majority responded that processes were in place or developed for application of integrated knowledge toward assessing key issues within their respective sectors (i.e. fisheries, conservation, energy), and that capacity was generally high. Our results show that most respondents, irrespective of sector or geography, see value in considering an integrated, broader ecosystem approach as they manage their sector. Although many participants were from the North Atlantic region, our results suggest that much of the international community is converging toward continued understanding of broad-scale, integrated approaches to marine resource management.</jats:p

    The COVID-19 pandemic is the first serious test of how science can inform decision-making in the face of an immediate global threat, yielding important lessons on how science, society and policy interact. The global societal and economic impact of COVID-19 has shown that we need to assess, plan and prepare for potential future changes. These insights are particularly important for the ocean science community because of the global connectivity of the ocean and its crucial role in the Earth's climate system and in supporting all life on Earth. With climate change already impacting society and ecosystems, implementing mitigation measures to avoid and reduce emissions of greenhouses gases is an immediate priority (IPCC, 2021). Irreversible changes are already underway in the oceans and their impacts over the coming decades will continue to affect human communities, requiring societal responses and adaptation across multiple scales (IPCC, 2019, 2021)

    Forage fish interactions: A symposium on creating the tools for ecosystem-based management of marine resources

    Forage fish (FF) have a unique position within marine foodwebs and the development of sustainable harvest strategies for FF will be a critical step in advancing and implementing the broader, ecosystem-based management of marine systems. In all, 70 scientists from 16 nations gathered for a symposium on 12–14 November 2012 that was designed to address three key questions regarding the effective management of FF and their ecosystems: (i) how do environmental factors and predator–prey interactions drive the productivity and distribution of FF stocks across ecosystems worldwide, (ii) what are the economic and ecological costs and benefits of different FF management strategies, and (iii) do commonalities exist across ecosystems in terms of the effective management of FF exploitation
