    A study into urban roadworks with shuttle-lane operation

    In urban areas where roadworks are required, single lane shuttle operation is applied, especially where there is limited road space. There are operational problems relating to the site such as site geometry, visibility, length of roadworks zone, position of signs with other traffic control devices and signal timing. Other problems are mainly related to drivers’ behaviour and their compliance with traffic controls on site. The reduced road width caused by the works will interrupt the free flow of traffic and it can also add to the risks to road users. In addition, shuttle operation may introduce long queues and increase delays especially during peak periods. There is a need to identify those parameters and behaviours which might influence traffic performance in terms of safety and capacity. An investigation of four roadworks sites in urban roadworks within the Greater Manchester area was undertaken for this purpose. Parameters included in the examination were position of the STOP sign, signal timing, weather conditions, time headway, vehicle speed and percentages of heavy goods vehicles (HGV) in the traffic stream. Statistical analysis and comparisons between sites were conducted. Other factors related to the operation of the shuttle-lane were provided based on site observations

    Prospects in Britain in the light of the Bus Services Act 2017

    The aim of this paper is not to document a specific research project, but to provide an international audience with an overview of the Bus Services Act 2017 in Britain in the light of the extensive experience of deregulation and privatisation within the British bus and coach industry since the early 1980s. It provides a range of powers, mostly permissive rather than mandatory. The general emphasis of the Act displays marked shift from the previous focus on competition as a major policy aim, to one in which partnerships between operators and local transport authorities are encouraged. Procedures for franchising are simplified, in contrast to those under the 2000 and 2008 Acts, which did not result in any franchising scheme outside London being introduced. The changes relate to a number of themes examined in previous Thredbo conferences, including aspects of competition law, service tendering, data disclosure and network planning. This paper begins by examining the historical background to the Act, then discusses its main provisions. Data requirements for research to monitor the possible effects of its implementation are outlined. It is concluded that the Act has the potential to encourage greater bus use, but the extent of this is highly uncertain.     Lighting for cycling in the UK : a review

    While UK governments have recently sought to increase cycling activity, it remains a minority interest. One reason for this is the perceived danger of cycling on roads filled with traffic. There is statistical evidence to support this perception; for equal exposure, cyclists are more likely to be seriously injured than either drivers or pedestrians. Lighting has a role to play in reducing the hazards of cycling by enhancing the visibility and conspicuity of cyclists. Unfortunately, it is not at all clear that the current lighting regulations and recommendations for cycling and cyclists are the best that can be achieved or are even adequate for these purposes. A number of actions are suggested that should enable lighting’s contribution to the safety of cyclists to be realized

    London 2012: changing delivery patterns in response to the impact of the Games on traffic flows

    The paper addresses road freight transport operations during the London Olympic and Paralympic Games in 2012. It presents work carried out prior to the Games to understand pre-Games patterns of freight deliveries in London (for both light and heavy goods vehicles) and the results of modelling work carried out to assess the likely impacts of the Games road restrictions on freight operations. The modelling results indicated that increases in total hours travelled carrying out collection and delivery work would range from 1.4% to 11.4% in the six sectors considered. The results suggested increases in hours travelled in excess of 3.5% in four of the six sectors modelled. The possible actions that could be taken by organizations to reduce these negative impacts were also modelled and the results indicated that such actions would help to mitigate the impact of the road restrictions imposed on operators during the Games. The actual impacts of the 2012 Games on transport both in general terms and specifically in terms of freight transport are also discussed, together with the success of the actions taken by Transport for London (TfL) to help the road freight industry. The potential freight transport legacy of the London 2012 Games in terms of achieving more sustainable urban freight transport is considered and the steps being taken by TfL to help ensure that such a legacy can be realized are discussed. Such steps include policy-makers continuing to collaborate closely with the freight industry through the ‘London Freight Forum’, and TfL's efforts to encourage and support companies revising their delivery and collection times to the off-peak; improving freight planning in the design and management of TfL-funded road schemes; electronic provision of traffic information by TfL to the freight industry, and the further development of freight journey planning tools

    Experimental Measurements and Computer Simulation of Fission Product Gamma-Ray Spectra

    Airborne gamma ray spectrometry using high volume scintillation detectors, optionally in conjunction with Ge detectors, has potential for making rapid environmental measurements in response to nuclear accidents. An experimental investigation and computer simulation have been used to characterise the response of such detectors to short lived fission products. Small samples of 235U were irradiated in a research reactor for short periods, to generate fission product sources. Gamma ray spectra were recorded over a period of one year using both high volume scintillation detectors and semiconductor detectors. The main gamma emitting nuclides have been identified, and their associated signals in each detector defined. Simulation work has been used to calculate the corresponding spectra which would have been observed at airborne survey heights, or from fission product sources irradiated for a prolonged period. While Ge detectors can record a fuller range of isotopes, of interest in characterising release terms, the NaI spectra also have potential for providing data on a range of radiologically important isotopes at all stages

    Airport traffic and financial performance: a UK & Ireland case study

    The aim of this paper is to examine the development of air services at UK and Irish airports since 1998 and to assess the impact on airport financial performance. A sample of 14 medium/small sized UK airports and three Irish airports is used. The traffic analysis shows that low cost carriers have been largely responsible for strong passenger growth and increased passenger load at a number of regional airports. Some of these carriers use established primary and regional airports whilst others seek out small secondary airports. The airports with a high proportion of low cost traffic tend to have lower unit revenues, particularly as regards airport charges, demonstrating their desire to remain price competitive to capture this type of traffic

    The availability of land for perennial energy crops in Great Britain

    This paper defines the potentially available land for perennial energy crops across Great Britain as the first component of a broader appraisal undertaken by the ‘Spatial Modelling of Bioenergy in Great Britain to 2050’ project. Combining data on seven primary constraints in a GIS reduced the available area to just over 9 M ha (40% of GB). Adding other restrictions based on land cover naturalness scores to represent landscape considerations resulted in a final area of 8.5 M ha (37% of GB). This distribution was compared with the locations of Miscanthus and SRC willow established under the English Energy Crop Scheme during 2001–2011 and it was found that 83% of the planting fell within the defined available land. Such a correspondence provides confidence that the factors considered in the analysis were broadly consistent with previous planting decisions

    Following the Office of Fair Trading's review of the British deregulated bus market as a whole in 2009, the issues raised were referred to the Competition Commission. Its final report was published in December 2011. Subsequently, the House of Commons Transport Committee carried out an enquiry into the Commission's report, and reactions to it by the operating industry, user groups, and other bodies, which was published in September 2012. A number of major issues have been raised, including the extent to which price competition may be effective, the appropriate rate of return on capital that would be expected within the industry (and appropriate actions where this is excessive in practice), and industry structure. The importance of competition per se, as distinct from attributes of direct concern to users (such as reliability, frequency, and fares) has also been debated. This paper reviews the issues raised, and outcomes to date, in the light of further evidence on the industry's performance. It is demonstrated similar rates of return could be attained through very different operating strategies, which in turn have very different implications for changes in consumer surplus. The alternative uses made of such profits (for example through reinvestment) may also have markedly different impacts effects on users. Rather than focussing on the dangers of excessive rates of return on capital, the outcomes for service users should be the main issue

    Stuck in the slow lane: reconceptualising the links between gender, transport and social exclusion

    This article draws upon primary research undertaken with over 3,000 women in the North East of England to explore the links between women, transport and the labour market. The research, funded by the ESF, advances the idea of spatiality as a social construction and builds on seminal studies relating to women and poverty to consider the way in which a gender division of transport constrains women's mobility and restricts their employment opportunities. It is likely to contribute to important debates, concerning strategies to tackle worklessness and the most effective spatial level at which to configure public transport networks
