    An Exploration of the Association Between Fuel Subsidies and Fuel Riots

    Between 2005 and 2018, 41 countries had at least one riot directly associated with popular demand for fuel. We make use of a new international dataset on fuel riots to explore the effects of fuel prices and price regimes on fuel riots. In line with prior expectations, we find that large domestic fuel price shocks - often linked to international price shocks - are a key driver of riots. In addition, we report a novel result: fuel riots are closely associated with domestic price regimes. Countries that maintain fixed price regimes - notably net energy exporters - tend to have large fuel subsidies. When such subsidies become unsustainable, domestic price adjustments are large, often leading to riots

    Encouraging Sustainable Transport Choices in American Households: Results from an Empirically Grounded Agent-Based Model

    The transport sector needs to go through an extended process of decarbonisation to counter the threat of climate change. Unfortunately, the International Energy Agency forecasts an enormous growth in the number of cars and greenhouse gas emissions by 2050. Two issues can thus be identified: (1) the need for a new methodology that could evaluate the policy performances ex-ante and (2) the need for more effective policies. To help address these issues, we developed an Agent-Based Model called Mobility USA aimed at: (1) testing whether this could be an effective approach in analysing ex-ante policy implementation in the transport sector; and (2) evaluating the effects of alternative policy scenarios on commuting behaviours in the USA. Particularly, we tested the effects of two sets of policies, namely market-based and preference-change ones. The model results suggest that this type of agent-based approach will provide a useful tool for testing policy interventions and their effectiveness

    Fusing Acoustic Ranges and Inertial Measurements in AUV Navigation: the Typhoon AUV at CommsNet13 Sea Trial

    The paper presents some experimental results of autonomous underwater navigation, based on the fusion of acoustic and inertial measurements. The work is in the framework of the Thesaurus project, funded by the Tuscany Region, aiming at developing techniques for systematic exploration of marine areas of archaeological interest through a team of Autonomous Underwater Vehicles (AUVs). The test was carried out with one Typhoon vehicle, a 300m depth rated AUV with acoustic communication capabilities, during the CommsNet13 experiment, organized and scientifically coordinated by the NATO S&T Org. Ctr. for Maritime Research and Experimentation (CMRE, formerly NURC), with the participation of several research institutions. The fusion algorithm is formally casted into an optimal stochastic filtering problem, where the rough estimation of the vehicle position, velocity and attitude, are refined by using the depth measurement, the relative measurements available on the acoustic channel and the vehicle surge speed

    Potential European Emissions Trajectories within the Global Carbon Budget

    The Paris Agreement, ratified in 2015, pledged to reduce greenhouse gas emissions within a Global Carbon Budget that limits the global temperature increase to less than 2 °C. With the Roadmap 2050 mitigation measures, the European Union has a target to reduce emissions by 80% of their 1990 value by 2050 but without giving an estimation or a maximum ceiling for the total amount of cumulative greenhouse gases emissions over that period. Thus, the impact of the EU regulations on global warming remains unestimated. The aim and the novelty of this study are to develop a set of potential European emissions trajectories, within the Global Carbon Budget and at the same time satisfying the Roadmap 2050 goals. The result of the study highlights the urgency to reinforce mitigation measures for Europe as soon as possible because any delay in policy implementation risks the Roadmap 2050 mitigation package being insufficient to achieve the objectives of the Paris treaty

    Quantitative Assessment of Political Fragility Indices and Food Prices as Indicators of Food Riots in Countries

    The impact of resources on social unrest is of increasing interest to political leaders, business and civil society. Recent events have highlighted that (lack of) access to critical resources, including food, energy and water, can, in certain circumstances, lead to violent demonstrations. In this paper, we assess a number of political fragility indices to see whether they are good indicators of propensity to food riots. We found that the most accurate is the Political Instability and Absence of Violence Indicator of the Worldwide Governance Indicators by the World Bank. We compute a likelihood of experiencing a food riot for each quartile of this index. We found that the self-sufficiency of food does not seem to affect the likelihood of the occurrence of food riots, but that the level of political stability of a country does have a role. In addition, we identify a monthly and annual threshold for the Food and Agriculture Organisation Food Price Index, above which food riots in fragile states are more likely to occur

    Typhoon at CommsNet13: Experimental experience on AUV navigation and localization

    This paper presents two acoustic-based techniques for Autonomous Underwater Vehicle (AUV) navigation within an underwater network of fixed sensors. The proposed algorithms exploit the positioning measurements provided by an Ultra-Short Base Line (USBL) transducer on-board the vehicle to aid the navigation task. In the considered framework the acoustic measurements are embedded in the communication network scheme, causing time-varying delays in ranging with the fixed nodes. The results presented are obtained with post-processing elaborations of the raw experimental data collected during the CommsNet13 campaign, organized and scientifically led by the NATO Science and Technology Organization Centre for Maritime Research and Experimentation (CMRE). The experiment involved several research institutions and included among its objectives the evaluation of on-board acoustic USBL systems for navigation and localization of AUVs. The ISME groups of the Universities of Florence and Pisa jointly participated to the experiment with one Typhoon class vehicle. This is a 300 m depth rated AUV with acoustic communication capabilities originally developed by the two groups for archaeological search in the framework of the THESAURUS project. The CommsNet13 Typhoon, equipped with an acoustic modem/USBL head, navigated within the fixed nodes acoustic network deployed by CMRE. This allows the comparison between inertial navigation, acoustic self-localization and ground truth represented by GPS signals (when the vehicle was at the surface)

    The Scaffold Protein p140Cap as a Molecular Hub for Limiting Cancer Progression: A New Paradigm in Neuroblastoma

    Neuroblastoma, the most common extra-cranial pediatric solid tumor, is responsible for 9–15% of all pediatric cancer deaths. Its intrinsic heterogeneity makes it difficult to successfully treat, resulting in overall survival of 50% for half of the patients. Here we analyze the role in neuroblastoma of the adaptor protein p140Cap, encoded by the SRCIN1 gene. RNA-Seq profiles of a large cohort of neuroblastoma patients show that SRCIN1 mRNA levels are an independent risk factor inversely correlated to disease aggressiveness. In high-risk patients, SRCIN1 was frequently altered by hemizygous deletion, copy-neutral loss of heterozygosity, or disruption. Functional assays demonstrated that p140Cap is causal in dampening both Src and Jak2 kinase activation and STAT3 phosphorylation. Moreover, p140Cap expression decreases in vitro migration and anchorage-independent cell growth, and impairs in vivo tumor progression, in terms of tumor volume and number of spontaneous lung metastasis. p140Cap also contributes to an increased sensitivity of neuroblastoma cells to chemotherapy drugs and to the combined usage of doxorubicin and etoposide with Src inhibitors. Overall, we provide the first evidence that SRCIN1/p140Cap is a new independent prognostic marker for patient outcome and treatment, with a causal role in curbing the aggressiveness of neuroblastoma. We highlight the potential clinical impact of SRCIN1/p140Cap expression in neuroblastoma tumors, in terms of reducing cytotoxic effects of chemotherapy, one of the main issues for pediatric tumor treatment
