SYSTEM INFORMATYCZNY DLA DIAGNOSTYKI KONKURENCYJNOŚCI BRANŻY GOSPODARCZEJ REGIONÓW UKRAINY

The purpose of this article is to study the main problems and prospects of ensuring the competitiveness of the hospitality industry of the regions of Ukraine in modern conditions, taking into account international experience in the context of deepening integration ties. The work carried out a diagnosis of the level of competitiveness of the hospitality industry of the regions of Ukraine, based on the developed information system of indicators for assessing the conditions of the competitiveness of the hospitality industry of the region and the formed matrix of the competitiveness of the hospitality industry of the region. A comparison was made of the conditions for ensuring competitiveness, the level of competitive advantages and the level of competitiveness of the hospitality industry of the regions of the state in the pre-war period, as well as the diagnosis of the competitiveness of the hospitality industry of the regions of the state was carried out. The positions of the regions in the pre-war and war periods in terms of the level of competitiveness and availability of tourism potential were determined. A matrix for the selection of target indicators of the integration strategy of regions of Ukraine that have preserved their tourist potential is proposed. The results of the study revealed the main problems of ensuring the competitiveness of the hospitality industry in the regions of Ukraine, and highlighted the potential prospects of the studied processes taking into account the conditions of European integration.Celem artykułu jest zbadanie głównych problemów i perspektyw zapewnienia konkurencyjności branży hotelarskiej regionów Ukrainy we współczesnych warunkach, z uwzględnieniem doświadczeń międzynarodowych w kontekście pogłębiania więzi integracyjnych. W pracy przeprowadzono diagnozę poziomu konkurencyjności branży hotelarskiej regionów Ukrainy na podstawie opracowanego systemu informacyjnego wskaźników oceny warunków konkurencyjności branży hotelarskiej regionu oraz utworzonej macierzy konkurencyjności branży hotelarskiej regionu. Dokonano porównania warunków zapewnienia konkurencyjności, poziomu przewag konkurencyjnych oraz poziomu konkurencyjności branży hotelarskiej regionów państwa w okresie przedwojennym oraz diagnozy konkurencyjności branży hotelarskiej regionów stanu została przeprowadzona. Określono pozycje regionów w okresie przedwojennym i wojennym pod względem poziomu konkurencyjności i dostępności potencjału turystycznego. Zaproponowano macierz doboru wskaźników docelowych strategii integracji regionów Ukrainy, które zachowały swój potencjał turystyczny. Wyniki badania ujawniły główne problemy zapewnienia konkurencyjności branży hotelarskiej w regionach Ukrainy, a także zwróciły uwagę na potencjalne perspektywy badanych procesów z uwzględnieniem uwarunkowań integracji europejskiej

W pracy przeprowadzono diagnozę poziomu konkurencyjności branży hotelarskiej regionów Ukrainy na podstawie opracowanego systemu informacyjnego wskaźników oceny warunków konkurencyjności branży hotelarskiej regionu oraz utworzonej macierzy konkurencyjności branży hotelarskiej regionu. Dokonano porównania warunków zapewnienia konkurencyjności, poziomu przewag konkurencyjnych oraz poziomu konkurencyjności branży hotelarskiej regionów państwa w okresie przedwojennym oraz diagnozy konkurencyjności branży hotelarskiej regionów stanu została przeprowadzona. Zaproponowano macierz doboru wskaźników docelowych strategii integracji regionów Ukrainy, które zachowały swój potencjał turystyczny. Functioning of rural tourism clusters as a tool of development of Ukrainian regions

The article is devoted to the search for effective tools for regional development by studying the processes of formation and development of rural tourism clusters in Ukraine and trends in the tourism industry in general, as well as finding optimal tools for regional development. The purpose of the publication is to study the theoretical and methodological approaches to finding directions for regional development through the formation of rural tourism clusters in Ukraine. The methodological tools of the rese arch methods were the analysis of scientific literature and points of view of foreign and domestic specialists of cluster policy in the tourism industry. The study also used analytical data from the World Travel and Tourism Council and the National Tourism Organization of Ukraine. In the course of organizing and conducting the research, general scientific and special methods such as analysis, synthesis, comparison were used, while identifying destructive factors influencing the state and development of rural tourism. The study empirically confirms and theoretically proves that cluster policy is the most effective and appropriate in the development of rural tourism in the region. With the help of the structurallogical method the vision of introduction of modern tools of development of regions in the conditions of pandemic spread is presented. The content and significance of rural tourism in the development of the regions of Ukraine are considered. The content of the researched definitions is determined, the approaches of the process of formation and development of rural tourism clusters are generalized and formulated. The object of research is the processes of clustering of tourist entities in rural areas. It is determined that the main tool for the development of the regions of Ukraine is the cooperation of rural economic entities. One of such areas of cooperation is the formation and development of tourism clusters. It has been proven that cluster policy is successful and has spread in almost all countries of the world. Today in Ukraine there are no state programs for cluster development, and there is no single representative office - a representative of clusters of Ukraine. The proposed directions of development of Ukraine's regions through the formation and development of rural tourism clusters are the leading tools of regional development, which will quickly overcome the effects of the pandemic, promote socio-economic growth and integration of regional tourism products and services into the global tourism market.Стаття присвячена пошуку ефективних інструментів розвитку регіонів шляхом дослідження процесів формування та розвитку кластерів сільського туризму в Україні та тенденцій розвитку індустрії туризму загалом, а також пошуку оптимальних інструментів розвитку регіонів. Метою публікації є дослідження теоретичних і методичних підходів до пошук напрямів розвитку регіонів шляхом формування кластерів сільського туризму в Україні. Методологічним інструментарієм методів дослідження були аналіз наукової літератури та точок зору зарубіжних та вітчизняних фахівців кластерної політики у індустрії туризму. Також в дослідженні використані аналітичні дані Всесвітньої ради з подорожей і туризму та Національної туристичної організації України. У ході організації та проведення дослідження використано загальнонаукові та спеціальні методи такі як аналіз, синтез, порівняння, при виокремленні деструктивних факторів впливу на стан та розвиток сільського туризму. Дослідження емпірично підтверджує та теоретично доводить, що кластерна політика є найбільш ефективною та доцільною в розвитку сільського туризму в регіоні. За допомогою структурно-логічного методу представлено бачення впровадження сучасних інструментів розвитку регіонів в умовах поширення пандемії. Розглянуто зміст та значення сільського туризму в розвитку регіонів України. Визначено зміст досліджуваних дефініцій, узагальнено та сформульовано підходи процесу формування та розвитку кластерів сільського туризму. Об’єктом дослідження є процеси кластеризації туристичних суб’єктів сільських територій. Визначено, що основним інструментом розвитку регіонів України є кооперація суб’єктів господарювання сільських територій. Одним з таких напрямів кооперації є формування та розвиток туристичних кластерів. Доведено, що кластерна політика є успішною та набула поширення практично в усіх країнах світу. Сьогодні в Україні відсутні державні програми розвитку кластерів, а також немає єдиного представництва – репрезентанта кластерів України. Запропоновані напрями розвитку регіонів України, шляхом формування та розвитку кластерів сільського туризму, є провідними інструментами регіонального розвитку, що дозволить швидко подолати наслідки поширення пандемії, сприятиме соціально-економічному зростанню регіонів та інтеграції регіональних туристичних продуктів та послуг до глобального туристичного ринку
