Cell Phone Searches After Riley: Establishing Probable Cause and Applying Search Warrant Exceptions
Part I of this note discusses the Fourth Amendment’s protection against unreasonable search and seizures and its probable cause requirement. The Fourth Amendment’s text remains the same since its enactment. However, interpretation of the Fourth Amendment continues to evolve in order to stay current with society. Interpretation of the Fourth Amendment also varies based on state constitutional law since states can provide its citizens with greater protection than the United States Constitution. This is why the United States Supreme Court, federal district courts, and state courts have all undergone thorough Fourth Amendment analyses when applying the true meaning of the Fourth Amendment to the advanced issue of cell phone searches.
At first, Riley’s groundbreaking holding seems like a bright- line rule for law enforcement and courts to follow. However, the decision left open areas for additional legal analysis. For example, how does the Riley decision effect the issue of establishing probable cause? Part II of this note addresses the Fourth Amendment’s probable cause requirement. Specifically, this note discusses how the Riley decision lacks guidance to determine what is sufficient to establish probable cause to obtain a warrant to search a cell phone. Under United States constitutional law, courts apply a totality of the circumstances approach to determine if probable cause exists. However, some states, like New York, reject the totality of the circumstances approach and apply a strict Aguilar-Spinelli analysis to determine probable cause

Graph states in phase space
The phase space for a system of qubits is a discrete grid of points, whose axes are labeled in terms of the elements of the
finite field \Gal{2^n} to endow it with proper geometrical properties. We
analyze the representation of graph states in that phase space, showing that
these states can be identified with a class of non-singular curves. We provide
an algebraic representation of the most relevant quantum operations acting on

Distributions of Beryllium 7 and Lead 210, and Soluble Aerosol-Associated Ionic Species Over the Western Pacific: PEM West B, February - March 1994
Aerosol sampling for the determination of the concentrations of soluble ionic species and the natural radionuclides Be-7 and Pb-210 was conducted from the NASA DC-8 over the western Pacific as part of GTE/PEM-West B during February - March 1994. Concentrations of most soluble ionic species in the free troposphere were higher in samples collected on flights originating from Hong Kong and Japan than those collected further east over the open ocean. In both regions the measured concentrations were higher than those found during PEM-West A (fall 1991). Activities of Pb-210, a tracer of air masses influenced by sources on the Asian continent, showed the same patterns. These data indicate the effect of stronger continental outflow from Asia over the western Pacific during the spring compared to fall season. For readily scavenged aerosol-associated species and soluble acidic gases the strongest indications of Asian outflow were restricted to altitudes below 6 km. The distribution of the continental tracer Pb-210 was also compared to those of a large number of gas phase species measured on the DC-8. Relatively strong correlations were found with O3, and peroxyacetylnitrate (PAN), but only during the flights over the remote Pacific. During PEM-West A, similar correlations were seen, but they were stronger near Asia. We believe that correlations are a signature of continental air that has been processed by deep wet convection over land before being advected over the ocean. One flight over the Sea of Japan provided the opportunity to sample upper troposphere/lower stratosphere air in and around a tropopause fold. Concentrations of Be-7 reached 7 pCi/cu m STP, and peak O3, mixing ratios of 480 ppb were encountered at 10.7 km. The Be-7 data are used to estimate the fraction of stratospheric air mixed down into the troposphere by circulation in the fold
Edge local complementation for logical cluster states
A method is presented for the implementation of edge local complementation in
graph states, based on the application of two Hadamard operations and a single
controlled-phase (CZ) gate. As an application, we demonstrate an efficient
scheme to construct a one-dimensional logical cluster state based on the
five-qubit quantum error-correcting code, using a sequence of edge local
complementations. A single physical CZ operation, together with local
operations, is sufficient to create a logical CZ operation between two logical
qubits. The same construction can be used to generate any encoded graph state.
This approach in concatenation may allow one to create a hierarchical quantum

Spectral Properties of Hydrated Poorly Crystalline Materials for Spectral Analysis of the Moon and Mars
Visible/near-infrared (VNIR) reflectance spectra of both Mars [1] and the Moon [2] include hydration bands that vary across the planet and are not well explained in some cases. Poorly crystalline phases have been found at ~30-70 wt.% by CheMin in Gale crater, Mars in all samples measured to date [3]. Here we report on VNIR reflectance spectra of a large collection of amorphous and poorly crystalline materials. These include opal, allophane, imogolite, iron hydroxides/ oxyhydroxides (FeOx), and several synthetic materials containing Si, Al and/or Fe. All of these contain hydration bands due to water and OH that can be used to identify these materials remotely on planetary bodies
