Delivering the promise of Sendai framework for disaster risk reduction in fragile and conflict-affected contexts (FCAC): A case study of the NGO GOAL's response to the Syria conflict
The Sendai Framework for Disaster Risk Reduction (SFDRR) has helped to reduce global disaster risk, but there has been a lack of progress in disaster risk reduction (DRR) for people living in fragile and conflict affected contexts (FCAC). Given the mounting evidence that DRR cannot be implemented through conventional approaches in FCAC, serious efforts must be made to understand how to meet SFDRR's goals. This paper offers a case study of international non-governmental organization GOAL's programming that responds to the protracted crisis in Syria, with a critical discussion on SFDRR and how to adapt humanitarian relief and disaster resilience
Informality, violence, and disaster risks: Coproducing inclusive early warning and response systems in urban informal settlements in Honduras
Anticipatory disaster risk reduction (DRR) is an essential human right for the ~1 billion people living in informal settlements who are disproportionately exposed to climate-related hazards due to their high vulnerability. Participatory approaches are recognized as being critical for effective and sustainable disaster prevention, mitigation, and preparation through to response, but research on how to coproduce anticipatory DRR with people living and working in informal settlements is scant. Their exclusion is even more pronounced in challenging contexts, such as those characterized by social-political fragility and violence. As a result, a significant portion of the global population is left behind in best practices tied to global DRR ambitions, with DRR actions working neither with nor for the people most at risk. The signal case of urban informal settlements controlled by territorial gangs in Tegucigalpa, Honduras, illustrates the need for new thinking on how to inclusively mitigate, prepare for, and respond to natural hazard-related disasters. Our research examines the coproduction of early warning systems linked with response capacities for floods and landslides through the case study of the international NGO GOAL's work across the city with a focus on nine urban informal settlements with high levels of territorial gang violence. We explore how GOAL navigated informality and violent conflict to support the early warning and response system as an inclusive social process rather than a technical exercise. We identify four cross-cutting strategies employed by GOAL in support of local vulnerability reduction and capacity building based on a local systems approach. This research breaks new ground in identifying how to bridge the gap between knowledge and action in designing inclusive and sustainable early warning and response systems together with the millions of people around the world affected by the intersection of informality, violence, and disaster risks
Human Computation and Convergence
Humans are the most effective integrators and producers of information,
directly and through the use of information-processing inventions. As these
inventions become increasingly sophisticated, the substantive role of humans in
processing information will tend toward capabilities that derive from our most
complex cognitive processes, e.g., abstraction, creativity, and applied world
knowledge. Through the advancement of human computation - methods that leverage
the respective strengths of humans and machines in distributed
information-processing systems - formerly discrete processes will combine
synergistically into increasingly integrated and complex information processing
systems. These new, collective systems will exhibit an unprecedented degree of
predictive accuracy in modeling physical and techno-social processes, and may
ultimately coalesce into a single unified predictive organism, with the
capacity to address societies most wicked problems and achieve planetary

Administrators in higher education: organizational expansion in a transforming institution
Recent European research has revealed growth in the number of administrators and professionals across different sections of universities—a long established trend in US universities. We build on this research by investigating the factors associated with variation in the proportion of administrators across 761 Higher Education Institutions (HEIs) in 11 European countries. We argue that the enactment of expanded and diversified missions of HE is one of the main factors nurturing universities’ profesional and administrative bodies. Our findings support such an assertion; regardless of geographical and institutional differences, HEIs with high levels of “entrepreneurialism” (e.g. in service provision and external engagement) are characterized by a larger proportion of administrative staff. However, we find no empirical support for arguments citing structural pressures and demands on HEIs due to higher student enrolments, budget cuts or deregulation as engines driving such change. Instead, our results point towards, as argued by neo-institutionalists, the diffusion of formal organization as a model of institutional identity and purpose, which is especially prevalent at high levels of external connectedness
In situ, broadband measurement of the radio frequency attenuation length at Summit Station, Greenland
Over the last 25 years, radiowave detection of neutrino-generated signals,
using cold polar ice as the neutrino target, has emerged as perhaps the most
promising technique for detection of extragalactic ultra-high energy neutrinos
(corresponding to neutrino energies in excess of 0.01 Joules, or
electron volts). During the summer of 2021 and in tandem with the initial
deployment of the Radio Neutrino Observatory in Greenland (RNO-G), we conducted
radioglaciological measurements at Summit Station, Greenland to refine our
understanding of the ice target. We report the result of one such measurement,
the radio-frequency electric field attenuation length . We find an
approximately linear dependence of on frequency with the best fit of
the average field attenuation for the upper 1500 m of ice: MHz m for

Likely Correlation between Sources of Information and Acceptability of A/H1N1 Swine-Origin Influenza Virus Vaccine in Marseille, France
BACKGROUND: In France, there was a reluctance to accept vaccination against the A/H1N1 pandemic influenza virus despite government recommendation and investment in the vaccine programme. METHODS AND FINDINGS: We examined the willingness of different populations to accept A/H1N1 vaccination (i) in a French hospital among 3315 employees immunized either by in-house medical personnel or mobile teams of MDs and (ii) in a shelter housing 250 homeless persons. Google was used to assess the volume of enquiries concerning incidence of influenza. We analyzed the information on vaccination provided by Google, the website of the major French newspapers, and PubMed. Two trust Surveys were used to assess public opinion on the trustworthiness of people in different professions. Paramedics were significantly more reluctant to accept immunisation than qualified medical staff. Acceptance was significantly increased when recommended directly by MDs. Anecdotal cases of directly observed severe infections were followed by enhanced acceptance of paramedical staff. Scientific literature was significantly more in favour of vaccination than Google and French newspaper websites. In the case of the newspaper websites, information correlated with their recognised political reputations, although they would presumably claim independence from political bias. The Trust Surveys showed that politicians were highly dis-trusted in contrast with doctors and pharmacists who were considered much more trustworthy. CONCLUSIONS: The low uptake of the vaccine could reflect failure to convey high quality medical information and advice relating to the benefits of being vaccinated. We believe that the media and internet contributed to this problem by raising concerns within the general population and that failure to involve GPs in the control programme may have been a mistake. GPs are highly regarded by the public and can provide face-to-face professional advice and information. The top-down strategy of vaccine programme management and information delivered by the Ministry of Health could have aggravated the problem, because the general population does not always trust politicians
Precision measurement of the index of refraction of deep glacial ice at radio frequencies at Summit Station, Greenland
Glacial ice is used as a target material for the detection of ultra-high
energy neutrinos, by measuring the radio signals that are emitted when those
neutrinos interact in the ice. Thanks to the large attenuation length at radio
frequencies, these signals can be detected over distances of several
kilometers. One experiment taking advantage of this is the Radio Neutrino
Observatory Greenland (RNO-G), currently under construction at Summit Station,
near the apex of the Greenland ice sheet. These experiments require a thorough
understanding of the dielectric properties of ice at radio frequencies. Towards
this goal, calibration campaigns have been undertaken at Summit, during which
we recorded radio reflections off internal layers in the ice sheet. Using data
from the nearby GISP2 and GRIP ice cores, we show that these reflectors can be
associated with features in the ice conductivity profiles; we use this
connection to determine the index of refraction of the bulk ice as n=1.778 +/-
0.006
The relationships between workaholism and symptoms of psychiatric disorders: a large-scale cross-sectional study
Despite the many number of studies examining workaholism, large-scale studies have been lacking. The present study utilized an open web-based cross-sectional survey assessing symptoms of psychiatric disorders and workaholism among 16,426 workers (Mage = 37.3 years, SD = 11.4, range = 16–75 years). Participants were administered the Adult ADHD Self-Report Scale, the Obsession-Compulsive Inventory-Revised, the Hospital Anxiety and Depression Scale, and the Bergen Work Addiction Scale, along with additional questions examining demographic and work-related variables. Correlations between workaholism and all psychiatric disorder symptoms were positive and significant. Workaholism comprised the dependent variable in a three-step linear multiple hierarchical regression analysis. Basic demographics (age, gender, relationship status, and education) explained 1.2% of the variance in workaholism, whereas work demographics (work status, position, sector, and annual income) explained an additional 5.4% of the variance. Age (inversely) and managerial positions (positively) were of most importance. The psychiatric symptoms (ADHD, OCD, anxiety, and depression) explained 17.0% of the variance. ADHD and anxiety contributed considerably. The prevalence rate of workaholism status was 7.8% of the present sample. In an adjusted logistic regression analysis, all psychiatric symptoms were positively associated with being a workaholic. The independent variables explained between 6.1% and 14.4% in total of the variance in workaholism cases. Although most effect sizes were relatively small, the study’s findings expand our understanding of possible psychiatric predictors of workaholism, and particularly shed new insight into the reality of adult ADHD in work life. Say on Pay: A wolf in sheep’s clothing?
This paper debates whether Say on Pay can fix executive pay. We argue that Say on Pay benefits executive pay when shareholders’ voice offsets CEO power and mitigates directors’ information deficiencies. We admonish however that Say on Pay may raise novel problems. The pay resulting from Say on Pay can harm stakeholders whose interests differ from those of shareholders influential in pay- setting. Moreover, boards may resist shareholders’ intervention in pay-setting and, accordingly, manage compensation disclosures to ensure a passing shareholder vote. Consequently, Say on Pay may not only fail to remedy suboptimal pay but also legitimize it
