It is a set of norms governing interstate, intergovernmental relations, both written and unwritten. But intergovernmental relations, as well as interstate relations, create a political reality that contradicts the norms adopted and established by them. In this article, I would like to highlight the sharp points of contact between international law and international relations, which were shown to me by the political reality created in the modern world. I will discuss theoretical issues and confront them with the problems that states create with their decisions. It is impossible to talk about all the points in the format of the article, of course, so I will focus on a few, in particular, on the sources of international law and the subjects of law

The mandate for Georgia was taken by England, however, due to the geopolitical circumstances created at that time, the British soon left Georgia. The government of the Democratic Republic of Georgia has not rejected the idea of replacing the British with other "imperialists". The Italians were the first of the latter and the sending of Italian troops to Georgia was officially announced. The mandate of Italy included Georgia and Azerbaijan, but this country was trying to gain a mandate in Armenia as well.
