    Redes sociales y participación ciudadana en lo local (el presupuesto participativo de Tlajomulco de Zúñiga 2010-2016)

    En el 2010, la administración de Tlajomulco de Zúñiga, Jalisco, lanzó el presupuesto participativo como un mecanismo de participación ciudadana que, por primera vez, le daba al ciudadano común la posibilidad de ser parte de la toma de decisiones de su municipio. En ese momento, la comunicación gubernamental comenzó a jugar un papel importante en la gobernabilidad del municipio; el estallido de las redes sociales manifestaban una nueva era entre la interacción entre el gobierno y la sociedad. El presente trabajo pretende encontrar la conexión entre las redes sociales y la participación ciudadana en el presupuesto participativo de las administraciones públicas de Tlajomulco de Zúñiga. Esta nueva posibilidad de participación dio vida al término gobernanza, el cual llegó acompañado de cambios sustanciales en la organización interna de la burocracia, de nuevas formas de interacción entre gobiernos y gobernados, y de procesos más democráticos en los cuales se incorpora la voz del ciudadano en la agenda pública. A través de la revisión de conceptos como democracia, gobierno, gobernanza, municipio, redes sociales y participación ciudadana, se encuentra un punto de conexión que establece la base teórica de esta investigación. De igual forma, se realizó un estudio de percepción ciudadana a través de una encuesta aplicada en tres puntos estratégicos del municipio, Tlajomulco tradicional, corredor López Mateos y Zona Valle, y se realizaron entrevistas a funcionarios públicos

    Organizational Capabilities of Retail Companies to Develop Green Marketing Strategies

    The human being has damaged the planet by the indiscriminate consumption of products that are not friendly to the environment, hence now the trend of consumers to choose sustainable products. This is the reason why companies are changing the way they make their products, as well as the style of communication to inform that their products are favorable to the environment. The scope of this work is to assess retail enterprises ability for developing green marketing strategies. The study is quantitative-exploratory based on a non-probabilistic sample. A questionnaire was applied to 30 business owners and/or managers. Data was analyzed by using the principal components method. It was observed that the retail companies in Rioverde city, San Luis Potosí (S.L.P.) are able to develop green marketing strategies. The correlation matrix shows acceptable correlations and the values of the Sample Adequacy Measure (MSA) values are greater than 0.500: These values allow corroborating that the data structure is adequate to be examined by factor analysis. The analysis detects two latent factors that together explain 69.18% of the common variance. The results indicate that green marketing strategies require that owners or managers reformulate their business and processes from different perspectives: internally and with their customers. With respect the first point, staff must be trained on the importance of ecological products for the environment, health and the benefits for the company. With reference to, the second point, the owner or manager must identify the specific market for these products, because customers are varied and with different needs.

    Bats use live fences to move between tropical dry forest remnants

    Linear features can benefit wildlife by assisting animal movement. We captured bats along barbedâ wire and liveâ tree fences connecting tropical dry forest patches in Nicaragua. Bat species richness and captures were higher along live fences but we noted differences in sex ratios, richness, and species composition compared to surrounding natural forests.Abstract in Spanish is available with online onlyResumenLa degradación del hábitat y fragmentación del bosque son amenazas para la biodiversidad a nivel mundial. Estructuras lineales pueden beneficiar la vida silvestre, al asistir movimiento de animales entre parches de hábitat. Cercas definen cultivos o áreas de pastoreo usando alambre de púas y postes de madera, pero las cercas vivas reemplazan los postes de madera con árboles, creando corredores que animales pueden usar para moverse a través del paisaje fragmentado. Nosotros capturamos 279 murciélagos de 17 especies a lo largo de 27 sitios pareados de cercas tradicionales y cercas vivas conectando bosque seco tropical mesoamericano en el sudeste de Nicaragua. Riqueza y capturas de murciélagos fueron dos y cuatro veces mas altas en cercas vivas.     Cytoplasmic 5'-3' exonuclease Xrn1p is also a genome-wide transcription factor in yeast

    The 5' to 3' exoribonuclease Xrn1 is a large protein involved in cytoplasmatic mRNA degradation as a critical component of the major decaysome. Its deletion in the yeast Saccharomyces cerevisiae is not lethal, but it has multiple physiological effects. In a previous study, our group showed that deletion of all tested components of the yeast major decaysome, including XRN1, results in a decrease in the synthetic rate and an increase in half-life of most mRNAs in a compensatory manner. Furthermore, the same study showed that the all tested decaysome components are also nuclear proteins that bind to the 5 region of a number of genes. In the present work, we show that disruption of Xrn1 activity preferentially affects both the synthesis and decay of a distinct subpopulation of mRNAs. The most affected mRNAs are the transcripts of the highly transcribed genes, mainly those encoding ribosome biogenesis and translation factors. Previously, we proposed that synthegradases play a key role in regulating both mRNA synthesis and degradation. Evidently, Xrn1 functions as a synthegradase, whose selectivity might help coordinating the expression of the protein synthetic machinery. We propose to name the most affected genes"Xrn1 synthegrado

    Experimental realization of the classical Dicke model

    We report the experimental implementation of the Dicke model in the semiclassical approximation, which describes a large number of two-level atoms interacting with a single-mode electromagnetic field in a perfectly reflecting cavity. This is managed by making use of two non-linearly coupled active, synthetic LC circuits, implemented by means of analog electrical components. The simplicity and versatility of our platform allows us not only to experimentally explore the coexistence of regular and chaotic trajectories in the Dicke model but also to directly observe the so-called ground-state and excited-state ``quantum'' phase transitions. In this analysis, the trajectories in phase space, Lyapunov exponents and the recently introduced Out-of-Time-Order-Correlator (OTOC) are used to identify the different operating regimes of our electronic device. Exhaustive numerical simulations are performed to show the quantitative and qualitative agreement between theory and experiment

    Intercomparison of Nine Micrometeorological Stations during the BEAREX08 Field Campaign

    Land–atmosphere interactions play a critical role in regulating numerous meteorological, hydrological, and environmental processes. Investigating these processes often requires multiple measurement sites representing a range of surface conditions. Before these measurements can be compared, however, it is imperative that the differences among the instrumentation systems are fully characterized. Using data collected as a part of the 2008 Bushland Evapotranspiration and Agricultural Remote Sensing Experiment (BEAREX08), measurements from nine collocated eddy covariance (EC) systems were compared with the twofold objective of 1) characterizing the interinstrument variation in the measurements, and 2) quantifying the measurement uncertainty associated with each system. Focusing on the three turbulent fluxes (heat, water vapor, and carbon dioxide), this study evaluated the measurement uncertainty using multiple techniques. The results of the analyses indicated that there could be substantial variability in the uncertainty estimates because of the advective conditions that characterized the study site during the afternoon and evening hours. However, when the analysis was limited to nonadvective, quasi-normal conditions, the response of the nine EC stations were remarkably similar. For the daytime period, both the method of Hollinger and Richardson and the method of Mann and Lenschow indicated that the uncertainty in the measurements of sensible heat, latent heat, and carbon dioxide flux were approximately 13 W m‒2, 27 W m‒2, and 0.10 mg m‒2 s‒1, respectively. Based on the results of this study, it is clear that advection can greatly increase the uncertainty associated with EC flux measurements. Since these conditions, as well as other phenomena that could impact the measurement uncertainty, are often intermittent, it may be beneficial to conduct uncertainty analyses on an ongoing basis

    POLÍTICA Y COMPORTAMIENTO SALARIAL EN LAS UNIVERSIDADES VENEZOLANAS 1985-2006

    Este trabajo tiene como objetivo principal analizar las políticas salariales y el comportamiento del salario en las Universidades nacionales en Venezuela para el período 1985-2006. El enfoque teórico se fundamenta en las categorías de análisis de la Organización Internacional del Trabajo (OIT), Los acuerdos OPSU-CNU, Legislación del Trabajo, y Actas Convenios. La estrategia metodológica es de tipo descriptiva. La información se procesó con el programa estadístico SPSS 16.0 en español. Se buscó explicación de los efectos que tienen los indicadores económicos: Inflación y tipo de cambio tienen sobre el salario así la comparación en referencia a la canasta básica y alimentaria. También se comparó en términos relativos del equivalente de las normas de homologación con el tipo de cambio y el salario mínimo tanto real como nominal. Los resultados de esta investigación: Salario real desmejorado, relación inversa del salario en términos del tipo de cambio, la brecha es cada vez más estrecha con el salario mínimo de subsistencia y los sueldos de los profesores, efectos perversos de los indicadores económicos, posición flexible de los gremios frente al gobierno con escaso liderazgo de la dirigencia y con discurso poco motivador de las masas laborales, violación de los principios fundamentales del derecho al no cumplir con las normas de homologación, escaso poder adquisitivo de los docentes para obtener la canasta básica y la canasta normativa de alimentos, casi nula la capacidad de ahorro, llegando a la conclusión que si ha disminuido la calidad de vida del profesor universitario durante el periodo 1985-2006

    Economic assessment of the environmental services of PNA Cerro Mohinora, Guadalupe y Calvo, Chihuahua

    The Cerro Mohinora Protected Natural Area (PNA) located in Guadalupe y Calvo, Chihuahua, Mexico has ecosystems in a good state of conservation that include trees of genera such as Picea, Abies and Pseudotsuga. The objective was to determine the willingness to pay (WTP) by the visitors through the Contingent Valuation Method (CVM) in order to conserve the environmental services (SA) provided by the area and to know their perception of the current state of the Hill. 210 surveys were carried out to simulate a hypothetical market, where they asked what is the maximum amount they would be willing to pay to preserve and/or improve the SA of the PNA. The main results show that 90.48% of the visitors gave a positive WTP, 48.57% of the visitors are local and 55.24% have a university degree. 60.48% of the visitors do ecotourism on the Hill. The main suggestion to improve the area was the maintenance of the roads (55.00%) and the provision of more environmental education (32.69%). The only variable that influenced a positive WTP and that was statistically significant was the “Perception of good ecosystem quality (PGEQ)”. The average WTP calculated was 90.48 MXN, with a minimum and maximum of 68.12 MXN and 97.60 MXN, respectively, and a standard deviation of 5.55 MXN. The WTP should be established according to the number of visitors and use of the place, considering that it currently has no cost and that most visitors are willing to pay to enter and show concern for conservation

    Machine learning algorithms to predict breast cancer recurrence using structured and unstructured sources from electronic health records

    Recurrence is a critical aspect of breast cancer (BC) that is inexorably tied to mortality. Reuse of healthcare data through Machine Learning (ML) algorithms offers great opportunities to improve the stratification of patients at risk of cancer recurrence. We hypothesized that combining features from structured and unstructured sources would provide better prediction results for 5-year cancer recurrence than either source alone. We collected and preprocessed clinical data from a cohort of BC patients, resulting in 823 valid subjects for analysis. We derived three sets of features: structured information, features from free text, and a combination of both. We evaluated the performance of five ML algorithms to predict 5-year cancer recurrence and selected the best-performing to test our hypothesis. The XGB (eXtreme Gradient Boosting) model yielded the best performance among the five evaluated algorithms, with precision = 0.900, recall = 0.907, F1-score = 0.897, and area under the receiver operating characteristic AUROC = 0.807. The best prediction results were achieved with the structured dataset, followed by the unstructured dataset, while the combined dataset achieved the poorest performance. ML algorithms for BC recurrence prediction are valuable tools to improve patient risk stratification, help with post-cancer monitoring, and plan more effective follow-up. Structured data provides the best results when fed to ML algorithms.
